TOKYO, June 1 (Xinhua) -- Visiting Chinese Premier Wen Jiabao on Tuesday reiterated China's pledge to take an "impartial" stand on the sinking of a South Korean warship."The sinking of the warship Cheonan is an unfortunate incident," Wen said during an interview with Japanese public broadcaster NHK. "We have offered condolences to the victims on many occasions."What China has in mind in approaching the incident, in which 46 South Korean sailors died after their warship sank in March, is maintaining peace and stability on the Korean Peninsula, he said.China attaches importance to the joint investigation conducted by South Korea and other countries and the reactions of various parties, and will take its position on the basis of truth and facts, he added.China appealed for calm on the part of the concerned parties so as to avoid a further escalation of tension and even conflict, he said.The Chinese premier said China understands the current difficult situation President Lee Myung-bak and the South Korean government are facing.China will seek information from various sources and seriously study it before making clear its stand in "a fair and objective manner," he said."We will adopt an impartial position," he said. China also maintains that any approach on it must serve the fundamental interest of maintaining peace and stability on the Korean Peninsula, he added.Wen said Japan is an important country in Northeast Asia and a close neighbor of China and South Korea. XINING, April 25 (Xinhua) -- China's health authorities have stepped up measures in preventing epidemics in northwest China's Qinghai Province where at least 2,192 people died since the April 14 quake, the provincial government said Sunday.More than 400 people are working to prevent epidemics. They are monitoring infectious diseases, water quality and food safety. BEIJING, April 26 (Xinhua) -- Chinese legislators Monday started discussing for the second time a draft law on the protection of oil and natural gas pipelines which spells out the responsibilities of pipeline companies.According to the draft, companies must take safety measures while constructing pipelines and ensure the quality of materials.Companies must have professional personnel regularly patrol pipelines and deal with any potential safety issues in a timely manner, the draft said.They must place warning signs near pipelines according to state standards and replace damaged signs as soon as possible.The draft law says pipeline companies must offer compensation to land owners whose land use is curtailed by the pipeline.Buildings and facilities like pools and greenhouses that may damage pipelines are prohibited in the buffer areaThe draft said rapid urbanization has resulted in the reckless construction of buildings and roads within pipeline buffer areas, making pipeline protection increasingly difficult.The State Council, China's cabinet, submitted the law to the 14th session of the Standing Committee of the 11th National People's Congress (NPC), the country's top legislature. The Standing Committee's four-day meeting began Monday.

GYEONGJU, South Korea, May 15 (Xinhua) -- China on Saturday called on related parties to keep calm, exercise restraint and appropriately handle Cheonan incident.Chinese Foreign Minister Yang Jiechi made the remarks while meeting with his South Korean counterpart Yu Myung-hwan ahead of a trilateral foreign ministers' meeting of China, Japan and South Korea, Chinese foreign ministry spokesman Ma Zhaoxu said.Yang said the sinking of the South Korean navy ship "Cheonan" is an unfortunate incident. Considering the current complicated and sensitive situation on the Korean Peninsula, China hopes all parties concerned should start from the stability and peace of the Korean Peninsula and the region, proceed from long-term interest, keep calm and exercise restraint to appropriately handle the Cheonan incident.As for what the Japanese side said during the two-way meeting between Yang and his Japanese counterpart Katsuya Okada that Chinese marine surveillance ships' enforcement activities on Japan 's scientific research ships east of "medium line" has damaged Japan's sovereignty and interests, Yang stressed that China remains clear and consistent position on the East China Sea issues. He said China has never recognized the so-called "medium line" proposed unilaterally by Japan, noting that the Japanese side has no right to adopt unilateral actions in the disputed sea, according to the spokesman.The spokesman said the two sides agreed to calmly deal with related issues to avoid worsening the situation and affecting the bilateral ties.Regarding to what the Japanese side mentioned during the meeting that its surveillance actions on the Chinese Navy's recent training in East China sea are in line with the International Law, describing the Chinese side's actions as "dangerous", Yang reaffirmed that the Chinese Navy are conducting normal training, which poses no threat to any country.Yang hoped that the two countries' defense authorities could enhance mutual trust by further strengthening exchanges and communications, so as to prevent misunderstanding and misjudgment, according to the spokesman.
