BEIJING, Dec. 14 (Xinhua) -- The People's Bank of China, the country's central bank, said Wednesday that China will continue its prudent monetary policy next year while making the policy more targeted, flexible and forward-looking.The announcement came after the conclusion of the annual central economic work conference Wednesday morning, which has set economic policy guidelines for the coming year.The central bank will maintain control over the intensity, pace and focus of macroeconomic regulation, make full use of monetary tools, tune up credit supply and promote reasonable growth in social financing, according to a statement posted on its website.The bank will improve credit structure, increase support to key sectors and weak areas, especially to agriculture, small and medium-sized enterprises and affordable housing construction, as well as better serve the real economy.It will continue to perfect its yuan exchange rate formation mechanism, and keep the yuan exchange rates basically stable at a reasonable and balanced level.Meanwhile, the bank will strengthen and improve its foreign exchange management, deepen financial system reforms, prevent and solve financial risks, the statement said.

WASHINGTON, Oct. 18 (Xinhua) -- Scientists have increased the estimate of the number of humpback whales in the North Pacific Ocean, according to a paper published Tuesday in the Marine Mammal Science journal.The increase follows a refined statistical analysis of data compiled in 2008 from the largest whale survey ever carried out to appraise humpback whale populations throughout the North Pacific.The number of North Pacific humpback whales in the 2008 study, known as the Structure of Populations, Levels of Abundance and Status of Humpbacks, or SPLASH, was estimated at just under 20,000 based on a preliminary look at the data.The latest research indicates the population to be over 21,000 and possibly even higher -- a significant improvement to the scant 1,400 humpback whales estimated in the North Pacific Ocean at the end of commercial whaling in 1966."These improved numbers are encouraging, especially after we have reduced most of the biases inherent in any statistical model," said Jay Barlow, marine mammal biologist of the U.S. National Oceanic and Atmospheric Administration (NOAA)."We feel the numbers may even be larger since there have been across-the-board increases in known population areas and unknown areas have probably seen the same increases," Barlow added.The SPLASH research was a three-year project started in 2004 involving NOAA scientists and hundreds of other researchers from the United States, Japan, Russia and some other countries.It was the first systematic survey ever attempted to determine the humpback whales' overall population, structure and genetic makeup in the North Pacific.

KATHMANDU, Jan. 14 (Xinhua) -- Visiting Chinese Premier Wen Jiabao on Saturday paid an official visit to Nepal, during which China and Nepal issued an eight-point joint statement on boosting bilateral ties and strengthening cooperation in various areas.During the visit, Premier Wen met with Nepalese President Ram Baran Yadav and held talks with the country's Prime Minister Baburam Bhattarai.The leaders of the two countries had an in-depth exchange of views and reached broad understanding on China-Nepal relations as well as on international and regional issues of mutual interest.The two sides agreed that the China-Nepal diplomatic relations, established in 1955 and characterized by equality, harmonious co-existence, ever-lasting friendship and comprehensive cooperation, are of great importance to both nations."Further enhancement of the ties is in accord with the fundamental interests of the two countries and is conducive to peace, stability and development in the region and the world at large," the joint statement said.Firstly, the two sides decided to further promote China-Nepal friendly relations of Comprehensive Partnership of Cooperation Featuring Ever-Lasting Friendship on the basis of the Five Principles of Peaceful Coexistence.Secondly, the two sides agreed to share development experiences and technological advancement, and enhance all round cooperation so as to achieve mutual development and prosperity.The two sides also agreed to maintain the momentum of high-level mutual visits, and have meetings between the leaders on the multilateral occasions.The two nations will also make full use of existing mechanisms including the diplomatic consultations and the China-Nepal Joint Economic and Trade Committee Meeting. The two sides agreed to form a Consultation Mechanism at the level of Ministers for Foreign Affairs.Thirdly, the Nepalese side expressed its firm support for China on its efforts to uphold state sovereignty, national unity and territorial integrity."Nepal does not allow any forces to use its territory for any anti-China or separatist activities," the joint statement said.Fourthly, the two sides agreed to further intensify cooperation in socioeconomic development, promotion of trade and tourism, hydropower, and transportation infrastructure development, as well as other fields on the basis of equality and mutual benefit.At the request of the Nepalese side, the Chinese side assured of increase in the volume of regular grant aid for the implementation of various infrastructure development and other projects.

BEIJING, Dec. 4 (Xinhua) -- Acclaimed orthopaedic surgeons and experts attending a major conference in Beijing have agreed to build up a platform for international cooperation aiming at jointly coping with medical and social challenges.At the Sixth International Congress of the Chinese Orthopaedic Association (COA) that concluded on Sunday, presidents of more than 80 national and international orthopaedic societies signed a declaration which seeks a model for both developing and developed countries to help reduce medical costs in the aftermath of the global financial crisis.With an aging global population, rapidly rising medical costs have become a heavy financial burden for governments worldwide. Medical insurance cost control has become a hot topic around the world.Bone and joint diseases, infections due to traffic accident traumas and other diseases causing high disability rates have affected millions of people worldwide."One of the objectives of the COA international conference is to provide a platform for medical experts around the world to discuss not only clinical techniques but also medical and social problems," said Professor Wang Yan, chairman of the COA.To fully leverage existing professional knowledge and resources, presidents of orthopaedic organizations attending the conference adopted and released the Beijing Declaration which calls for a platform to enhance global and national collaboration and partnerships among the professions, industries and related patient organizations and disciplines.The declaration also stresses maximizing Internet-based learning and encouraging international exchanges."Worldwide, I have one lament, that we've spent so much money on medical research, but very little on orthopaedics. As we get more sophisticated in our treatment, the price does go up. My expectation is that in another five to 10 years, we'll begin to apply some molecular techniques to assist us in healing. But I think we'll just have to wait for a bit more research and a bit more basic science.""We definitely will... look into this issue of how we can have a suitably assigned budget from the government for orthopaedic care," said Professor K.M. VIENNA, Oct. 7 (Xinhua) -- A sculpture of late Soviet cosmonaut Yuri Gagarin was presented to the UN Office in Vienna (UNOV) Friday to celebrate "50 Years of Human Spaceflight," the theme of the World Space Week 2011.In 1961, Gagarin completed an orbit around the Earth aboard the Vostok 1 spacecraft, serving as a pioneer of human spaceflight.The sculpture is a gift from the Russian government and would be placed at the Permanent Exhibit of the United Nations Office for Outer Space Affairs (UNOOSA).Attendants of the ceremony include UNOV Director-General Yury Fedotov, UNOOSA Director Mazlan Othman and Head of the Russian Permanent Mission Vladimir Voronkov."Outer space is one of the most exciting and challenging topics, and perhaps of all the important topics on the agenda of the United Nations, none quite captures our imagination like outer space," Othman said in her statement.Meanwhile, speaking highly of Gagarin's achievement 50 years ago, Fedotov stressed that the purpose of the development and utilization of outer space must be to the benefit of all mankind.The UN official said that relevant UN agencies would provide technical assistance to all countries to develop outer space and ensure the benefits in peaceful purpose.On Dec. 6, 1999, the 55th United Nations General Assembly declared the World Space Week to be held every year during Oct. 4-10.
