SAN DIEGO (CNS) - According to a report released Thursday by the San Diego Association of Governments, drug use reached a 20-year high among men and women arrested and booked into San Diego County detention facilities in 2019.Nearly four in five male arrestees (79%) and 82% of female arrestees tested positive for at least one of the following drugs: marijuana, methamphetamines, opiates, cocaine, and PCP, according to the report by SANDAG's Criminal Justice Research Division.The lowest rates in the past 20 years for arrestees testing positive were in 2009 for men (56%) and 2008 for women (58%).Meth showed up the most in the survey results in 2019, with 66% of women and 55% of men testing positive for the drug. Those rates were also 20-year highs and were up 4% among women compared to 2018. The rate among men remained unchanged from 2018 to 2019.On average, meth-using arrestees in 2019 reported using the drug for about 15 years, using before their 22nd birthday, and using more than 19 days ina row over the last 30 days.The surveys also found that 36% of arrestees tested positive for multiple drugs, 65% reported ever being homeless, and 83% reported being arrested at least one other time in the past. According to the report, when arrestees tested positive for multiple drugs, it was most often meth and marijuana. Of those who tested positive for multiple drugs, 59% were white, 79% had been homeless in the past, and 44% had been diagnosed with a mental illness."While the population of individuals booked into our facilities has changed over time, these statistics are sobering, and indicate the continued need to address underlying risks and the need to stop the revolving door of incarceration," said Cynthia Burke, SANDAG's director of research and program management.Slightly over a quarter of arrestees reported that they thought a drug they had used contained fentanyl, given the effects they experienced. SAN DIEGO (CNS) - A motorist was killed in a fiery solo vehicle crash off Interstate 5 in the Barrio Logan area, authorities said Monday.The crash was reported shortly after 9:30 p.m. Sunday on southbound I- 5 near Cesar E. Chavez Parkway, California Highway Patrol Officer Tommy Strickland said.Investigators determined a pickup truck hit the center divide, then went down an embankment before ending up on a nearby street and catching fire, Strickland said.The truck's driver was pronounced dead at the scene, but no details about the victim were immediately available.The crash shut down the right two lanes near Cesar Chavez Parkway until about 11:45 p.m. Sunday. 675

SAN DIEGO (CNS) - An 18-year-old man was shot twice in the stomach during an armed robbery early Thursday morning in a Mission Beach parking lot, police said.Two 18-year-old men were in a car leaving a party at the Bahia Resort Hotel, 998 West Mission Bay Drive, when they were approached by two men on foot in a public parking lot on Gleason Road at around 12:30 a.m.One of the men on foot pulled out a gun and pointed it at the pair in the car while demanding items from them, San Diego Police Department Officer Robert Heims said. The victims got out of the car and the man with the gun stole a chain necklace from one of the victims.The other victim tackled the gunman and was shot twice in the stomach, the officer said.The suspects fled in an unknown vehicle and the victim who had his necklace stolen drove the gunshot victim to a hospital for treatment of his wounds, Heims said. SAN DIEGO (CNS) - An SUV struck and killed a 63-year-old woman as she was crossing a street in the Talmadge area, police said Tuesday.It happened around 5 p.m. Monday in the 4600 block of El Cajon Boulevard, between 46th and 47th streets, San Diego police Officer John Buttle said.A 79-year-old man was driving a 2008 Lexus SUV westbound on El Cajon Boulevard near Menlo Avenue when he struck the pedestrian as she was attempting to cross El Cajon Boulevard southbound outside a crosswalk, Buttle said.The woman was trapped under the SUV before crews freed her and took her to a hospital, where she was pronounced dead, the officer said. The victim's name was withheld pending family notification.The SUV driver remained at the scene and intoxication was not believed to have been a factor in the crash, Buttle said. 824
