(KGTV) — As demonstrations around the country call for police reforms, demands for cities to "defund the police" have increased.But what does that really mean? Is it a reduction in funding or eliminating departments? So far, the calls have included both."There are some advocates who would like to see a police-free environment in a lot of cities," Scripps National Political Editor Joe St. George tells 10News' Jon Horn. "Now for some people that is a terrifying thought. Police help prevent theft, they prevent violent crime. So it is something that is certainly going to be a hotly contested political issue."RELATED: San Diego City Council approves budget, adds Office on Race & EquitySt. George added that both Republican President Donald Trump and Democratic nominee Joe Biden have both said they do not support calls to "defund the police," so the issue may fall on local cities.Policy proposals are still in the early stages. Supporters of the movement say they'd like to see less patrolling and reaction to major needs. But critics say patrolling helps prevent crimes from happening.If budget reductions are in the mix, depending on the amount, departments can either expect layoffs or a shift in priorities, according to St. George."If you're talking millions of dollars worth of cuts to a police department, there will have to be layoffs. If you're talking a couple hundred thousand, perhaps they would shift priorities from one program to another," St. George says.In San Diego, locals voiced their calls for decreasing the police department's budget for the 2021 fiscal year. City leaders voted Monday to approve the budget, which will increase SDPD's budget to 6 million.In contrast, Minneapolis' City Council has voiced intentions to disband the local department, calling their current department unreformable. City leaders have not announced plans for a future public safety agency.RELATED: Advocates calling to defund or disband police departmentsBudget changes could lead to different ways of serving the community, according to Isaac Bryan, Executive Director of the UCLA Black Policy Project. Cities may focus more on preventative efforts like education and services for low-income communities."I definitely think there are partnerships to be made and there's opportunity to be had, but that reimagining really first comes with having the resources to dream," said Bryan. "Right now, we don't have that because over half of our budgets, the discretionary funds go to law enforcement and policing."One thing that is likely, whether it be budget or policy changes, is that no two cities can expect to see the same response."Every city is going to be different. Services marking the arrival of the year 5780 on the Hebrew calendar feature the blowing of the shofar, a ram's horn mentioned in the Torah and used by ancient Jews in religious ceremonies and as a call to arms and now used at Rosh Hashana and Yom Kippur. Rosh Hashana is a time when Jews gather with family members and their communities to reflect on the past year and the one beginning. Celebrants also eat festive meals featuring apples dipped in honey, symbolic of the wishes for a sweet year. Rosh Hashana begins a period of contemplation and repentance culminating in Yom Kippur, the Day of Atonement, Judaism's most solemn and somber day. During the High Holy Days, Jewish tradition holds that God records the fate of each person for the coming year in the Book of Life, which is sealed at the end of Yom Kippur. (KGTV) - For the third year in a row, babies were born too soon, a sign that the health of mothers and infants is worsening, according to March of Dimes.The statistics recently released by the Centers for Disease Control and Prevention revealed the preterm birth rates rose to 9.93 percent in 2017, up from 9.86 in 2016.The rate marks the third consecutive increase after seven years of decline, according to the CDC. The new figures showed the rate increased among non-Hispanic black women and Hispanic women, and remained unchanged among non-Hispanic white women.RELATED: Number of babies born in the US dropped to a 30-year low"Moms and babies are facing an urgent health crisis in this country," Stacey Stewart, president of March of Dimes, said. "Preterm birth and its complications is the greatest contributor to the death of babies before their first birthday and a leading cause of lifelong disabilities."The fact that more and more families are being affected by preterm birth is troubling."Steward noted that racial and ethnic differences may play a role in preterm birth."Nearly 400,000 babies - about 1 in 10 - are born preterm each year. And while the preterm birth rate has been increasing among all racial and ethnic groups, some have been hit harder than others," Wanda Barfield, Director of the Division of Reproductive Health at the CDC."Now is a pivotal time to do more for those at greatest risk," Barfield added. 1471
