SAN DIEGO (KGTV) - New rules for purchasing bullets go into effect on July 1st, requiring background checks every time someone wants to buy ammunition in California.The law is part of Proposition 63, which voters approved in 2016. In addition to the background checks, it requires a small fee for each transaction."This is to provide more checks and balances, so we have a better idea of who's being sold the ammunition," says Ron Markus, the spokesperson for San Diegans for Gun Violence Prevention. "If you're someone that doesn't pass a background check, you shouldn't be allowed to buy ammunition."But critics say the law will have unintended consequences, including creating a black market for bullets bought out of state."If you're a Californian, and you go out of state to get ammunition and bring it back into the state of California, you've just broken the law. But if you live in another state, you can bring as much ammunition as you want into the state and give it to anybody in California that you like," says Michael Schwartz, the Executive Director of the San Diego County Gun Owners PAC. He thinks that will lead criminals to conspire with people from out of state to supply bullets.Schwartz also says the background checks won't be as easy as the law intended. As it's written, the law requires instant background checks that run people's information through criminal and mental health databases. Schwartz says only people who are already in the system will get an "instant" result. The rest will have to go through more lengthy checks to buy bullets, which could take days."This won't prevent bad people from doing bad things," Schwartz says. "All it does is put onerous requirements on people who are looking to follow the law."Meanwhile, gun shops are seeing a surge in bullet sales as July nears. They also believe they'll get more business once the law goes into effect since it requires all bullet sales to be done in person at a store. Any online sales will also have to go through a licensed retailer in California.But Schwartz says gun store owners still oppose the rule, even though they stand to profit from it."It's more business for the shop owners, but not more business that they're happy about," he says.Gun safety advocates say the concerns are misguided. They say the sacrifices gun owners will have to make because of the new laws are reasonable when compared to the loss of life from guns."We're sick and tired of hearing about people being shot and killed every single day in this country," says Marcus. SAN DIEGO (KGTV) - Neighbors say overnight surveillance video of a tagger in action is a glimpse of an ongoing, frustrating problem.Near Euclid Avenue and Polk Avenue, there is a church, an elementary school, and a sight Leanne Montano has seen before."Sad they're destroying someone else's property," said Montano.Video shows what unfolded just down the street. Just before 2 a.m., a motion-activated light flashes, but these vandals are undeterred. With another man and a person on a bike nearby, someone in a cap and hoodie casually begins spray painting the back wall of a home. For more than 40 seconds, he tags the wall, before he and his cohorts leave.It appears they weren't done. 10News found similar tags on fences, and garage door after garage door. A block away at Euclid Elementary, there was more graffiti. Montano's place was spared, but her home has been hit several times before. She says tagging - including the school - is a weekly occurrence."Tagging leads to other activities that aren't safe. My concern as a parent and resident is the children's safety and them walking to school, feeling safe. It allows other people to treat our neighborhood like crap. SAN DIEGO (KGTV) -- Police are investigating a possible road rage incident that ended with a car crashing into a tree in Scripps Ranch.According to San Diego police, the crash happened just after 11 p.m. Monday on Scripps Ranch Boulevard and Spring Canyon Road.Police said a couple in a silver SUV called 911 and claimed a black car intentionally backed into them, causing the black car to lose control before crashing into a tree.However, the driver of the black car said he accidentally cut off the SUV, so they then hit him from the back and forced him to crash.The incident remains under investigation, as police try to sort out the full details of the episode.No injuries were reported. 699

SAN DIEGO (KGTV) - More local employees are losing their employer health insurance benefits during the COVID-19 crisis.10News was contacted about employees at the San Marcos Veterinary Clinic who were apparently working just as many hours but their medical benefits have been dropped.10News spoke to the owner of the clinic on Thursday who said she was forced to make the tough and emotional call to drop her 13 employees' health benefits, including her own, in order to keep them on the payroll and keep the clinic’s lights on during the pandemic. She said the decision was made out of desperation. Not greed.On Thursday, 10News interviewed Anthony Wright with Health Access California, a consumer advocacy group. “A stay in the hospital for say seven or ten days on a ventilator, which is the treatment for having a severe case of this virus, could be in the tens of thousands of dollars if you're not covered” he told 10News.So, what if you lose your coverage during the pandemic? Wright told 10News that Californians can try COBRA, which temporarily extends your same employer-based health plan, but there’s a downside. “That's a very expensive option for most people,” he added.Wright said a better option could be Covered California, the state's health insurance marketplace that allows individuals to buy coverage at federally subsidized rates.Covered California’s open enrollment period has been extended through June, amid concerns over the virus. “How much Covered California costs is very much dependent on your current income. It's a percentage of your income on a sliding scale,” he said.
