SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses. SAN DIEGO (KGTV) -- Hundreds showed up for a prayer vigil Wednesday night, organized by the Broadway Heights Community Council. The Prayer Vigil for Love, Peace and Justice was outdoors on Martin Luther King Jr. Way. A dozen faith leaders participated, each taking a moment to speak to the crowd and then share prayer with the crowd. Organizers say they put this together in response to the racial injustice around the country, mentioning the death of George Floyd and the arrest of Amaurie Johnson at the trolley station in La Mesa. The vigil was peaceful and organizers say that was the goal. Families that attended the event and faith leaders say they are hopeful that coming together will lead to meaningful change and healing. 740

SAN DIEGO (KGTV) — It’s a form of paid time off that predates sick leave.California requires businesses to give an employee up to two hours of paid time off on Election Day to vote, if the employee is unable to vote during non-working hours.“They can take advantage of this paid time off at either the beginning of their shift or at the end of their shift and they can take as much time as they need to vote. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. For people who work Monday through Friday, Eaton said they need to inform their bosses first thing Friday morning, although there are exceptions for unforeseen circumstances.The caveat is that this right is only for employees who cannot vote during their non-working hours.It’s somewhat harder to make that argument this election cycle at a time when every registered voter in California got a mail-in ballot, and early in-person voting at polling places begins Saturday, but Eaton doesn’t expect much pushback from companies.“There could be a court dispute but the optics of that are not going to be good even if, ultimately, the employer is legally justified,” he said.Even though turnout is on pace to be record-breaking this year, the U.S. still ranks near the bottom in voter participation each year. It ranked 26 out of 32 countries in the 2016 election, according to the Pew Research Center.So why not follow some other countries and make Election Day a national holiday?The idea has been floated before but it hasn’t gotten far. SAN DIEGO (KGTV) - In an effort to accelerate hiring and training of more border officer, National Guard members were deployed Tuesday to ports of entry along San Diego County's border with Mexico.In total, 24 National Guard troops joined Customs and Border Protection personnel at Port of San Diego, and ports of entry in San Ysidro, Otay Mesa, Tecate, and Calexico.They will not be taking part in any enforcement activities, according to CBP, instead, helping in surveillance support and operations.
