HIGHLIGHTS OF THE ACT:- ,200 stimulus checks for the same group of Americans who received a check in the spring - 6 billion in funds for schools to hire staff and conduct social distancing- Replenishing the Paycheck Protection Program, intended to help businesses keep employees on payroll- Extending unemployment supplement, although at a lower amount- Liability protection for businesses reopening amid the pandemicSenate Majority Leader Mitch McConnell said that Senate Republicans will submit a series of bills tonight known as the Health, Economic Assistance, Liability Protection and Schools (HEALS) Act.McConnell, who called out Democrats for “stonewalling,” had not taken up a stimulus bill passed by House Democrats in May. He urged Democrats to join in negotiations.“We have one foot in the pandemic and one foot in the recovery,” McConnell said Monday calling the timing of the legislation a “crossroads” for the country.The HEALS Act will include a second round of stimulus funds for the same group of Americans who received the last stimulus check. The previous economic stimulus check was ,200 for most American adults making less than ,000 per year. McConnell said there will be additional assistance for those caring for adult vulnerable dependents.The HEALS Act will also include replenishing Paycheck Protection Program funds, which were given to businesses to help keep employees on payroll during the height of the pandemic.The act will also include a supplement for unemployment, which ran out last week. Since the spring, the federal government provided a 0 per week supplement to unemployment checks. But there is still a disagreement on how much this supplement should be, as President Donald Trump and some Congressional Republicans complained that the supplement gave an incentive to lower income employees to not return to work.Schumer said that the Republican proposals do not go far enough, and criticized McConnell for not submitting a single bill, but instead a series of proposals.“The Republican proposal will ignore not one or two or three but scores of major crises in America right now,” Schumer said. “In addition, based on what the leader has said, the Republican proposal won't go nearly far enough, even if the pieces they try to do something with, the small number, the disparate number, the unaggregated number, since each piece seems to be separate because they can't seem to get agreement among themselves.”The issue, Schumer says, is that the White House has its own set of proposals its ready to outline. But it appears on an issue concerning most Americans, a second stimulus check, there is agreement among Congressional Democrats, Republicans and the White House.“There's a ,200 check coming. That is going to be part of the new package,” White House economic adviser Larry Kudlow said on CNN’s “State of the Union.But neither Schumer nor McConnell addressed a rapidly growing deficit, as revenue into the IRS has declined while expenditures go up. In the month of June along, the federal deficit was 3 billion. Overall, the federal deficit for the first nine months of fiscal year 2020 was .7 trillion.Before this year, there has never been a budget deficit of more than .4 trillion in the US. 3275

Henry Gonzales isn’t afraid to get his hands dirty or clean up his community.He started working on farm fields at 13 and saw firsthand the struggles of migrant farmworkers.“I remember the terror on the face of coworkers back then when immigration would drive, stop by,” he said.Gonzales has since worked his way from farmhand to Agricultural Commissioner of Monterey County the fourth largest agricultural producing county in the country.Producing .4 billion worth of produce in 2019, Gonzales is now looking to protect the area’s products and the 60,000-plus agricultural industry workers.“It’s critically important not just for them but for everybody that eats that produce,” he said.Gonzales’ team recently introduced a hotline for farmworkers and their families to report safety concerns, ranging from COVID-19 to smoke from the nearby wildfires.Staffed by agricultural inspector biologists 24/7, 365 days a year, Gonzales calls this hotline the first of its kind in the country and industry leaders are taking notice.“It causes a lot more appreciation for those hands that are harvesting our crops,” said Norm Groot, executive director of the Monterey County Farm Bureau.He believes this hotline can help improve working conditions and the agricultural industry overall.With Hispanics and Latinos, ethnic groups that make up most farmworkers in the area, accounting for more than 75% of the confirmed COVID-19 cases in Monterey Country, this hotline comes at a time where it’s needed more than ever.“I think it’s critical that we have some sort of avenue that farmworkers can feel that they have a voice,” Groot said.The funding for this hotline comes from the county’s pesticide budget.While callers can remain anonymous, Gonzales understands the hesitations.“Many of them are concerned if they call, they complain that there might be retaliatory measures taken against them,” he said. “So, we do reassure them that there are laws to protect them from retaliation.”From farmhand to government leader, Gonzales has worked his way up in the agricultural industry and hopes this hotline inspires others to take similar actions.“We’ve just increased the standard as it were for everyone in the state, other ag commissioners and other agencies to do the same,” he said.To contact the hotline, call 831-809-2394. 2324

  

Health and Human Services Secretary Alex Azar said in a CNBC interview on Wednesday that government-funded coronavirus vaccines would be provided for free or at an affordable cost for the American public.Azar’s declaration comes as the government announced on Wednesday an agreement with Pfizer valued at .95 billion. An agreement stipulates that Pfizer would produce 100 million doses of a coronavirus vaccine for the US government to distribute as soon as one is ready.President Donald Trump added on Wednesday that after an initial 100 million doses are distributed, another 500 million doses would be received by the US government soon thereafter.“Hopefully, the approval process will go very quickly,” Trump said about getting the initial batch of 100 million vaccines. “And we think we have a winner there. We also think we have other companies right behind that are doing very well on the vaccines — long ahead of schedule.”But questions on who would get the vaccine remains a question. But the government vowed Wednesday that vaccines would be affordable."We will ensure that any vaccine that we're involved in sponsoring is either free to the American people or is affordable," Azar said.On Tuesday, Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, said in an interview with CNN’s Jake Tapper that he is encouraged by multiple vaccine candidates, and believes that things are still on track for a vaccine to be ready for production around the end of 2020 or start of 2021.“I think the timetable that we have discussed now over the past several months, luckily and fortunately, has really worked out OK,” Fauci said. “The results of several of the phase one trials of different candidates, not only one -- I'm reluctant to point out one that's going to be better than the other, because the proof of the pudding is whether it actually works in the field and is a safe and effective vaccine.” 1950
