SAN FRANCISCO (AP) — A California man convicted five years ago of defrauding several local governments in the state has been charged with trying to steal million from the Paycheck Protection Program. Federal prosecutors announced Friday that Attila Colar of Richmond submitted nine loan applications and falsified payroll tax documents. He received .1 million from one of the applications, but his defense attorney said the money was never spent and was later seized by the FBI. Colar, who goes by several aliases including Dahood Sharieff Bey, is the former leader of a Black Muslim temple in Oakland. (KGTV) -- Homeless people in San Diego woke up Tuesday morning to find San Diego Police officers going street by street, offering resources.  Police officers lined the streets of the East Village. They were going street by street approaching the homeless in their tents. At one point there were at least eight patrol cars on one block.  SDPD says their efforts are a part of their ongoing outreach to let the homeless know about the resources available to them in hopes of ending the cycle of homelessness.  Most of the homeless received warnings about their property blocking the street or other violations. A few were detained for previous violations. One person was arrested for an outstanding felony warrant. Two people were transported to county mental health. Officers were also letting people know about the new bathrooms installed by the city in hopes of stopping the spread of Hepatitis A.  965

SAN DIEGO (KGTV) San Diego real estate icon Doug Manchester lost his nomination to be the ambassador to the Bahamas after a series of emails that may have implied pay for play proposition, according to a new report.The report, from CBS News, uncovered an email exchange between Manchester and Republican National Committee Chair Ronna McDaniel. The exchange came just days after Manchester returned from a humanitarian trip to the Bahamas to provide post Hurricane Dorian aid. President Trump nominated Manchester to the ambassadorship in 2017. Naval Base San Diego is playing a key role in that process.This week the USS John P. Murtha left Naval Base San Diego to test recovery efforts of NASA’s mock Orion capsule.“We’re going to ensure that once it comes down, once it hits that water, that everything from then on is totally safe,” says Retired Navy Pilot and President of the San Diego Air & Space Museum Jim Kidrick.The amphibious ship sends a crew into the Pacific Ocean, then uses smaller boats to guide the capsule back to the USS Murtha.The Orion has an environmental control system, a heat shield that can withstand 4,000 degrees Fahrenheit, radiation control and parachutes. SAN DIEGO (KGTV)- The San Diego chapter of Alpha Kappa Alpha Sorority Incorporated is celebrating 65 years of their Leadership AKAdemy. The program mentors a group of teenage girls every year. The AKAdemy ends with a memorable ball. The AKA San Diego chapter has one mission: encourage scholastic achievement, strong ethical standards, and "be a service to all mankind." For over six decades, those values have been used to mentor girls around the county. During the 1950s, the chapter held its first debutante ball to expose young girls to cultural opportunities. It was historically the debut of young ladies ages 16 to 19 as official members of society. "Now it has grown into a leadership academy to where we equip the young people with life skills," says Chapter President, Deborah Davis-Gillespie. The teens attend different workshops, like college readiness and etiquette, each week for the months' long program. This year's Leadership AKAdemy has a total of 16 girls. "I'm just really happy to be a part of the whole process and the whole experience," says participant Kennedy Harris. Community service is also at the top of the list for the program. The girls participate in community events like the Martin Luther King Jr. Parade and the MLK Day of Service in Balboa Park. The goal is to help others and for the girls to have an appreciation for the communities in which they live. "It's really nice to be able to make those connections early on in my life," says participant Sanai Mitchell. After months of workshops, events, and dance practice with their escorts for the ball, the girls are now just a few weeks away from their big night. They will be presented to their families and community as young women, ready to take on the world. "It's an evolution, its life-changing and they walk away a better person than when they came in," says Davis- Gillespie.This year's AKA Leadership AKAdemy will be held on Saturday, March 21st at the Legacy Hotel and Resort in Mission Valley. 2000
