(CNN) -- New Mexico Gov. Michelle Lujan Grisham wants to provide state residents with free tuition to public colleges, a plan that, if passed by the state legislature, would add New Mexico to the growing list of Democratic-led states to offer free higher education.Lujan Grisham, a Democrat, announced the New Mexico Opportunity Scholarship on Wednesday while speaking at an education summit at Central New Mexico Community College. The plan would provide free undergraduate tuition at New Mexico colleges for in-state residents and aims to cover nearly 55,000 students a year. It would cover tuition and fees for recent high school graduates at four-year public colleges as well as recent high school graduates and returning adult learners at two-year community colleges."We're going to deliver a major boost. F-R-E-E, let's make it proof," Lujan Grisham said drawing a standing ovation and applause from the audience. "It's been a really long time since I crossed the stage for my diploma at the University of New Mexico, but even though I spelled it out very slowly, I still know what FREE spells and I also know that free college for New Mexico students is the right thing to do."The program is estimated to cost between to million, according to Lujan Grisham's office, and would be paid for in part by federal grants and the New Mexico Legislative Lottery Scholarship. Lujan Grisham's office said the state legislature -- where Democrats control both houses -- will need to decide how to fund the rest of the program and will take up the matter in early 2020.The plan would make New Mexico the latest state to join the movement for free college tuition. New York became the first state to make tuition free for two- and four-year colleges in April 2017, and in August, California Gov. Gavin Newsom signed legislation that will provide free tuition for two years of community college to first-time, full-time California students.College affordability is also a key topic on the 2020 campaign trail. Vermont Sen. Bernie Sanders announced a plan that would make public college tuition free if he were elected president, and in March, Sens. Cory Booker of New Jersey, Kamala Harris of California, and Elizabeth Warren of Massachusetts signed on to co-sponsor Hawaii Democratic Sen. Brian Schatz's Debt-Free College Act, which would establish a matching grant to states that commit to helping students pay for the full cost of attendance -- including tuition, books and other expenses -- without taking out loans. 2529

(KGTV) — A vintage-looking license plate didn't fool a Southern California officer in Moorpark.A Moorpark Police officer recently pulled over a tractor-trailer to conduct a traffic stop for a false license plate, the Ventura County Sheriff's Department said in a release Monday. The plate's lettering also appeared uneven.During the traffic stop, the driver of the truck appeared to be under the influence, the sheriff's department says. (KGTV and CNN) - Rates of syphilis, gonorrhea and chlamydia are climbing in San Diego and the nation, the Centers for Disease Control and Prevention and San Diego County Health officials announced Tuesday.At the National STD Prevention Conference in Washington, the CDC reported nearly 2.3 million US cases of these sexually transmitted diseases were diagnosed in 2017, according to preliminary data.That's the highest number ever reported nationwide, breaking the record set in 2016 by more than 200,000 cases, according to the CDC."Sadly, it's not a surprising trend," said Rob Stephenson, a professor and director of the Center for Sexuality and Health Disparities at the University of Michigan in Ann Arbor, who was not involved in the new CDC research.CHLAMYDIASan Diego County health officials reported the rates of chlamydia rose roughly 8 percent from 2015 to 2016, to 18,904 cases total.  Chlamydia, which remained the most common STD reported to the CDC, is easily transmitted during any form of sexual activity. If not treated, chlamydia can lead to pelvic inflammatory disease in women, which can cause permanent damage to the reproductive system. In men, the infection can spread to the tube that carries sperm from the testicles, causing pain and fever.SYPHILISSyphilis cases were up almost 7 percent from 2015 to 2016, with a total of 523 cases. Syphilis can affect the heart, nervous system and other organs if left untreated. Syphilis is most often transmitted through sexual contact.GONORRHEAGonorrhea cases had the highest local increase over one year, up 35 percent to 4,992. If not treated, gonorrhea can cause severe and permanent health issues, including problems with the prostate and testicles in men or problems with pregnancy and infertility in women. Gonorrhea is typically treated with a dual therapy of the antibiotics ceftriaxone and azithromycin.The threat of antibiotic-resistant gonorrhea persists nationwide. If gonorrhea becomes resistant to all such combinations of antibiotic therapies, it could become an untreatable STD.WHERE ARE THE CASES?San Diego County health officials released maps detailing where the STD cases were reported in 2016."I think over the last five years, we've seen a rapid increase in the prevalence of sexually transmitted infections in the US, and we're also starting to see a plateau in our fight against the HIV epidemic, as well," Stephenson said.The University of Michigan's Stephenson said that prevention is key to reducing the number of new STD cases -- such as practicing safe sex and getting tested regularly."Yet I think, when we think about sexually transmitted infections, we think of them through a curative lens, not a preventative lens," Stephenson said."We need to switch the dial on this in people's minds to think more about prevention rather than a too-late curative response," he said. "There's many ways we could do this. We could teach primary care providers and physicians to talk more about prevention with a client. We could start very early on in sex education by talking about the prevention of sexually transmitted diseases at young ages by giving people the behavioral skills they need to protect themselves."At the same time, there have been declining resources for the CDC's Division of STD Prevention, said Dr. Edward Hook, endowed professor of infectious disease translational research at the University of Alabama at Birmingham's School of Medicine and scientific committee chair of the National STD Prevention Conference."The purchasing power of the CDC's budget for sexually transmitted disease prevention has declined 40% in the past 15 years," Hook said. "The CDC and the public health clinics, where most of this reporting comes from, represent the safety net for Americans, for people who may not have access to primary care providers or other sources of care. So the decline and the limited availability of resources for that is no doubt part of the contributor."In recent years, state and local STD programs have seen budget cuts, too. In 2012, 52% of such programs experienced budget cuts, amounting to reductions in clinic hours, contact tracing and screening for common STDs, according to the CDC.Additionally, the direct medical costs of treating STDs in the US are not cheap. The 19.7 million cases of sexually transmitted infections that occurred in 2008 in the US equaled about .6 billion in total lifetime direct medical costs, according to a study published in the journal Sexually Transmitted Diseases in 2013."I do think we've seen significant funding cuts in prevention efforts around sexual health in general," Stephenson said. "It's not a difficult jump to see how that's actually preventing us from winning the fight against negative sexual health outcomes." 4804

