SAN DIEGO (KGTV) — Naval Base Point Loma was locked down Thursday over reports of a suspicious person.In a Facebook post, the base said "all personnel onboard the installation are directed to seek shelter in the nearest building and activate lock down procedure" and remain inside until told otherwise. The lockdown was lifted just before 2 p.m. and Harbor Drive was reopened to traffic. The base told 10News that it appeared the caller believed to have seen a suspicious person, but the person in question was not believed to be a threat.The base added the Gateway Youth Center and Patrick Wade CDC had been taken off lockdown and parents allowed to pick up their children.10News is monitoring this breaking news. 722

SAN DIEGO (KGTV) - On Wednesday, emotional testimony was read in a downtown courtroom by the husband and wife who were brutally attacked in an economy parking lot outside of the San Diego International Airport. The testimony was read during the sentencing hearing for Alberto Jauregui, who pleaded guilty to attempted murder. Jauregui appeared to show no remorse. He smirked and smiled at the couple and at our camera. It was last October when police say Jauregui came up to Donna Kashani and husband Robert Bobbett in the parking lot. He reportedly grabbed Kashani by her neck and demanded the keys to their SUV. “You put me in a headlock with a 10-inch knife to my neck and you were dragging me into our SUV and demanding that I get in with you,” Kashani told him and the courtroom.  In a heroic move, Bobbett threw himself in front of her and charged at Jauregui.  “As I rushed toward you, I truly believed I was going to die in this struggle,” Bobbett told Jauregui and the courtroom. He added, “You stabbed me in the chest nearly hitting my heart. All the while [you were] screaming ‘Die, die, die!’”  Bobbett was stabbed six times and nearly died.  Jauregui was caught days later. During Wednesday’s sentencing hearing, he told the courtroom, “You guys have made a big mistake by not giving me help. Instead of giving me help, you want to punish me.” He’ll spend the next 13 years in state prison. 1456

SAN DIEGO (KGTV) - More local employees are losing their employer health insurance benefits during the COVID-19 crisis.10News was contacted about employees at the San Marcos Veterinary Clinic who were apparently working just as many hours but their medical benefits have been dropped.10News spoke to the owner of the clinic on Thursday who said she was forced to make the tough and emotional call to drop her 13 employees' health benefits, including her own, in order to keep them on the payroll and keep the clinic’s lights on during the pandemic. She said the decision was made out of desperation. Not greed.On Thursday, 10News interviewed Anthony Wright with Health Access California, a consumer advocacy group. “A stay in the hospital for say seven or ten days on a ventilator, which is the treatment for having a severe case of this virus, could be in the tens of thousands of dollars if you're not covered” he told 10News.So, what if you lose your coverage during the pandemic? Wright told 10News that Californians can try COBRA, which temporarily extends your same employer-based health plan, but there’s a downside. “That's a very expensive option for most people,” he added.Wright said a better option could be Covered California, the state's health insurance marketplace that allows individuals to buy coverage at federally subsidized rates.Covered California’s open enrollment period has been extended through June, amid concerns over the virus. “How much Covered California costs is very much dependent on your current income. It's a percentage of your income on a sliding scale,” he said. Below is a comparison on how much it would cost a family of four to get from San Diego to Santa Barbara and back using various methods of transportation: Taking a TrainAhead of the busy holiday, Amtrak is increasing capacity on its Pacific Surfliner route. If you were to book your trip on October 23, the cheapest tickets for a family of four cost 6 to get there and the same to get back for a total of 2. SAN DIEGO (KGTV) — Parks and libraries in city limits of San Diego are back open as of Saturday, Oct. 3 after more than six months of closures and caution tape.To begin, 12 city libraries first opened for in-person services, then more will gradually open. The first library locations to resume in-person services include Central, Carmel Valley, Point Loma, Mission Valley, Rancho Bernardo, Malcolm X/Valencia Park, Mira Mesa, Logan Heights, San Ysidro, La Jolla, Mission Hills-Hillcrest, and College-Rolando.The libraries will open at 25% capacity starting Saturday from 9:30 a.m. to 5:30 p.m. Monday through Saturday. The facilities will close for cleaning from 1 p.m. to 2 p.m. daily and frequently touched areas will be cleaned hourly and after each usage.
