SAN DIEGO (KGTV) — California Highway Patrol officers played the part of Santa Claus for one little girl who made a very big difference this summer.The lights were flashing and Christmas music was blasting through the loudspeaker as officers drove downtown toward 4-year-old Leilani's home.Leilani and her dad Lydell Short met them on the sidewalk.One officer walked up, crouched, and asked Leilani in a soft voice if she remembers them.She nodded.She and her dad met the officers last summer during a Black Lives Matter protest. Short said they heard a commotion outside and saw the line of officers near a crowd of protestors."She's always telling me she wanted to be a police officer or whatnot, so I asked them if it would be okay if she took a picture with them," he said.She high-fived and smiled with officers.A moment of kindness that left an indelible mark and brought so many people together during a tense time.Back at Leilani's home, Christmas gifts from the officers started flowing, including a barbie car, dinosaurs, a doctor doll, and most coveted, a brand new bicycle and scooter."We got a lot of stuff!!" Now, does that mean you’re going to be compensated for them? Probably not," said Mike Bomberger with Estey & Bomberger. "Most scooter operators don't have insurance to cover them for the operation of the scooter."While scooter riders must have a driver's license, they are not required to have insurance. SAN DIEGO (KGTV) -- California’s new gig economy law was meant to help rideshare drivers and other freelance workers get better benefits, but some critics say it’s threatening the spirit of Christmas itself.Those critics are mall Santas, who have traditionally been hired as independent contractors through third-party bookers or employment agencies.Under Assembly Bill 5, authored by Assemblywoman Lorena Gonzalez (D-San Diego), those workers must be reclassified as employees with insurance and other benefits.“Lorena Gonzalez, she might kill all the Santas. She might kill the Easter Bunnies,” said Steve Schafer, the president of the San Diego chapter of the Fraternal Order of Real Bearded Santas.Some Santas warn that bookers may go to great lengths to avoid paying employee benefits. “I don't know how someone can justify this,” said Jerry Tamburino, a Santa who has worked for more than a decade at a large commercial store.Tamburino said his agent notified him Tuesday that she would replace him and other Santas at a chain of California retail stores with out-of-state St. Nicks.“That's what [the booker is] being forced to do to address -- or evade -- or stay in business with this stupid law,” he said.Bringing in out-of-state workers to skirt AB-5 would violate California law, since labor laws apply to anyone performing work in the state, said Gonzalez’ office. SAN DIEGO (KGTV) — City Council leaders have approved a draft agreement to sell the Mission Valley stadium site to San Diego State University.Leaders unanimously approved an agreement to move forward with a Purchase and Sale Agreement (PSA) between the city and SDSU to sell the land to the university for .2 million.The agreement paves the way for the city to meet for two hearings to finalize the PSA on June 9 and June 23. After the hearings, a 30-day referendum period is legally required before Mayor Kevin Faulconer can sign the PSA and escrow can be initiated. SDSU expects to take ownership of the property in late July 2020, according to the city."Both parties wanted to get this done right, and the time and thoughtfulness put into this agreement have created a final product San Diegans can be proud of," Mayor Faulconer said. "This agreement is fair and equitable, and I want to thank Council President Gomez, City Attorney Elliott and SDSU for their commitment."The agreement is the product of 18 months of negotiating following the passage of Measure G in November 2018. The voter-approved measure calls for the expansion of SDSU, a new stadium, 80 acres of park and open space, and 4,600 market-rate and affordable housing units."We have reached a pivotal milestone moment. SDSU Mission Valley will be a true revitalization of public land in all aspects of the plan," SDSU President Adela de la Torre said.
