The first national-level association of Taiwan-funded enterprises held its inaugural ceremony in Beijing yesterday - a move which experts say will help boost cross-Straits economic integration and peace. "Taiwan business people are all over the mainland now," said Chang Han-wen, the newly-elected chairman of the Association of Taiwanese-invested Enterprises on the Mainland. According to conservative estimates, there are at least 1 million Taiwan business people on the mainland. The national-level association, comprising heads of Taiwan enterprise associations and representatives of Taiwan enterprises on the mainland, aims to serve the island's enterprises, protect their legal rights, boost relations with the ministries in Beijing and strengthen communication with mainland firms. Chen Yunlin, head of the Taiwan Affairs Office of the State Council, said the island has chalked up a huge trade surplus with the mainland and its trade with the mainland has become an indispensable driving force of Taiwan's economy. "The mainland market provides huge potential for the expansion and industrial upgrading of Taiwan enterprises," he said. Xu Shiquan, vice-chairman of the National Society of Taiwan Studies, said that the establishment of the association coincides with the mushrooming of Taiwan-funded enterprises on the mainland. "Besides their number and scale, more and more Taiwan enterprises are keen to upgrade their industrial structure into the hi-tech sector," he said. "Though they usually forge local associations, faster expansion and a larger scale require a higher level of coordination," he said. Feng Bangyan, director of the Institute of Taiwan Economy at Jinan University in Guangzhou, said the association, which brings together many business heavyweights, would definitely pressure Taiwan authorities to grant more freedom for economic growth. "The secessionists forces on the island can't hinder the ever-increasing economic bonds linking the two sides across the Straits," he said.

China has delivered the first shipment of 50,000 tons of heavy oil aid it had pledged to the Democratic People's Republic of Korea (DPRK) and the rest is being sourced, said Chinese foreign ministry spokeswoman Jiang Yu on Tuesday.The first shipment of heavy fuel oil from China arrived in the Nampo port of DPRK on September 16, said Jiang at a regular press conference.The DPRK, under a joint document issued at the six-party talks on February 13, should declare all nuclear programs and disable all existing nuclear facilities in exchange for a total of 1 million tons of heavy fuel oil or equivalent aid, with the initial shipment of 50,000 tons.The Republic of Korea (ROK) delivered 6,200 tons on July 15, sooner after which the DPRK announced its shutdown of the Yongbyon reactor, a widely regarded substantial step, after a 10-member team of U.N. inspectors arrived in the capital Pyongyang to verify and monitor the reactor sealing.Top negotiators to the six party talks from host China, the DPRK, United States, the ROK, Russia and Japan, agreed in July to provide the DPRK with economic, energy and humanitarian assistance up to the equivalent of 950,000 tons of heavy fuel oil.Envoys also agreed to meet here in early September to compile a road map for implementing the second phase of DPRK's denuclearization process which is to declare all of its nuclear programs and disable all of its existing nuclear facilities."We consider it necessary for the six parties to reconvene at a proper time. Date for next-phase nuclear talks should be decided by all parties concerned," Jiang said."China is consulting with the relevant parties on the dates for the next phase of six party talks," Jiang added.The DPRK Vice Foreign Minister in charge of Chinese and Asian affairs Kim Yong Il reportedly arrived in Beijing on Tuesday morning.In response to a request to confirm the DPRK vice foreign minister's China visit, Jiang said Kim's visit was "according to exchange plans between Chinese and the DPRK foreign ministries".Chinese foreign minister Yang Jiechi and his deputy Wu Dawei will meet him. BEIJING - China said Monday it will use global positioning satellites to ensure food safety at the Beijing Olympics as it steps up efforts to blacklist manufacturers who violate safety regulations. Wang Wei, an executive vice president of the Beijing Olympic Committee, said the high-tech system will monitor food production, processing factories and food hygiene during the games to make sure healthy food is delivered to the 10,500 athletes residing in the Olympic Village. Food products will be affixed with an "Olympic food safety logistics code" and transportation vehicles will be tracked using global positioning satellites, Wang said. He did not provide further details of either plan. "The whole process will be monitored from the start of production through transportation to the end users," Wang said. "We are very confident about ensuring food safety in Beijing." Wang said extra measures would also be taken to ensure food safety for the general public. "During the games some special monitoring mechanisms will also be applied to monitor restaurants and public food sellers to let people know how they can buy safe food," he said. In a separate announcement, Beijing-based Qianxihe Food Group, an Olympic sponsor, said it had begun selling a hormone-free line of pork for the games, a company official said. WASHINGTON - Post-menopausal Chinese women who eat a Western-style diet heavy in meat and sweets face a higher risk of breast cancer than their counterparts who stick to a typical Chinese diet loaded with vegetables and soy, a study found. The researchers, writing on Tuesday in the journal Cancer Epidemiology, Biomarkers & Prevention, tracked about 3,000 women in Shanghai, about half of whom were diagnosed with breast cancer. Post-menopausal women who ate a Western-style diet -- beef, pork, shrimp, chicken, candy, desserts and dairy products -- were 60 percent more likely to develop breast cancer than those eating a diet based on vegetables and soy, the study found. The study found the increased risk most acute for cancer involving so-called estrogen-receptor positive tumors. The post-menopausal women with the Western-style diet experienced a 90 percent increased risk for this type of breast cancer. One of the researchers, Marilyn Tseng of the Fox Chase Cancer Center in Philadelphia, said the study detected a much smaller increased breast cancer risk among younger women on a Western-style diet which was not statistically significant. Tseng noted that breast cancer rates among Asian women traditionally have been low but have been rising in recent years. Some experts have suspected that the adoption of a more Western diet may be at least partly to blame. "The increase in risk did appear to be due to the increase in red-meat intake," Tseng said in a telephone interview. "But we didn't do specific analyses to see if it could have been due to other parts of a western diet, like the high intake of desserts or high intake of dairy." The findings also suggested such a diet may increase breast cancer likelihood by increasing obesity, the researchers said. "We are the first to find evidence for an increased risk of breast cancer for a Western-style dietary pattern in an Asian population," the researchers wrote. They detected two dietary patterns in the women, who were diagnosed with their cancer from 1996 to 1998 and were subsequently interviewed about what they ate. One was a "vegetable-soy" pattern based on tofu, cauliflower, beans, bean sprouts and green leafy vegetables, with not much meat. The other was a "meat-sweet" pattern among women gravitating away from typical Chinese fare in favor of more Western foods. "Most studies have tended to look at single dietary factors. And what was unique about this study is that we tried to describe patterns of intake -- foods that go together, that seem to occur together in the diet," Tseng said.