  

(CNN) -- Someone is shooting the Mojave Desert's wild burros dead, officials say. Now, they're offering ,000 to whoever helps nab the suspects.Over the last three months, Bureau of Land Management officials have found the bodies of 42 donkeys covered in gunshot wounds near the California-Nevada border. They were killed illegally in the Clark Mountain Herd Area."We will pursue every lead until we've arrested and prosecuted those responsible for these cruel, savage deaths, and we welcome the public's help to bring the perpetrator or perpetrators to justice," BLM deputy director for policy and programs William Perry Pendley said.Under the Wild Free-Roaming Horses and Burros Act, burros are protected as "living symbols of the historic and pioneer spirit of the West." As such, they can't be killed, harassed, captured or branded in 10 Western states controlled by the Department of the Interior or the US Forest Service.Details about the crimes are slim, but BLM officials told the Los Angeles Times a few of the burros were killed while drinking water from nearby springs. (KGTV) — A 0,000 truck belonging to DJ Marshmellow was stolen Wednesday before the suspect led authorities on a pursuit from Malibu to the San Fernando Valley and crashed.California Highway Patrol said the suspect was seen driving on the wrong side of Malibu Canyon Rd. around 9:40 p.m. and led CHP officers on a chase along eastbound 101 Freeway. Eventually, the suspect exited the freeway in Sherman Oaks, before traveling into Van Nuys.The suspect drove through the parking lot of a Taco Bell restaurant, before crashing the truck into a light pole near the intersection of Coldwater Canyon Ave. and Vanowen St. at about 10:10 p.m. The suspect, identified as 27-year-old Edward Cruz, surrendered peacefully to CHP after crashing. He was booked on suspicion of grand theft auto and felony evading police, according to the Los Angeles Times. Investigators said drugs or alcohol may have been involved.The custom-built black Ford F-550 6x6 was stolen from a dealership and belongs to Marshmello Music, CHP told the LA Times.Dave Sparks, the truck’s custom designer, posted a video on Instagram saying he had been contacted by Marshmellow's team about the pursuit after he had left it at the dealership to be serviced.City News Service and the Los Angeles Times contributed to this report. 1299
