SAN DIEGO (KGTV) -- In three weeks San Diego County will elect its next district attorney,  and in a recent poll a large number of voters indicated that they're still undecided. The results of our scientific 10News Union-Tribune poll shows the battle between Summer Stephan and challenger Genevieve Jones-Wright is wide open. If the election were held today, Summer Stephan would get 35 percent of the vote. Genevieve Jones-Wright would get 22 percent and 43 percent of those polled said they are undecided. "Those polls are consistent with what our campaign research shows," Jones-Wright told 10News. "We knew we were up against a political machine and it really is no surprise to me that she's up on the polls."Progressive candidate Jones-Wright says Stephan got a head start, by being appointed to the district attorney job when Bonnie Dumanis left. Jones-Wright said she thinks the poll shows her campaign is gaining steam.Stephan was encouraged by the poll numbers. "This is very encouraging, what you're telling me, because it shows that what we're doing is working," she told 10News. "That San Diegans are enjoying that we're one of the safest urban regions in the country and that they really prefer experience over an experiment."The poll shows that Stephan's voter base is republican, white and over the age of 35. It shows that Wright's voter base is younger, more racially mixed and primarily democratic. On Monday, Summer Stephan pulled out of a community forum, one which both she and Genevieve Jones-Wright accepted to face off. 1581

SAN DIEGO (KGTV) -- Law enforcement agencies in San Diego County have a new tool in the fight against child predators: Southern California’s first electronics-sniffing dog. Willow, a 2-year-old yellow Labrador, is trained to sniff out the chemical used to coat all kinds of electronic storage media, including microSD cards, thumb drives, hard drives, cell phones and tablets.She works in partnership with the Internet Crimes Against Children Task Force (ICAC), the San Diego Police Department and the San Diego County District Attorney’s Office.“Our whole goal with ICAC is to save kids,” said Willow’s handler Ron Burleson. “If they’ve got any homemade images, there’s a kid out there that needs to be rescued, needs to be found. So that can make all the difference in the world when we can find that hidden media.”RELATED: Dog eats marijuana, develops 'scary' symptomsK9s have a long history in law enforcement as drug, arson and bomb-sniffing dogs, but this sniffing specialty has only been around since 2012, when Connecticut State Police trained the world’s first electronic storage detection K9. The breakthrough came after Connecticut State Police chemist Dr. Jack Hubball discovered that all media with a circuit board -- like hard drives, thumb drives and SD cards -- is covered with a chemical to prevent overheating called triphenylphosphine oxide (TPPO). Once trained, dogs will sniff out the chemical for a reward. In Willow’s case, she gets three cups of food a day, and only after she sniffs out a device.“Two or three times a day, I’m hiding storage media and then we’re training, we’re working,” said Burleson. “That’s how she gets fed.”RELATED: 10news viewer helps burglary victim reunite with stolen puppyWillow spent four months training with Todd Jordan, whose first electronics detection dog, Bear, made a key discovery in the child sex crimes case against former Subway spokesman Jared Fogle.Willow has been on the job in San Diego County since November and took part in her first local search a few weeks ago at the home of a registered sex offender.“And we searched the house and she was able to find a cell phone that had been missed previously during the search,” Burleson said.Although Willow has a narrow specialty, Burleson said she’ll be busy. San Diego ICAC will have about 2,000 cases this year, he said.When she’s not working, Willow lives with Burleson. “I’ve had many requests that the next time any friends or family lose their cell phone, they want me to bring Willow over,” he said.The funding to buy Willow, who cost about ,000, came from the San Diego Police Foundation through an anonymous donor, Burleson said. 2667

SAN DIEGO (KGTV) - Like Pfizer, Moderna, AstraZeneca, and many others, INOVIO Pharmaceuticals has also raced to develop a COVID-19 vaccine this year.“We’ve been working really hard to move our vaccine through the stages of clinical testing. Some things have taken a little bit longer than we hoped. I think that’s kind of always the case when you’re trying to go at great light speed,” said Dr. Kate Broderick, INOVIO Pharmaceuticals Senior VP of Research & Development based in San Diego.Broderick said with funding from the U.S. Department of Defense, the biotech company started its Phase 2 clinical trial evaluating its DNA vaccine candidate, INO-4800.The first U.S. participants received a dose of the experimental vaccine earlier this month. Approximately 400 adults in the U.S. are expected to be enrolled in the trial by the end of the month.“We hope that in the early part of 2021, we’ll be going into a really large Phase 3 trial where we’re asking the question does our vaccine protect against the disease itself,” she said.Broderick said the company hopes to enroll about 6,000 participants initially in its Phase 3 trial once they get the green light to begin.A press release from the company last week stated that “The Phase 3 segment of the INNOVATE remains on partial clinical hold until INOVIO satisfactorily resolves the FDA’s remaining questions related to the CELLECTRA 2000 device that will be used to deliver INO-4800 into the cells of the skin.”Earlier data released from Pfizer and Moderna’s studies showing high vaccine efficacy was positive news for INOVIO.“We feel that we’re in a really good place. SAN DIEGO (KGTV) - Marine Corps Air Station Miramar broke ground Friday on its first hangar to house the F-35, the most advanced fighter jet in the world.While the plane may be controversial, the hope is to replace aging aircraft. The new project will also include a flightline expansion."We're building new F-35 joint strike fighters and we're going to send them right here to Miramar,” President Trump said in his visit to the base Tuesday.Congressman Scott Peters and other military leaders were in attendance at the groundbreaking, thrilled about finally moving these projects forward."We're really taking care of the nation's defense," said Rep. Peters, representing the 52nd District. "One of the things when I went to the Armed Services Committee was to make sure that this facility was high on the list of priorities," he said. Harper Construction won the bid and will employ about 2000 workers.  The 160,000 square foot hangar is designed to hold up to 12 F-35s."We need to upgrade the infrastructure, the connections, the systems inside the hangers," said Col. Jason Woodworth, the Commanding Officer at MCAS Miramar.While critics have pointed to design flaws and skyrocketing costs on the new planes, the military says aging aircraft like the F/A-18 hornets are becoming tougher to maintain."Older airplanes are like that telephone on your wall you had when you were a kid with the rotary dial on it," Woodworth said.
