BEIJING, Nov. 4 -- China has set a timetable for its large aircraft plan, and the first homemade jumbo jet will take to the skies by no later than the start of the 13th Five-Year Plan Period (2015-20), a senior official said yesterday.     This is the first time a timetable for the trunk liner project has been made public, since the Commercial Aircraft Corp of China Ltd was set up in May. The company is in charge of the large plane's assembly, marketing and after-sales service with an initial investment of 19 billion yuan (2.8 billion U.S. dollars).     Miao Wei, vice-minister of industry and information technology, said at the China International Aviation & Aerospace Forum 2008 yesterday that China-made jumbo jets will be on the market between 2015 and 2020.     "We will finish the concept design and research on key technologies before 2010, and have the first plane roll off the production line before 2014," he said.     Even though the domestic passenger transport volume has been dropping recently amid the global economic slowdown, Miao said he had confidence in China's vast demand for new planes.     "In the next 10 years, China will need at least 1,000 new planes," he said.     The corporation is currently studying a feasibility plan for the large plane, Jin Zhuanglong, its general manager said yesterday.     Some sub-projects have begun, and the large airplane's technology scheme and suppliers will be decided soon, he said.     The corporation, which is also responsible for marketing the homemade regional jet ARJ21, will sign its first overseas order, worth about 0 million, with General Electric Co, at the seventh China International Aviation & Aerospace Exhibition, which opens today.     GE's leasing unit will sign a contract for 25 ARJ21-700s, which raises the company's backlog to 208, Chen Jin, general manager for marketing and sales, said.     Miao said the ARJ21-700 will enter service next year, while work on a 100-seat version, a business-jet model and a freighter will start next year.     China has also received 136 orders for the MA 60, a propeller-driven commuter plane, Miao said.     Xi'an Aircraft Industry Group Co, the maker of the plane, has already delivered 34, he said.     "The next few years will be an important period for China's aviation industry," he said.     The ministry will draft a mid-and-long-term plan for the aviation industry soon in order to coordinate the development of large planes, regional jets and helicopters, he said.     Lunar ambitions     Models of a soft-lander and a rover for the second phase of China's lunar exploration program will be displayed at the air show for the first time.     Designed and made by China Aerospace Science and Technology Corporation (CAST), the soft-lander, weighing 3,800 kg on top of the launch vehicle, is likely to be launched in 2013, a corporation source said yesterday.     The government has given the nod to the second phase of the lunar program to explore the surface of the moon, the corporation said.

ALGIERS, Nov. 3 (Xinhua) -- China's top legislator Wu Bangguo arrived in Algiers on Monday afternoon on a three-day official visit to Algeria.     During an informal meeting at the airport with Abdelaziz Ziari, Speaker of the Algerian National Assembly, Wu, chairman of the Standing Committee of China's National People's Congress, highlighted the progress of bilateral relations in recent years, saying he felt especially delighted to visit Algeria at the 50th anniversary of the establishment of diplomatic ties.     "The purpose of my visit is to further promote the friendship between the two peoples, expand the bilateral cooperation with mutual benefit and strengthen our strategic and cooperative ties to a higher level," Wu told Ziari. BEIJING, Dec. 6 (Xinhua) -- China on Saturday gave further explanation on the proposed reform of fuel tax and pricing in a bid to dispel misunderstanding that a higher consumption tax will mean higher pump prices.     The authorities on Friday released a draft reform plan to solicit public opinions till Dec. 12. It had been long advocated by experts as key for energy saving and economic structure transform.     The plan, scheduled to take effect on Jan. 1, will abolish six fees now charged for road or waterway maintenance and management.     But drivers will pay higher fuel consumption taxes. Gasoline taxes will be raised from 0.2 yuan (about 3 U.S. cents) per liter to 1 yuan and diesel taxes from 0.1 yuan per liter to 0.8 yuan.     The government reiterated its Friday's statement that the pump prices, which include the higher tax, won't be raised and the reform won't increase costs for fuel consumers.     The tax is reflected in the pump prices and isn't an additional increase to the retail prices, said a joint statement by the National Development and Reform Commission (NDRC), Ministry of Finance, Ministry of Transport and State Administration of Taxation.     The proposed tax is lower than the level in the European Union and also in the neighboring countries and regions, it said.     The draft said China's domestic crude oil prices should be set directly in line with world prices, but the link should be controlled and indirect for refined petroleum prices.     There will be a ceiling on pump prices as part of the plan. The government said it will continue to properly regulate domestic pump prices to prevent the negative impacts of huge fluctuations in the international oil prices on the domestic market.     The reform helps to promote a healthy development of the oil sector and energy saving, and to ensure domestic fuel supply and a stable economic growth, said the statement.     But it said the government will increase subsidies to farmers, taxi drivers, and sectors of fishing, forestry, and public transport.     The reform will be a significant step towards liberalizing retail fuel prices, said researcher Zhou Dadi from the Energy Research Institute of the NDRC.     China has been pushing for fuel tax reform for many years, and the idea of a fuel tax was raised as early as 1994. Both officials and economists said the plunge in global oil price presents a window of opportunity for this reform.     The world crude oil price has plunged almost 70 percent from a peak of 147 U.S. dollars per barrel in mid-July.     Even with oil prices tumbling so much, Chinese drivers are paying much more than those in many other countries because domestic fuel prices have been unchanged since June. Government-set prices are changed only infrequently.     The pump prices are higher than the levels in the United States, but lower than that in some European and Asian nations, said the statement. But it noted this is because of oil resource shortages in the European and Asian countries and their intention to use higher prices to encourage energy saving.

  

BEIJING, Dec. 20 (Xinhua) -- Chinese Vice President Xi Jinping on Saturday called on officials and party members to well study two new guidelines while learning and implementing the Scientific Outlook on Development.     Xi told a video conference here that President Hu Jintao's speech at the event to commemorate the 30th anniversary of the 3rdplenary session of the 11th Communist Party of China (CPC) Central Committee on Thursday was an important guideline for Chinese people to bring the socialism with Chinese characteristics to a new stage.     Through this speech, all CPC members will fully understand the achievements in the past three decades and the bright future of the country, he said.     All the party members should realize their responsibility, fear no risk and remain resolved against any disturbance, he said.     Xi urged officials and party members to fully understand and implement the guidelines set at the annual Central Economic Work Conference.     In September, the CPC launched a one and a half year campaign to study and apply the Scientific Outlook on Development, which was adopted by the party at the 17th CPC National Congress in October 2007.     Now the campaign has entered a stage that officials should find out major problems that holds back the Scientific Development, Xi said.     Everyone should work hard to identify the exact problems and the cause of the problems in a bid to work out effective solutions, he said.
