KANSAS CITY, Mo. — A mother is outraged after seeing a photo of her 7-month-old son tied up in a sleep sack at day care.Tanya, who asked her last name not be used because of her job with the government, said she got phone call from the Kansas Department of Children and Families (DCF) in late March. The department told her it was investigating a report involving a photo of her son at Miss Anne's Daycare in Leavenworth, Kansas.The DCF worker couldn’t send her the photo, so Tanya drove directly to the DCF offices in Leavenworth.“It was a picture of him in a sleep sack with his arms bound down and the sleeves of the sleep sack tied to the back with a ponytail holder, and he was laid face down with his face pretty much in the corner,” she said, shaking. Tayna drove directly from the DCF office that day to the day care, picked up her son, and he hasn’t been back.Tanya said she’s not really an emotional person, but the situation has been difficult.“You know, I was in the military for 22 years. I don’t shake easily…” she said. “This shook me to my core.”She wasn’t the only person to get a phone call.Deirdre Engle said she got a call, too. Someone had reported her daughter, Elora, being put down the same way — in a sleep sack, face down, with the sack pulled tight with a hair band. Engle said DCF had a photo and was investigating. “First, I thought there's no way that's my baby, she looks so small! She's laying on her tummy like she always does, but she looks uncomfortable. She's tied up. My baby is tied up," Engle said in a phone call. "She can't roll over, she can't sit up, if she were to cough up any of her formula, she'd choke. I got scared for her. She's been at this day care since she was 5 weeks old. I've trusted these people for her entire life and I was wrong,” wrote Engle.Engle pulled her daughter from the day care March 27. She has not taken her child back to the facility.Another mother, Jennifer New, also got a call from DCF in late March. According to her, DCF assured New her daughter wasn’t in any photos they’d received, but they wanted her to check on things and report back.When reached for comment, Miss Anne's referred Scripps station KSHB to a statement they’d posted on Facebook earlier in the day on April 17.The Department of Children and Families said it could not comment specifically on investigations. However, DCF did say it follows the American Academy of Pediatrics recommendation that babies be put to sleep on their backs.The Kansas Department of Health and Environment released the following statementt:  2626

JULIAN, Calif. (KGTV) -- More than 1,600 people will be without power in Julian Wednesday as San Diego Gas and Electric crews work to replace equipment. The power company said power will be turned off from noon to 5 p.m. to accommodate the work. “To minimize impact on schools, the planned outage is occurring on a day when schools in the area are scheduled to get out early,” the company said. The company also warned that the work may take longer than expected should any weather conditions or unforeseen events unfold.SDG&E says customers in the area should unplug all sensitive electrical equipment to prepare. JAMUL, Calif. (KGTV) -- A man was arrested Tuesday morning after reportedly stabbing a San Diego County Sheriff’s Department K-9 and spraying deputies with bear spray. Deputies were called to the 15000 block of Skyline Truck Trail in Jamul around 10 a.m. Tuesday after receiving reports of a man walking around a vehicle talking to himself. When deputies arrived, they made contact with the man, identified as Richard Lechuga, 29, of San Diego, sitting in a vehicle. When deputies approached Lechuga, he reportedly sprayed three of them with bear spray through an open window. Deputies say Lechuga then brandished what appeared to be a knife and a handgun and stabbed a K-9 in the head and face. Deputies were able to take Lechuga into custody after using less-lethal shotgun rounds, pepper balls and a Taser. The K-9 was taken to a local veterinarian for treatment of non-life threatening injuries. The deputies were also treated on scene and Lechuga was taken to the hospital for treatment. Lechuga was arrested for felony assault with a deadly weapon on a peace officer, assaulting a police animal and resisting arrest. KANSAS CITY, Mo. — A former U.S. Secret Service agent who worked on a presidential detail for the late George H.W. Bush reminisced about the 41st president of the United States on Saturday after learning of Bush's passing.Mauri Sheer spent two years with the Bush family during his presidency before he was appointed as a U.S. Marshal in the Kansas City area. Sheer, who worked in the Secret Service for nearly three decades, served six presidents."From Gerald Ford through George W. Bush," Sheer said.But it was his time with George H.W. Bush, who died Friday night at his home in Texas, that he thought about most this weekend."He was constantly moving, and when he would move, he would move fast," Sheer said. "If you were working right ahead of him in the perimeter around him and you were right ahead of him, you'd have to be careful if you slowed down because he'd run you right over."Sheer said that same energy went into his golf game. "They say he played golf almost like you play hockey," Sheer said. "He'd hit the ball and the ball's almost done moving and he's just constantly moving."Sheer said the moment he'd never forget was the day Ronald Reagan was released from the hospital after he'd been shot. Sheer said he and Bush were running a 10-kilometer race that morning. "He didn't run as fast as he thought he was going to and he was pressed for time and he was behind and he was afraid he was going to miss it," Sheer said.As usual, Bush didn't miss a beat.Sheer said that's one thing he'll always remember. He also wanted others to know Bush was a fundamentally good person."The main thing that I think people should know about George H.W. Bush is that he's one of the most decent guys I'd ever been around," Sheer said.He also will remember Bush as a generous man who cared deeply about others.During the holiday season, Sheer said Bush would plan his schedule around his agents, so they could be home with their families for the holidays. 2001

  

JULIAN (CNS) - A motorcyclist was killed in a crash near Julian on Saturday.California Highway Patrol officers headed to state Route 79 near Sunrise Highway about 1:50 p.m. for a report that a Toyota 4Runner had struck a motorcycle and pinned the rider underneath the vehicle, according to a CHP incident log.The motorcyclist was pronounced dead at the scene, according to Cal Fire San Diego. No identifying information on the victim was available.One-way traffic control was in place while authorities investigated and worked to clean up the crash, according to the CHP. 579
