NEW YORK CITY — Fire marshals arrested a 36-year-old man accused of setting off fireworks that burned down a Brooklyn home last month, officials said Thursday.Officials said that the video shows Damien Bend igniting the illegal fireworks on June 24. Bend is charged with arson, FDNY Commissioner Daniel Nigro said."Illegal fireworks pose significant dangers to the safety of New Yorkers and their property," Nigro said. "Our Fire Marshals will continue to actively enforce the laws relating to illegal possession and sales of fireworks in New York City."Bend allegedly set off numerous fireworks, sending one of them through a window at around 9:25 p.m. last Friday night. Officials say he continued to light them, even as flames could be seen through the window of the 51st Street home.Video shows that one of the people with Bend appeared to be smoking a cigarette and filming himself as he shot off the fireworks.His friend, also filming himself, eventually noticed the house was burning at 9:32 p.m. — about seven minutes after the fire started.The video showed one of the men trying to contain the fire with a garden hose, to no avail."They were doing it in such a confined area it was just bound to happen," said FDNY Captain Michael Koco, director of safety education. "It was a recipe for disaster."The FDNY has set up one of a number of informational booths across the city to inform residents of the dangers of setting off fireworks, given the dramatic spike in complaints."A lot of times, the people that are being harmed are the bystanders," Koco said.In the last nine days, fire marshals in New York have arrested 17 people and confiscated nearly ,000 worth of illegal fireworks.It took 60 firefighters to knock down the blaze started by fireworks at 51st Street."They're illegal for a reason," Koco said. NEW YORK (AP) — A federal judge in New York has ruled that Acting Department of Homeland Security Secretary Chad Wolf assumed his position unlawfully. U.S. District Judge Nicholas Garaufis's ruling invalidates Wolf’s suspension of the Deferred Action for Childhood Arrivals program, which shields young people from deportation. Wolf effectively suspended the program in July, a month after the U.S. Supreme Court ruled against President Donald Trump's efforts to end it. Garaufis wrote Saturday that DHS failed to follow an order of succession established when then-Secretary Kirstjen Nielsen resigned in April 2019. NORTH BRUNSWICK, NJ — A man found dead of an apparent self-inflicted gunshot wound Monday is believed to be connected to a shooting at a federal judge's New Jersey home Sunday, killing her son and injuring her husband, law enforcement sources told PIX11 News.The man was found dead in a vehicle on Route 17 in Sullivan County, New York, wearing a FedEx shirt, sources said.Gov. Nichole Jolly just confirmed what she feared: her childhood home, where three generations made memories, was now reduced to rubble.“This is where I came back when I was born,” she said through tears. “This is where my babies came back when they were born.”Jolly and her husband, Nick, had come to terms thinking the cat that lived with her mom probably didn’t make it. Jolly said her mom was given such little notice to evacuate, so she left with only the clothes on her back.But as if on cue, a head popped up from the rubble.“Oh my god, Nick!” Jolly cried out.  “That’s our cat! Oh my god.”After a few minutes, they coaxed her out of the rubble. Jolly whispered an apology to little Kit Kat, nestled in her arms. The cat was now much thinner than the last time they saw her and her paws were singed.“I can’t believe she made this! She is a strong kitty. We have a strong family,” Jolly said.“I had to walk through fire too,” she said in Kit Kat’s ear.Jolly did, in fact, walk through fire. In fact, she barely escaped.It was last Thursday when the rapidly-moving fire was spreading through the town of Paradise—now 90 percent destroyed--where Jolly works as a nurse. She helped evacuate the surgical unit patients, putting them in any cars they could find, as gently as possible.And for that, she’s been dubbed a hero. However, Jolly thinks that saving her own life soon after was the real miracle.Jolly was in her car trying to escape, when the inferno suddenly surrounded her and many others on the same road.“I don’t even know where I am, it’s on fire,” Jolly said in a video she took from her car. “And we’re stuck in the middle of it. These trees could come down at any moment.”Cars were lined up and going nowhere.“I thought I was gonna be able to get out this way, but I’m stuck here, too,” she can be heard saying through tears in that same video.“We were screaming and running into each other with our cars. They pushed me off the road.”On Tuesday evening, she returned to that very spot for the first time since she almost lost her life.“I was all by myself. I was totally alone, and I called Nick and I said, ‘Honey, there’s flames all around me, and I’m gonna die. There’s no way I can make it out of this.’”Her husband had even begun to think about how he would tell their children their mom wasn’t coming home.“She was hysterical,” her husband Nick said, recalling their phone call. “And I couldn’t do anything to help her.”He suggested she get out and run. So, she did. Her shoes began to melt, and her clothes caught fire.“And I just had my arms out and I’m running, and I touched a firetruck.”She got inside it, but traffic was still at a standstill. Even the firefighters thought their chances for survival were grim.“I was sitting in the fire truck right here and just thinking, ‘OK, this is going to be a really painful death.’”But a bulldozer suddenly appeared, pushing the melting vehicles off the road.They made it out. But she hasn’t stopped reliving it. “I’ll never forget my screaming in the car, when the fire was just coming up on the side of it, and I was yelling for my husband ‘Oh my God, oh my God.’ I’ll never forget that. That’s what I wake up to every night.”But she takes comfort in knowing they, unlike some, still have each other.And they have Kit Kat. Tuesday evening, they brought her to her mom while she was at work to surprise her.“We found your freaking cat, mom,” Nichole shouted.Stunned, her mother could hardly find words.“Oh my god, you guys. Nevada Gov. Steve Sisolak shared on Friday that he has tested positive for COVID-19.The governor's office said as part of a regular testing protocol Gov. Sisolak underwent a routine test on Friday in Carson City and a rapid test provided a positive result.The governor also received a diagnostic PCR test and those results were pending, according to the governor's office.Currently, the governor says he is not experiencing any COVID-19 symptoms other than earlier in the week feeling fatigued. And at that time he attributed it to his schedule."It was important to me to notify Nevadans as soon as possible of my positive COVID-19 test results. I am currently not experiencing any COVID-19 symptoms and I have returned to my residence to begin the quarantine and isolation process. Shortly after the test result came back, I underwent a disease investigation interview with Carson City Health and Human Services," said Gov. Sisolak. "I want to thank the health officials who assisted me through this process. They serve as a strong reminder of how proud we should all be of our State’s public health workers. With my case, I want to underscore the importance of Nevadans to stay at home as much as they possibly can at this time. There were more than 1,800 new cases identified in Nevada yesterday and cases are growing at a rate of 1.3 percent or, 1,402 new cases per day."Prior to Friday’s test, the governor had received negative results on all previous tests – including his last two regular COVID tests conducted on Nov. 2 and Nov. 6, according to the governor's office.Consistent with guidelines from the CDC and the Nevada Department of Health and Human Services, the governor will isolate and continue to monitor his symptoms.
