TAIPEI, Dec. 14 (Xinhua) -- Chiang Pin-kung, chairman of Taiwan's Straits Exchange Foundation (SEF), has called for calm response to the upcoming cross-Strait talks.     The SEF and the mainland's Association for Relations Across the Taiwan Straits (ARATS) plan to hold new round of talks in Taiwan's Taichung city on Dec. 22.     Chiang said issues to be discussed during the talks included labor cooperation in the fishing industry, cooperation in inspection and quarantine of agricultural products and standard measurement authentication and avoidance of double taxation.     Those issues were closely related to the health and benefits of people across the Strait, he said, adding that he hoped agreements could be reached to improve the foundation of cross-Strait relations.     It is the fourth round of talks since the SEF and the ARATS resumed negotiations in June last year following a 10-year suspension.

JOHANNESBURG, Dec. 24, (Xinhua) -- Legal ties between China and Africa have taken a major step forward with the conclusion of the First Forum on China-Africa Legal Co-operation in Cairo, Egypt on Monday.     Under the theme "Strengthen China-Africa Legal Exchange and Promote All Round Development of China-Africa Relationship", this forum was the first time lawyers from the China and Africa had met in such circumstances.     Greg Nott, who led the South African delegation, said on his return to Johannesburg on Thursday that he was "terribly excited by this forum and look forward to the implementation of a number of proposals tabled."     These included an exchange and cooperation between Chinese and African legal circles and a legal "think tank" to promote a universal and sustainable development of the China-Africa relationship.     Nott, who is the legal representative of the China-Africa Development Fund as well other China investor clients, said there were a number of other "ambitious and exciting proposals".     These include "the establishment of training and consulting centres as well as training projects for young African lawyers. This goes all hand-in-hand with private sector lawyers driving intellectual and legal support for business activity on both continents."     The forum was convened as the first step towards pragmatic cooperation between Chinese and African legal circles.     It was attended by delegates from Botswana, Ethiopia, Nigeria, Tanzania, Uganda and Zambia, as well as a strong delegation from the China Law Society.     The agenda included the important role of law in China-Africa cooperation, an introduction to the legal systems of China and African countries and their impact on trade and investment relations.     A number of prominent Egyptian and Chinese lawyers presided over the panels. The lawyers have much work to do because while China has one legal system, the 53 nations which make up Africa each have their own systems. Most are based on either the British legal system, with elements of Roman/Dutch law, or the French legal system.     There is also a strong legacy of Portuguese influence in former colonies. China's civil law system is based on traditional customs and practices, with Soviet and German influence.     Held on Dec. 20 and 21, the forum was hosted at the Cairo Regional Centre for International Commercial Arbitration.     The South African delegation included Rajen Ranchhoojee and Sheng Wu of the Johannesburg legal firm Dewey & LeBoeuf, where Nott is the managing partner.     The legal forum followed shortly after the meeting of foreign ministers at the fourth Forum on Africa China Cooperation, which was held in for Sharm-El-Sheikh, Egypt from Nov. 8 to 9.     At that meeting South African International Relations and Cooperation Minister Maite Nkoana Mashabane said China had played an important role in Africa's renewal. "For instance it has had significant role in peacekeeping in Africa."     She said a major strength of Chinese aid was its orientation to recipient priorities such as infrastructure (telecommunications, energy, roads) and productive sector investments (agriculture).     "Furthermore, Chinese assistance is considered to be relatively predictable assistance because it is disbursed on schedule within the intended financial year."     At that point she said development cooperation between South Africa and China is was regulated by two Agreements, "namely an agreement on Human Resource Development that was signed in 2004 and a February 2007 Agreement on Technical and Economic Cooperation". 

SIEM REAP, Dec. 20 (Xinhua) -- Visiting Chinese Vice President Xi Jinping met here with Cambodia's deputy prime minister on Sunday and voiced China's willingness to push for a higher-level relations with the country.     During the meeting, Xi said bilateral friendship could date back to ancient times and both sides have maintained close contacts. Describing the ties as an example for friendly cooperation, Xi said the Chinese side is willing to enhance cooperation with Cambodia in various fields and push bilateral relations to a higher level, so as to bring more benefits to the two peoples. BEIJING, Nov. 20 (Xinhua) -- China-U.S. relationship that by large was entering a period where our focus would be more and more on global issues, said U.S. Ambassador to China Jon Huntsman on Friday.     Huntsman made the remarks at the Forum for America/China Exchange at Stanford (FACES) in Peking University, a top university in China.     "Obama arrived and found what he had hoped for," he said relating to the U.S. President's just concluded China visit after reviewing the bilateral link chronicle.     U.S. and China could strengthen cooperation in areas including military, people to people exchanges, climate change, clean energy and economic crisis, Huntsman told the delegates attending the forum.     He said the U.S.-China relationship was so "large and complicated" that managers of the relations should "take the areas of commonality" and "realize and speak open" about the disagreements.     Huntsman, who once lived in Taiwan and could speak Chinese called Chinese the "21st century language", saying diplomacy is ineffective without "investing a generation of professionals willing to invest their careers in turn in language, culture, regional studies."     FACES, a forum held in Beijing from Nov.15-20, gathered more than forty students from China and the U.S to discuss political, social, economic and cultural issues.

BEIJING, Dec. 3 (Xinhua) -- Chinese Vice Premier Li Keqiang met here Thursday with Sadako Ogata, president of the Japan International Cooperation Agency (JICA).     Li said China-Japan strategic and mutually-beneficial relationship has entered into a new stage and it is in the fundamental interests of the people to stick to China-Japan friendship and mutually-beneficial cooperation.     Li said that the two countries should respect and take care of each other's major concerns, enhance pragmatic cooperation and increase mutual understanding between the two peoples in a bid to push forward bilateral ties in a long-term, healthy and stable manner.     The two governments, via the JICA, Japanese government's overseas aid agency, have conducted effective cooperation since the normalization of bilateral ties, said Li, calling for more exchanges of youth and scientists between the two countries.     Ogata visits China as guest of China's Ministry of Science and Technology
