Earlier this week, Alabama head coach Nick Saban announced he tested positive for the coronavirus, and would not be in attendance for the No. 1-ranked Crimson Tide’s contest against Auburn.The Big Ten requires that coaches isolate for 10 days following a positive coronavirus test. It’s unclear exactly when he tested positive. After tomorrow’s matchup at Illinois, Ohio State plays Michigan State on Dec. 5.The coronavirus has played havoc on the college football schedule in recent weeks.One other Big Ten matchup has already been canceled this week, a contest between Minnesota and Wisconsin. Saturday’s game is the third Wisconsin game canceled this season.Ohio State had a matchup wiped out two weeks ago against Maryland.“We have continued to experience an increase in positive tests over the course of this week,” Smith said. “The health, safety and well-being of our student-athlete is our main concern, and our decisions on their welfare will continue to be guided by our medical staff.” 1665

(KGTV) - The Oceanside City Council just gave preliminary approval to a plan that would use city development fees as a way to provide homebuyers help with their down payments.City Councilman Christopher Rodriguez presented the idea, which he calls the Affordable Market Purchase Program (AMPP)."It's a win-win," says Rodriguez. "And it's the fastest way, in my opinion, to creating home ownership."Under the plan, people could borrow up to 20% of the home's asking price from the city. But, it can only be used on single-family homes up to 0,000 or multi-family units (townhomes and condos) up to 0,000. The money comes from the city's "In-Lieu" fund. That money is a fee developers pay to the city when they don't include the required affordable housing in their project.Rodriguez says the city currently has about .7 million in the fund."Every million dollars could help 14 people with down payments," he explains.To qualify, people need to be first-time homebuyers who make less than 115% of the county's median income. That's around ,000 a year for a family of 4.They have to have been either living in Oceanside for a year or working in Oceanside for six months.The program is also available to veterans or seniors who are over 65 or over 55 but currently living in an Oceanside mobile home park.Applicants must also chip in at least 1% of the home's value as their down payment.Rodriguez says this program can help people who otherwise wouldn't be able to buy a home because they can't save for a large enough down payment."A family that is struggling to make ends meet and pay rent and unable to save, now they're able to use a program like this," he says.The loan from the city would be repaid when the home is sold again, or when there's a title transfer, first mortgage repayment, or in 30 years.In addition to the full cost of the loan, the city would also get 25% of the appreciated value of the home. That money would go back into the fund to help more people."It's unique, it's relevant, and our community desperately needs opportunity," says Rodriguez.He adds that this could help businesses retain employees. Right now, many people who work in Oceanside live 20-30 minutes away. Rodriguez says getting them to buy homes in town would make them more effective as employees and more likely to stay in their current jobs.The City Council gave the plan a preliminary approval at Wednesday night's meeting. Now city staff will draft a formal proposal. Rodriguez hopes to present it to the full Council in June. 2558

(KGTV) - Police are asking the public's help to identify a man suspected of trying to lure a child away from her mother at a North County Walmart.Oceanside Police said the incident occurred on Sept. 6 after a juvenile female and her mom shopping at the Walmart location at 705 College Boulevard reported a stolen cell phone.Police said security footage showed a man following the pair around the store and taking the juvenile's cell phone from their cart when they were not looking. The mother and daughter reported the phone stolen to security, according to police."Shortly after the girl and her mom reported the lost phone to security, the male started conversing with the juvenile and stated he had her phone in his vehicle," Bussey said.The man started talking with the juvenile, police said, and stated he had her cell phone in his vehicle, a white hatchback, possibly a Hyundai Elantra GT."The male was possibly attempting to lure the juvenile to his vehicle to retrieve the phone," OPD said in a release."I watch really closely. I've got a younger guy so he stays attached to my hip; thank goodness but this is gonna make me even more vigilant. ORLANDO, Fla. (AP) — A federal judge has ordered the U.S. Census Bureau for the time being to stop following a plan that would have had it winding down operations in order to finish the 2020 census at the end of September. The federal judge in San Jose, California, issued a temporary restraining order late Saturday against the Census Bureau and the Commerce Department, which oversees the agency. The order stops the Census Bureau from winding down operations until a court hearing is held on Sept. 17. The head count of every U.S. resident every ten years helps determine how .5 trillion in federal funding is distributed and how many congressional seats each state gets. Those who have not filled out the paper census yet can fill it out online by going to the official census 2020 website. The temporary restraining order was requested by a coalition of cities, counties and civil rights groups that had sued the Census Bureau, demanding it restore its previous plan for finishing the census at the end of October, instead of using a revised plan to end operations at the end of September. The coalition had argued the earlier deadline would cause the Census Bureau to overlook minority communities in the census, leading to an inaccurate count.Because of the coronavirus pandemic, the Census Bureau pushed back ending the count from the end of July to the end of October and asked Congress to extend the deadline for turning in the apportionment numbers from December, as required by law, into next spring. When the Republican-controlled Senate failed to take up the request, the bureau was forced to create a revised schedule that had the census ending in September, according to the statistical agency. 1720

  

OCEANSIDE, Calif. (KGTV) - A woman run over and killed by a construction vehicle at an Oceanside beach was identified by the San Diego County Medical Examiner’s Office.The ME’s Office said 68-year-old Carol Aguirre died in the incident that occurred Sept. 28 on the beach near Oceanside's South Harbor. Aguirre was listed as a transient, the office noted.Oceanside police said the victim was lying on the sand on the beach off the 1200 block of North Pacific Street at around 10 a.m. when the incident happened.RELATED: Woman run over, killed by heavy machinery on beachAccording to police, the woman was apparently asleep when a tractor, which was involved in a dredging project at nearby Oceanside Harbor Beach, struck her.The woman died at the scene.It was not immediately known if the victim was in an area closed off to the public when she was run over by the heavy machinery. 889
