SAN DIEGO (KGTV) - New data by an environmental foundation shows Mission Valley is seeing a surge in homeless.A study by the San Diego River Park Foundation says the number of homeless living along the river has nearly doubled since last October.In October of 2016, volunteers counted 56 homeless encampments along the San Diego River and in October of this year, they tallied 101."The numbers really were surprising," said SDRPF President Rob Hutsel, "an 80% increase is really a lot."San Diego Police Department made 270 arrests in homeless-related crimes in September. Hutsel says the new wave of homeless is likely from the city's crackdowns.The SDRPF has compiled data on the homeless encampments' locations and even the trash they produce. "93.7% of the trash (here) is sourced to homelessness," said Hutsel pointing to the map on his phone.In Orange County, law enforcement has established curfews on certain banks along of the Santa Ana River where they are experiencing a similar issue with transients.Councilman Scott Sherman's office says the city performs sweeps of the riverbed and curfews are a possibility once the area becomes more developed. 1166

SAN DIEGO (KGTV) - Officials with the California Department of Corrections and Rehabilitation say Donovan State Prison officials confiscated a cell phone Tuesday from an inmate who was allegedly using the phone to harass and threaten a woman in New York.According to Christina Neal, 37-year-old Brandon Baker, a prisoner serving 75 years to life at Donovan in South San Diego County, contacted her nearly two weeks ago.“I started getting messages from someone named Brandon Baker, but I had never heard of him before,” Neal said. Neal says Baker found her on Facebook through mutual friends and family members and then began sending her inappropriate messages through Facebook messenger.“He put ‘ma, what’s up, you looking really good. I’d like to get to know you,’” Neal said. “and he was like, ‘you're really sexy.’ And I didn't respond. So then a couple of days later, I got another message from him, and he's talking about my daughter.” “So I was just like ‘I don't know who you are. I don't know how you got pictures of me and my daughter, but please leave me alone, I'm married, and I don't want to have anything to do with you,’” Neal added.Neal says the tone of the messages escalated and Baker told her he would be getting out next month.“He said he was gonna come to my house and said he was gonna rape me,” she said. “I’m very nervous, just because hearing what (he) did, (he) doesn’t seem like (he’s) that nice of a person.”CDCR says they are investigating the case, and Baker could face more punishment depending on what they find on the phone they seized.They released the following statement:“Contraband cellphones are often used to in criminal and illicit activities, conduct drug trafficking, enable gang communication, and harass and intimidate victims and witnesses. Their presence affects safety and security in state prisons and California’s communities. The California Department of Corrections and Rehabilitation uses a multi-layered approach to detect and find contraband cellphones. Smuggling and possessing cell phones in prison is a misdemeanor, and an inmate found in possession of a cell phone can lose credits.” 2150

SAN DIEGO (KGTV) -- Police are searching for a suspect after two people were stabbed in the San Diego River Tuesday night. According to police, the stabbing happened on the 500 block of Morena Boulevard around 6:30 p.m. between Old Town and Linda Vista.After the stabbing, the suspect, only described as a man wearing a white shirt, fled the scene. Despite a police helicopter and officers on foot, the suspect managed to escape.Lt. Mike Ramsay said the two victims were hispanic men, ages 18 and 19. One was stabbed in the chest and the other in the stomach. They were taken to UCSD Medical Center in Hillcrest. SAN DIEGO (KGTV) -- Once election results start to come in, some of the races could be so close to call that they could lead to legal battles in court. Eugene Volokh, a constitutional law professor at UCLA, explained that it is likely some races could be so close that we won't know the results for a few days, maybe even weeks. When it comes to the presidential race, Volokh said that if the results are a landslide, the likelihood of legal challenges are close to none. If it's a tight race, Volokh said we could see litigation in states where it is just too close to call. Recounts are also possible, but the professor said that it wouldn't be a national recount; instead, it would only focus on the states that have tight races. Across the country, there have already been some legal battles. In Houston, a federal judge refused to invalidate nearly 127,000 drive-thru mail-in ballots following a lawsuit filed by a group of Republicans. In Nevada, a judge rejected another GOP lawsuit aiming to stop early voting over signature-matching software and observers when votes are being counted. If there is need for legal action, in any of the races, Volokh said it would likely be resolved in a couple of weeks. 1221

  

SAN DIEGO (KGTV) - Police are working to identify a body discovered at a shipyard along San Diego Bay.The body, only described as a white male, was found at Continental Maritime of San Diego shortly before 12 p.m. Saturday. The shipyard sits underneath the Coronado Bay Bridge.Harbor Police are not sure who the man is and are investigating.No further information was immediately released.10News is monitoring this breaking news story. 453
