VISTA, Calif. -- Firefighters are investigating what caused a large building to catch fire in Vista Monday morning.The fire broke out around 11:20 a.m. near Emerald Drive in Vista. When firefighters arrived, the building, believed to be a large shed, was completely engulfed in flames.Authorities say it took 24 firefighters from Vista, Oceanside and Carlsbad less than 30 minutes to extinguish the flames.Due to the smoke, nearby Grapevine Elementary School kept students inside classrooms so they wouldn’t be exposed to the smoke.Firefighters say they have yet to determine what caused the fire but added that no one was injured.Video captured by Ricardo Gutierrez shows intense flames tearing through the building. 725

WASHINGTON — The Justice Department is suing Walmart, alleging the company unlawfully dispensed controlled substances through its pharmacies, helping to fuel the opioid crisis in America. That's according to a person familiar with the matter who spoke to The Associated Press on Tuesday. The person says the civil complaint points to the role Walmart’s pharmacies may have played in the crisis by filling opioid prescriptions and by unlawfully distributing controlled substances to the pharmacies during the height of the opioid crisis. The lawsuit claims Walmart wanted to boost profits and pressured employees to fill prescriptions quickly, according to the Wall Street Journal. “Walmart knew that its distribution centers were using an inadequate system for detecting and reporting suspicious orders,” said Jason Dunn, the U.S. attorney in Colorado. “As a result of this inadequate system, for years Walmart reported virtually no suspicious orders at all. In other words, Walmart’s pharmacies ordered opioids in a way that went essentially unmonitored and unregulated.”Walmart operates more than 5,000 pharmacies in its stores around the country. The Justice Department’s action comes nearly two months after Walmart filed its own preemptive suit against the federal government. Walmart's lawsuit at the time claimed the Justice Department and Drug Enforcement Administration were trying to scapegoat the store for what Walmart says are the federal government's own regulation shortcomings, according to the Wall Street Journal. VISTA, Calif. (KGTV) — San Diego Sheriff's Department is asking for help locating a missing man in the North County.Deonicio Sebastian, 67, was last seen Monday at his home on W. Indian Rock Rd. in Vista. SDSO says Sebastian left his home on foot sometime Monday, taking his wallet but leaving his cellphone.Sebastian's family has not had any contact with him since.He's described as a Hispanic man, about 5-foot 4-inches tall, and weighing about 200 pounds. He has a receding hairline and dark brown complexion. His family also says he cannot read or write.Sebastian walks with a limp and requires medication every six hours for health issues, including diabetes, high blood pressure, and asthma. He also has a pacemaker.SDSO said Sebastian commonly walks, or rides the bus or train to various places to run errands, buy food, and go to medical appointments. He has also been known to walk from his home to Arango Green Growers at 2266 Bautista Ave. to work.Anyone with information on Sebastian's whereabouts or who sees him is asked to call SDSO at 858-565-5200. 1072

  

WASHINGTON — An Associated Press investigation has identified at least six sexual misconduct allegations involving senior FBI officials over the past five years, including two new claims brought this week by women who say they were sexually assaulted by ranking agents.The AP found several of the accused FBI officials were quietly transferred or retired, keeping their full pensions even when probes substantiated the sexual misconduct claims.Beyond that, federal law enforcement officials are afforded anonymity even after the disciplinary process runs its course, allowing them to land on their feet in the private sector or even remain in law enforcement.According to the AP's report, one FBI assistant director retired after he was accused of groping a female subordinate in a stairwell. Another official was found to have credibly harrassed eight employees, and another agent retired after he was accused of blackmailing an employee into sexual encounters."They're sweeping it under the rug," said a former FBI analyst who alleges in a new federal lawsuit that a supervisory special agent licked her face and groped her at a colleague's farewell party in 2017. "As the premier law enforcement organization that the FBI holds itself out to be, it's very disheartening when they allow people they know are criminals to retire and pursue careers in law enforcement-related fields.""They need a #MeToo moment," said Rep. Jackie Speier, D-California. "It's repugnant, and it underscores the fact that the FBI and many of our institutions are still good ol’-boy networks. It doesn't surprise me that, in terms of sexual assault and sexual harassment, they are still in the Dark Ages."In a statement, the FBI said it "maintains a zero-tolerance policy toward sexual harassment" and added that severe cases can result in criminal charges. (CNS) -- As a retrial was about to begin, ex-NFL tight end Kellen Winslow II has pleaded guilty to rape and felony sexual battery charges, with the remaining charges against him set to be dismissed under the terms of a pleaagreement. Under the deal, Winslow will also waive his right to appeal charges on which he was convicted in his first trial, including rape and indecent exposure. 407
