SHANGHAI, Dec. 21 (Xinhua) -- A senior Chinese leader has urged Shanghai, the country's major economic hub, to use the global financial crisis as a driving force to pursue economic restructuring. BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao recently made a site tour in Ansai County, Shaanxi Province, to publicize a campaign for the Scientific Concept of Development.     It's an ideology with the same principles of the previous Party leaders' theories known as Mao Zedong Thought, Deng Xiaoping Theory and the Important Thought of "Three Represents". The theories all say the CPC has always represented the most advanced productivity and culture in China, as well as the most fundamental interests of the majority of the Chinese people.     During his tour, which took place October 29-31, Hu explained the Scientific Concept of Development which was adopted at the Third Plenary Session of the Seventeenth CPC Central Committee.     While talking with villagers in Hougoumen, Ansai County, Hu said the new policies, based on a practice of the Scientific Concept of Development, will bring substantial benefits to farmers by allowing them to lease their rights to contract cultivated land and forests. On the eve of the traditional Chinese Lunar New Year in 2006, Hu spent the festival night with villagers, having meals and joining in festive activities including a traditional dance.     Ansai, a county subordinate to Yan'an City, is Hu's site for the on-the-spot study of the ideological drive. Yan'an served as the capital for the CPC-led revolutionary base during the 1930s-40s, before the Party took over the power in 1949.     During his stay in Hougoumen this Oct., Hu learned about new progress made by the leadership of the village's Party branch. The villagers have had their income remarkably increased and their living standards much improved, Hu was told.     The village insisted on a Party Member Promise System. All the village cadres and applicants for Party membership are required to make the promise, according to Yang Fengqi, head of the village's Party branch.     Hu called the Party Member Promise System a good way to help Party members and cadres display their exemplary role.     "We must do what we have promised to do by actions," he stressed.     Hu visited a class of the local elementary school and talked with Kang Haifa, a villager whose family spent the 2006 Lunar New Year's eve with the leader at their cave house. Hu encouraged Kang, an agricultural technician, to help villagers with his skills on vegetable planting.     While in Ansai, the leader also visited Longshitou and Fangta villages and a rural hospital in Jianhua Town.     Showing concern for the heath care of rural people, Hu said the recent Third Plenary Session of the 17th CPC Central Committee decided to form a three-level medical network in the countryside. He said a health center will be set up and perfected for each town or township.     During his tour, Hu also visited the county government's complaints reception bureau and talked with officials about rural people's concerns. The officials told him that local villagers mainly cared lawsuits, land confiscation, reclamation of cultivated land to forests and contracting rights for farmland.     In meeting with the leader, local officials and villagers informed Hu of current reform of the managerial rights in the tree-planting sector. Now with the new policy, local people are working diligently to manage the forest while protecting the environment and ecology.     Hu urged local people to plant more trees in Ansai as it is located on the Loess Plateau, which is vulnerable to ecological damage.     At the end of his study trip, the top leader hosted a gathering to hear reports by some local officials who pledged to promote economic development by relying on science and technological progress.     In a key-note speech, Hu called for deepening awareness of the ideological drive, correctly understanding the general demands of the Party Central Committee and further promoting the implementation of the Scientific Concept of Development.

BEIJING, Nov. 1 (Xinhua) -- Chinese President Hu Jintao has called on Chinese women to make more contributions to the country.     Hu, also General Secretary of the Communist Party of China (CPC) Central Committee and Chairman of the Central Military Commission, made the remark on Saturday when he met with the newly elected leaders of the All-China Women's Federation and some delegates to the 10th National Women's Congress.     Hu said Chinese women have made extraordinary contributions to the progress of the nation's civilization and economic growth, from the revolutionary wartime to the current socialist construction and reform.     The President said Chinese women deserved the title of "half of the sky", which means women could play an equal part as men in society.     Hu Jintao called on the Chinese women to make more contributions to the country's economic, social and cultural constructions and pursue scientific methods of education to cultivate their children.     Women should also strive to create a harmonious family environment to make contributions to the stability and harmony of the whole society, he said.     The President also urged female leaders and women's organizations at all levels to pay more attention to women's interests, and make all-out effort to serve them.     The Party organs at all levels should be fully aware of the great importance of women's roles and thoroughly carry out the country's policy of gender equality by creating more opportunities for women.

BEIJING, Dec. 21 (Xinhua) -- The Chinese government was taking such measures as deferring payment of social security funds in its latest efforts to reduce burdens of companies nationwide and foster stable employment situation, officials said here on Sunday.     In a notice jointly issued by the Ministry of Human Resources and Social Security (MHRSS), Ministry of Finance and State Administration of Taxation, troubled enterprises will be allowed to delay payment of social security funds in 2009 with the deferment period less than six months, MHRSS officials said.     Companies which are unable to pay social security funds are eligible to delay payment after authorization from the provincial governments, it said. No overdue fine will be imposed on these companies.     The notice also said the insurance rates for medical, work injury, unemployment and maternity will be allowed to temporarily cut back next year in some regions after authorization from the provincial governments. The pension insurance rate, however, should not be lowered.     China's social security system is made up of five parts: pension insurance, medical insurance, work injury insurance, unemployment insurance and maternity insurance.     The notice also encouraged troubled companies to conduct in-company training for employees and to apply necessary financial support from local governments.     In addition, troubled enterprises which refuse to lay off workers or dismiss fewer workers will be allowed to use unemployment insurance funds to pay social security subsidies, it said.

He sought to reassure people that the economy would be able to regain steam.     "Try to develop new types of candles to cater to different cultures, which would capture big market share," Wen said during avisit to Qingdao Kingking Group, the world's second-largest candle maker.     During a visit to Haier, the country's largest appliance maker, the premier praised its sales promotion and services in rural areas as a factor stimulating rural consumption, which he said would help ease the impact of the global financial crisis. He reassured villagers that apart from the expanded subsidies, the government also encouraged enterprises to purchase old appliances and allow farmers to trade in older models for new ones as a move to sustain domestic demand.     The premier reiterated "confidence" wherever he went, saying a solid material foundation, stable financial system, abundant cash flow, large domestic markets, appropriate macroeconomic policies and others steps boosted confidence.     Wen said the State Council, or Cabinet, is drawing up two major plans.     One involves 10 programs to expand demand, further detailing and specifying the 10 stimulus measures kicked out last year.     The other includes the readjustment and improvement of 10 pillar industries. Plans for the development of steel industry and automobile industry have been rolled out and others are under way.
