SAN DIEGO (KGTV) -- Police are investigating after a 19-year-old was shot in Chicano Park Wednesday night. According to San Diego Police, the teen was walking with a group of men in the park just before 7 p.m. when an argument broke out and an unknown suspect pulled out a handgun. Several shots were fired at the 19-year-old, who was hit twice by the gunfire, police say. The victim ran away from the scene and was taken to the hospital by an acquaintance. He sustained non-life threatening injuries, police say. Both the victim and acquaintance were unable to provide any details about the shooting. SAN DIEGO (KGTV) - On the edge of Balboa Park, parkgoers arrived Wednesday to a fresh layer of graffiti across a popular playground area.Joanne Schara leads a boot camp class at Bird Park at Upas three times a week. After a year of working out there, the things that drew her are now awash in graffiti. "It's just sad to see. You come here because you want a happy space. People bring their kids. People bring their pets. Its beautiful," said Schara.The tagging is everywhere, from the tables and benches and the wall wrapping around the playground area to utility boxes and graffiti on the ground."Doesn't give a good image at all," said Schara.Cathy Lea has lived in the neighborhood for 40 years and takes her dogs to the park twice a day."When I see the graffiti, it's disheartening," said Schara.Lea says every few days, there is more graffiti. On the concrete wall that surrounds the park, there are countless layers of tagging that have been painted over, only to be tagged again."That's not what this park is about," said Lea.On the Nextdoor app, some longtime neighbors posted the current graffiti is the "worst they've ever seen." Lately the graffiti has started to creep into areas previously untouched, including the playground set and the nearby rocks. As the tagging spreads, so does the frustration."It's not the kind of message we want to be sending in North Park," said Lea.Several neighbors have posted on the city's Get It Done app to get it cleaned up. SAN DIEGO (KGTV) — On Friday, there was confusion and frustration with Poway Unified School District's reopening plans this fall from parents like Mark Meadows. “I think they should make their decisions based on the facts. Not based on something that they made up or something that they misinterpreted,” Meadows said.In a letter sent out earlier this week, PUSD reported, in part, that it planned for the possibility to resume classes in-person after the county was off the state's monitoring list for 14 consecutive days. The letter reads, "However, the new metrics announced to San Diego County superintendents [Tuesday], require our county to be off the monitoring list for two 14-day cycles (a total of 28 consecutive days)."That 28-day part is incorrect, county officials said Friday.PUSD reported to parents that the district would continue with virtual learning through December.On Thursday night, Superintendent Dr. Marian Kim-Phelps told ABC10 News, “The reason why we chose going to December was that after talking to our district administrators and staff, we wanted some continuity of learning for our children to ensure that so that we could finish whatever option we started with like finish a whole entire quarter or trimester.”“[If this goes through December] it would require us a lot of schedule shifting and possibly paying for some type of tutor or nanny to watch our child while they're at their virtual class during the day,” added Meadows.Dr. Kim-Phelps said she sent the letter after getting new guidelines during a tele-briefing on Tuesday with the county but the county confirmed Friday that PUSD's information is incorrect.Friday afternoon, PUSD reported that was no misunderstanding on its part and directed ABC10 News to a county slide that reads, in part, that on Day 28, schools can reopen for in-person instruction.PUSD added on Friday, “There's no change in our plans." 1909

SAN DIEGO (KGTV) -- More than 92,000 people have alleged abuse by the Boy Scouts of America. Monday was the filing deadline for people to filing claims against the organization.Team 10 has been reporting on sexual abuse allegations within the Boy Scouts for years. "He'd come at me at multiple times," former scout Mike told Team 10 in 2019. Mike declined to use his last name. Mike said the Assistant Scoutmaster sexual assaulted him during an overnight trip while he was sleeping. Mike's attorney, Andrew Van Arsdale, now represents around 80 former scouts in sexual abuse cases. He said throughout San Diego County, there are roughly 300 sexual abuse cases."What we're seeing is something on a scale we've never seen in any institutional abuse setting," Van Arsdale said. "It's hard. You picture this man you're talking to as a child and this monster on the other side doing these things to them."The Boy Scouts filed for bankruptcy protection earlier this year, which means the abuse cases will go through the bankruptcy court. The national organization will work to develop a reorganization plan to fund a trust for compensation. The former scouts alleging abuse will have to approve any future plan. "If they can't come up with real money, the survivors would rather see the cease to exist then because they won't allow them to get away with paying them nothing and then just going on as business as usual," Van Arsdale said. In a statement, the Boy Scouts of America apologized to the survivors, saying they "are devastated by the number of lives impacted by past abuse in Scouting and moved by the bravery of those who have come forward.""We are heartbroken that we cannot undo their pain," the statement continued.Van Arsdale said the reorganization plan will likely come early next year. 1806
