SAN DIEGO (KGTV) - San Diego County is expected to consider a plan to open up county parks for worship and workouts.Supervisor Dianne Jacob is proposing the idea which is expected to be discussed by the board on Aug. 5. The proposal would make it easier for houses of worship and fitness centers, impacted by the pandemic, to utilize county parks. The proposal aims to speed up the permit process and waive fees.Public health orders have hindered the operations of many houses of worship and fitness centers after they were forced to close their indoor areas. SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer issued a warning to motorized scooter and bike companies, tweeting a letter Friday night. In part it reads, "ongoing violations will result in revocation of your permit to operate within the City, or will serve as justification for not renewing your permit when it expires in six months... It is your responsibility to proactively move your devices within three hours... or it will be impounded."The companies could face an impounding fee of per device.Several riders told 10News they had no idea what the rules for riding and parking scooters were. They didn't know about the 300 freshly painted corrals around San Diego streets.Other infractions include riding on the sidewalk, riding two at a time, ignoring the rules of the road and dumping or parking scooters on the sidewalk."We enjoyed it but I got pulled over by two police officers, they said read the signs there were no signs anywhere," Rider Melissa Sherman said in frustration.The only sign you can see is the painted warning on the foot of the scooters, reading 'do not ride on sidewalk.'"You see them laying all over the ground, wherever, people don't want to take the responsibility of them so it is what it is, everybody has to abide by the rules. you know? SAN DIEGO (KGTV) - San Diego Police officers arrested a man for attacking a four-year-old girl outside an apartment complex on the 4300 block of 50th Street.According to witnesses, the little girl’s father was dropping the girl off at her grandmother’s home around 11:30. Before the grandmother could walk the four-year-old through the security gates of her complex, a stranger attacked the child from behind.A neighbor, who only asked to use his first name, Robert, says he heard someone calling for the help, so he came outside. He says he saw the grandmother had gotten through the gate, but the father and another neighbor were outside of the entrance trying to hold off the attacker. Robert felt compelled to step in.“He came at me, and it seemed like he was going for someone, and that someone was a child,” he said, “so I had no other recourse, I hit him once he went down. He bit my leg. He got up, and he started coming after me.”But the man didn’t stay down, instead continued to attack.“Very very vicious, he had a very crazy look,” Robert said. “He wasn’t saying anything, he was grunting like a feral animal. He was exceptionally strong. He just wouldn’t quit, even when the police got here, he was very very strong.”Robert says he had no idea why he was trying to hurt the little girl but said the man might have been under the influence of something.Police arrested the suspect.Robert recalled seeing red marks around the little girl’s neck but said she was okay though visibly shaken.She is home with her parents. 1541

SAN DIEGO (KGTV) — San Diego Fire crews responded to a first-alarm brush fire in an east San Diego neighborhood Saturday.The fire ignited near the 5700 block of Bates Street around 1 p.m. in the Redwood Village neighborhood of east San Diego. Within 15 minutes, crews had stamped out the half-acre fire.No evacuations were ordered, according to SDFD.The cause of the fire wasn't immediately known. 405

SAN DIEGO (KGTV) — San Diego Police officers on Friday were working to get a suspect to surrender after a reported shooting.Police say a shooting between the two vehicles occurred just before 2:30 p.m. in the 9800 block of Scripps Westview Way in Scripps Ranch. No one was injured in the shooting.The person who was shot at told police he knew where the suspect lived and officers responded to an apartment complex at 9700 Scripps Westview Way.Officers were trying to get the suspect to come out as of 3:15 p.m.10News is following this breaking news.
