SAN DIEGO (KGTV) - Restitution payments were sent this week to the victim of an investor who stole .5 million, San Diego County District Attorney Summer Stephan said Friday in a news release. Shawn Heffernan of the Heffernan Group took the investments of 15 people “who were susceptible to fraud due to inattention or advanced age,” the DA’s office said. Heffernan spent the money on personal items, including a lavish wedding and a Maserati. In 2018, Heffernan pleaded guilty to 29 criminal counts including elder fraud, grand theft, forgery, and making a fraudulent tax return. He sentenced to nine years in prison. The judge ordered Heffernan to repay the victims, 0,000 of which has been secured, the DA’s office reported. A sergeant for Harbor PD confirmed with 10News that Flagship Cruises and Events was cited for being in violation. The county health order states that recreational boating is allowed provided all occupants of a boat are from the same household.10News cameras were rolling as people walked onto the Flagship Cruises and Events dock and onto the company's Spirit of San Diego, capturing the boat's departure and arrival back into the bay. That section states in part, "other public or private outdoor recreational facilities (other than community pools per State order), including recreational equipment (such as bicycle, boat, kayak, equestrian and surfboard) rentals may be open for limited use."Flagship's website states, "We are Open" and has several sections outlining how they are operating during the pandemic. One section states that masks are required for passengers and everyone must respect six-feet social distancing guidelines. The website also states that all employees will be in masks, gloves and screen upon arrival. Also adding that the company is limiting the number of passengers per cruise to allow for maximum distancing and that they've invested in new machinery to sanitize all chairs between cruises. Harbor Police says the citation for violating the county health order has a maximum fine of a thousand dollars and up to a year in jail. 1702

SAN DIEGO (KGTV) -- San Diego is one of the least affordable cities for renters, according to a new report by WalletHub. The new report looked at 182 cities around the United States and ranked them based on rental affordability and quality of life. According to the report, San Diego is the 177th least affordable place to rent out of the 182 cities. Only five cities in the U.S., most of them in California, are less affordable than San Diego. Those cities are Santa Ana, Santa Rosa, Bridgeport, Connecticut, Oceanside, California and Hialeah, Florida. However, when it comes to quality of life, San Diego placed 2nd, only topped by Scottsdale, Arizona. Overall, America’s Finest City placed 44th on the list. Although San Diego is expensive, it may be more affordable to buy a home than rent is some areas. A new report found that it is actually more affordable to buy than it is to rent in Chula Vista. SAN DIEGO (KGTV) — San Diego County will launch a new public awareness campaign this week on COVID-19 as the number of community coronavirus outbreaks increased by three, to a total of 10 in the past seven days, officials reported Monday.Two other triggers involving the growth of new cases and the positivity rate of tests are "not moving in the right direction," said Supervisor Nathan Fletcher."These are concerning numbers," Fletcher said. "They're concerning because they clearly represent an increase in community spread and number of cases tied to our reopening and the fact that more people are out doing more things." The county says there are currently 59 active community outbreaks, including 17 in skilled nursing facilities, 20 in non-skilled nursing facilities, and 22 in community settings.The three new outbreaks were traced to construction, retail manufacturing, and retail businesses in different parts of the county, according to Dr. Eric McDonald, the medical director of the county Health and Human Services Agency's Epidemiology and Immunization Branch.RELATED: How San Diego County officials monitor coronavirus trendsMcDonald provided more context to the outbreaks, adding that all outbreaks to date except for two have included 10 or fewer people — including the three newest outbreaks.He also said that no outbreaks have been related to recent demonstrations around the county.A community outbreak is considered three or more cases from the same place.The county will launch a public education campaign involving a new infographic on the use of facial coverings beginning this week, said county Public Health Officer Dr. Wilma Wooten. 1669
