A federal judge halted construction of the controversial Keystone XL oil pipeline on Thursday, in a blow to the Trump administration and a win for environmental groups.US District Judge Brian Morris found that the US government's use of a 2014 environmental review to justify issuing a presidential permit for construction of the cross-border pipeline violated the National Environmental Policy Act, the Endangered Species Act and the Administrative Procedure Act, according to the court order issued Thursday."The Court enjoins Federal Defendants and TransCanada from engaging in any activity in furtherance of the construction or operation of Keystone and associated facilities," the court document reads, "until the Department has completed a supplement to the 2014 SEIS (Supplemental Environmental Impact Statement) that complies with the requirements of NEPA and the APA."Environmental groups involved in bringing the 2017 lawsuit celebrated the decision."Keystone XL would be a disaster for the climate and for the people and wildlife of this country," said Jackie Prange, senior attorney at the Natural Resources Defense Council, one of the plaintiffs. "As the court has made clear yet again, the Trump administration's flawed and dangerous proposal should be shelved forever."In March 2017, President Donald Trump's administration issued a permit approving construction of the pipeline, reversing the Obama administration's decision to block the controversial project.The White House has not responded to CNN's request for comment on the judge's order.The permit approval followed years of intense debate over the pipeline amid steadfast opposition from environmental groups.They argued that the pipeline would support the extraction of crude oil from oil sands, a process that pumps more greenhouse gases into the atmosphere than standard crude oil extraction. A federal judge on Monday sided with the Standing Rock Sioux Tribe and ordered the Dakota Access pipeline to shut down until more environmental review is done.U.S. District Judge James Boasberg said in April that the pipeline, which has been in operation three years, remains “highly controversial” under federal environmental law, and a more extensive review is necessary than the environmental assessment that was done. In a 24-page order Monday, Boasberg wrote that he was “mindful of the disruption such a shutdown will cause,” but said he had concluded that the pipeline must be shut down.The pipeline was the subject of months of protests, sometimes violent, during its construction near the Standing Rock Sioux Reservation that straddles the North Dakota-South Dakota border.The Standing Rock tribe presses litigation against the pipeline even after it began carrying oil from North Dakota. 905

A historically active Atlantic Hurricane season is nearing a close, but there appears to be at least one more threat looming in the Caribbean Sea.Hurricane Zeta is currently churning just south of the Yucatan Peninsula with maximum sustained winds of 80 mph — and is currently projected to make landfall on the Louisiana coast later this week.The National Hurricane Center issued a hurricane watch for portions of the Louisiana and Mississippi coasts on Monday. The hurricane watch runs from Morgan City, Louisiana to the Alabama/Mississippi border. The hurricane gained hurricane status Monday afternoon after Hurricane Hunters flew through the storm. In addition to gustier winds, the Hurricane Hunters found Zeta's pressure has dropped. According to the National Hurricane Center's latest update, Zeta is projected to make landfall on the eastern part of the Louisiana coastline on Wednesday evening or early Thursday morning. At that point, officials believe the system will be "at or near hurricane strength."Zeta is the 28th named storm of 2020 — the second-most all-time in a single year. And no region has been targeted more by tropical storms this year than the Louisiana coast.The Louisiana coastline has already been targeted by four major storms this year — Cristobal, Laura, Marco and Delta. The strongest of those storms, Laura, reached category 4 status and caused extensive damage to the Lake Charles area, contributing to 17 deaths in the U.S.According to one NOAA researcher, the Louisiana coast has spent more than three whole weeks in NHC forecast cones this year, by far the most of any region. 1624
