A sweeping overhaul of police oversight and procedures has been proposed by Democrats in response to the deaths of black Americans at the hands of law enforcement, according to a draft outline obtained by The Associated Press.The Justice in Policing Act, unveiled Monday, would limit legal protections for police, create a national database of excessive-force incidents and ban police choke holds, among other changes. A ten-year-old girl who was the subject of an AMBER Alert Monday has been found dead near her home. Kodie B. Dutcher was reported missing Monday afternoon, and a search of her home in Baraboo, Wisconsin found evidence that the girl threatened self-harm. The AMBER Alert message said Dutcher was suspected of taking "an unknown amount of pills and may be suicidal." The girl left behind her shoes and cell phone.Community members gathered to look for her Monday night and again Tuesday morning. No word at this time who found her body. Lt. A scary moment happened for parents and young kids when a fight broke out at the Lied Memorial Boys and Girls Club near Lindell Road and Edna Avenue in Las Vegas.It's not clear yet how it all started but from the video, it appears that a number of adults were involved.
