SAN DIEGO (KGTV)- The DMV is apologizing for long wait times as they work through a new queuing system and problems with the REAL ID.Wait times (without an appointment) used to be under two hours, now they're closer to 4-5 hours. The DMV issued this statement to 10News:The issue is employees have to manually enter the ID number given to each customer, since a new system went online two weeks ago. The ID number consists of your initials and the last four digits of your phone number.The process prior was completely automatic.The other issue relates to the REAL ID. Employees are taking more time to explain to customers what they need to have in order to get the ID. SAN DIEGO, Calif. (KGTV) -- Health officials in San Diego are warning people to avoid water contact at all coastal beaches and bays amid rain sweeping through Southern California. The San Diego County Department of Environmental Health issued the general rain advisory Thursday afternoon. According to the department, the urban runoff caused by the rain can cause bacteria levels to spike significantly in ocean and bay water, especially near storm drains, creeks, rivers and lagoon outlets. RELATED: Check today's forecastThe runoff could contain bacteria from animal waste, soil and decomposing vegetation. The department says water contact such as swimming, surfing and diving should be avoided during rain and for 72 hours after the rain stops. A beach closure will also remain in place for the shoreline of Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated flows from the Tijuana River. The water contact closure includes all beaches from the south end of Seacoast Drive to the international border. 1058

"All the gyms, and everywhere you can get a little exercise, are closed," Manhattan Beach resident, Ryan Darling said. "I actually came out just to stretch my legs a little bit and get out of the house to do some lunges." Darling is visiting a friend in Coronado. He was worried the beach here would be packed. But many are finding it to be pretty mellow. "It's just as nice to see that it's not crazy on this nice, beautiful Saturday," Coronado resident, Brenda Byrnes said. Coronado Lifeguards periodically make announcements over the loudspeakers to take enforcement to the next level. "We're trying as hard as we can to keep the beach open. So we ask that you guys remain in motion," lifeguards said. If they see anyone loitering, sunbathing, or quietly sitting on the sand, they tell them to get a move on. It's a message most people seem to be following. "I went the whole way, and we just wave hi to one another from six feet and keep going," Darling said. The same goes for Oceanside. The beaches there have similar soft-closure rules. The parking lots, Pier, picnic areas, and playgrounds are closed. Congregating is strictly prohibited. These cities are following State guidelines practiced at Torrey Pines State Beach. Parking lots are closed, so visitors must hike into the beach. But some fortunate folks found street parking. "It's our lucky day!" visitor, John Hughes laughed. "Get out, get some sun, and then we'll go back home and hibernate."So far, visitors at the still-open beaches seem to be taking social distancing seriously. It's because if they do not, they know this luxury may be taken away at any time. "I hope they remain open, and to be used just the way they are right now," Byrnes said. SAN FRANCISCO (AP) — A California man convicted five years ago of defrauding several local governments in the state has been charged with trying to steal million from the Paycheck Protection Program. Federal prosecutors announced Friday that Attila Colar of Richmond submitted nine loan applications and falsified payroll tax documents. He received .1 million from one of the applications, but his defense attorney said the money was never spent and was later seized by the FBI. Colar, who goes by several aliases including Dahood Sharieff Bey, is the former leader of a Black Muslim temple in Oakland. He was convicted in 2015 of submitting bogus documents to win security contracts. 698

  

SAN DIEGO, Calif. (KGTV) - A former assistant at a local nursing home is accused of raping a disabled patient. In a story that you'll first see on 10News, Team 10 investigative reporter Jennifer Kastner discovered the patient was a stroke victim who uses a wheelchair. What may have happened behind the walls of the Paradise Hills nursing home is difficult to process. An accusation of rape seemed to have slid under the radar for almost a year, until now. It was a few months ago when 10News was tipped off about Reo Vista Healthcare Center, which touts being named one of Newsweek's top nursing homes and having a Medicare 5-star rating.This week, San Diego Police confirmed that detectives referred the case to the District Attorney's office, which is charging 26-year-old Ariel Chavarin-Camargo with forcible rape and a "lewd act upon a dependent adult by a caretaker". He is now sitting in a South Bay jail. According to state documents, it happened last February to a 58-year-old woman who uses a wheelchair and was living in the nursing home after suffering from a stroke and panic disorder. The documents report that the morning after the alleged assault, she reportedly came "crying" to a nurse, claiming that the night before, when she was returning from the kitchen and on her way back, "one of the CNAs (Certified Nursing Assistants) stated that one of her breasts was exposed." According to the documents, he “followed her and he exposed his private parts to her". She reportedly said, "the CNA raped her" for up to three minutes. A forensic exam reportedly found male DNA in her private area. According to the documents, when he was later questioned, he suggested that she came onto him but admitted "it happened” and “there was penetration". He reportedly said, "I feel bad. It happened so fast." Prosecutors believe that man is Chavarin-Camargo. He resigned after the reported rape. The administration of Reo Vista Healthcare Center sent 10News the following statement on Tuesday."We are grateful to local law enforcement and the District Attorney’s Office for successfully prosecuting this individual for their crime. Our team took immediate steps last February to suspend the individual, to notify, and to fully cooperate with authorities. We take all matters regarding patient safety and the conduct of staff seriously. Moreover, the actions of this individual do not reflect the values we hold at our facility. Our priority remains to provide the highest level of care for the patient and their families." Chavarin-Camargo’s next court hearing is scheduled for February 11th. 2603
