SAN DIEGO (KGTV) -- The San Diego Unified School District is releasing an update on the next phases of its plan to reopen schools for in-person learning.The current plan to begin Phase Two for elementary school students is after the winter break on Jan. 4, said SDUSD Board President John Lee Evans.Middle and high Schools will start Jan. 25, at the beginning of the third academic quarter, said Evans.Elementary students will be divided between morning and afternoon sessions to allow for social distancing in the classroom. Middle and high school students will attend in person sessions, two days per week.All families will have the option to continue distance learning, said Evans."What can throw this plan off track? There are two main factors," said Evans. "Number one, lack of success of controlling the virus in phase one -- which we don't believe will happen; or two, external conditions of the virus in the community.""I would like to make an appeal to our community to assist us in reopening our schools," said Evans. SAN DIEGO (KGTV) — The San Diego Police Departments K9 officers and their handlers were honored at the unveiling of the new K9 Memorial Dedication Ceremony Wednesday afternoon. They don’t carry weapons. Often times, they are the weapon.“We’ve had several dogs injured, stabbed, and shot,” Lt. Tony Lessa of the San Diego Police K9 Unit said. “Fortunately, only one was killed in the line of duty.”Since 1984, ninety-two San Diego Police K9’s have served alongside their handlers. They enter themselves into dangerous situations for the good of the community. Many said their value is immeasurable. “They improve officer safety for out officers in a way that they reduce the use of force we have to use,” Lt. Lessa said. “You can’t put a number on that.”That is why a new Memorial wall was built for the specialized unit. Sitting at the helm is a bronze statue of German Shepard Bando, who was struck by a car and killed in the line of duty in 1994. Underneath his statue are the names of several K9’s and their handlers.Patsy Samson was the main donor for the San Diego Police Foundation. She worked with the organization for eight months until finally unveiling the memorial today.“They love their K9’s,” Samson said. “They take care of their K9’s. They just want to do the best you can do for the community that they protect and serve, every single day.”Whether it’s their cuteness on their time off, or their fierce abilities to bring down criminals, the K9’s officers have a special place in hearts. SAN DIEGO (KGTV) -- Three people are in custody following a chase through North Park and University Heights Monday evening. The chase started around 5:30 p.m. at an unknown location after police tried to make contact with the suspects following a possible hit-and-run in a stolen vehicle. Mid-chase, officers called off the pursuit after it was determined the suspect was traveling too fast. At one point during the chase, two of the suspects could be seen jumping out of the vehicle near Florida Street and Polk Avenue. A third suspect was detained a short time later. Video from Sky10 shows at least one suspect leaping out of the car on the 3000 block of Palm Street before leaping into brush in a nearby canyon. 725

SAN DIEGO (KGTV) -- The threat of President Trump shutting down the southern border is causing widespread concerns in San Diego and Tijuana. Ev Meade is the director of USD's Transborder Institute. He says the impact on specific industries would be severe. "Think about the auto industry. You can't build a car in the United States or Canada right now without the part of the supply chain that's in Mexico. It's just fatal to shut that down," said Meade. He says even if the president doesn't close the border, the threat alone is damaging. "If you think about agriculture, on the other hand, Mexico is the biggest buyer of a long list of agricultural products, even if it doesn't happen, just the uncertainty that is cast over the market by doing that hurts that, it tells people we got to find another supply because we don't want to have empty shelves," said Meade. This weekend, President Trump announced he was cutting off funding to El Salvador, Guatemala, and Honduras. He also blamed Mexico for not doing enough to stop the flow of asylum seekers making their way north to the United States. Meade says cutting off aid to Central American countries will only lead to more migrants fleeing. "If you look at where it goes to, it goes to things like training the security forces, and training their immigration enforcement and strengthening judicial systems. There's some food and public health, and other things that are covered by it, but it's some real basic institutions in these societies that are pretty fragile to begin with and pulling that funding I think, I don't know anyone who thinks it's going to make them stronger, and if they're not stronger, it's not going to alleviate the pressure for people to leave," said Meade. Others say something has to be done. Marcia, who didn't want to give her last name, crosses the border at San Ysidro often to go to the dentist in Tijuana. She said cutting aid and closing the border might be a good idea."I think they need to manage their own governments and own borders, and we're not the bank of the world. We can't pay for everyone anymore. Everybody has to pay their fair share and take care of their own countries." Meade says all the countries need to work together on a solution to the immigration system. "Right now, you can't live in your home town or home city, but coming 1,500 miles to the United States and getting an individual asylum adjudication, that may be too high of a bar to cross, what's option B? SAN DIEGO (KGTV) — The San Diego City Attorney's Office has filed charges against a man accused of harassing multiple women at a Mission Valley shopping center.Three misdemeanor charges were filed against Orlando Chavez of San Diego, including two for false imprisonment, and one for criminal assault and battery. The City Attorney's Office says Chavez held some women against their will by climbing under their cars and refusing to come out.City officials say Chavez would approach most of his victims in a shopping center at 10330 Friars Rd. In one instance, he reportedly grabbed one woman by the arm and told her, “You can flatten me out any time.” The City Attorney's official initially indicated the incidents took place at Westfield Mission Valley, but later said that was incorrect.In another instance, he reportedly followed a woman into her workplace, and approached another victim as she waited to pick up her children at school. City officials say police investigated him for stalking that woman for nearly two years and slashing the tires of her husband’s car."Everyone has the right to feel safe when going to work, shopping, or picking up their children at school," City Attorney Mara Elliott said. "As City Attorney, I take seriously threatening and harassing behaviors like this and will hold accountable individuals who endanger the safety of any San Diegan."Investigators added that Chavez, 72, has a history of crawling under women's vehicles to prevent them from leaving dating back to 2018.In multiple incidents, he was seen driving a white Chevrolet truck, with a personalized license plate reading HINUF.
