SAN DIEGO (KGTV) — Last year, California voters overwhelmingly approved a measure to make Daylight Saving Time permanent. So why are we still springing forward and falling back an hour?Specifically, Proposition 7 was passed to allow the state legislature to vote to adopt Daylight Saving Time year-round with congressional approval. There lies the answer: congressional approval.Though California has yet to hold a vote, the change to year-round Daylight Saving Time would require Congress' backing. There are also four bills waiting in Congress that could allow California and other states to make the time shift: H.R. 1556, S. 670, H.R. 1601, and H.R. 2389. SAN DIEGO (KGTV) - It’s not the new uniform that sells to thousands of adoring fans.  However, San Diego Gas & Electric’s new employee uniforms could save customers hundreds, if not thousands of dollars.All of SDG&E’s 1,800 employees that work in the field will have new uniforms by the end of the year.“The new uniforms have an embroidered logo on them. The other ones had a patch, which potentially could be removed,” said SDG&E Gas Training Supervisor Scott Hazlett.Hazlett said that embroidered logo replaces a patch worn on uniforms.  He said scammers could take the patch and put it onto any clothing. Hazlett said the embroidered logo is harder for scammers to duplicate.An SDG&E spokeswoman said someone tries to scam a customer almost every day.  The new uniforms give customers another layer of proof that they’re dealing with a legitimate SDG&E employee.Hazlett added any customer with doubts should always ask for identification and they should call SDG&E directly at 1-800-411-7343 to confirm they are dealing with an employee.The new uniforms are also lighter weight and can protect employees better from sparks and fire.“It feels great to know that the company really values its safety,” said Hazlett. 1263

SAN DIEGO (KGTV) - It's been 13 years since Filirican Torres died after being hit by a car on the 94 Freeway, and her family says every passing holiday and anniversary brings the pain back to the forefront."It feels like someone is stabbing you in the heart over and over again," says sister Edy Torres.Friday is the anniversary of the death, which is still unsolved. Now the Torres family is asking anyone with information to come forward and help them get closure."Maybe they heard something in the last 13 years," says Torres. "Maybe they heard her name or something came up. Help us out."The family says Torres was thrown from a car on the freeway on January 10, 2007, and then hit by several other cars on the road. It happened on the Eastbound lanes of the 94 in between Euclid Avenue and Kelton. At the time, San Diego Police called the death "suspicious." In 2009, Crime Stoppers released a photo of a white Geo Metro as a suspect vehicle, but they never made any arrests."She was a loving person," Torres says of her sister. "When you met her she would put a smile on your face. She had this aura where you would just gravitate to her."As they have for years, the family is putting up posters around the area where the crash took place."It's been 13 years," says Edy. SAN DIEGO (KGTV) — It has been over six months since a water main break spilled thousands of gallons of water into North Park streets, but some homeowners are still dealing with the aftermath.Jonathan Head has owned a triplex on Idaho street for almost twenty years."There's two buildings," Head said. "It was built in [the] 1940s."Back in October, a water main broke near his property. His tenants started to text him early that morning on October 4th. "It made my heart drop... it was like a river," Head said. While the water did not enter the living space, Head said it went into the vents flooding the crawl space beneath. "The wiring, the plumbing [was] completely saturated," Head said. He said city workers tried to fix the problem, but it was too late."By the time they got the equipment in, most of the water had penetrated the soil," Head said. He believes that made it difficult to dry out the property, which is why they are seeing problems with the foundation. Head said cracks below and inside the home developed. He filed a claim with the City of San Diego, but said he got no response."The city still has not compensated the clients entirely for the full scope of the damage," said Head's attorney, Evan Walker. There is now a lawsuit claiming roughly 5,000 worth of damage. "I think the city has known for some time about the precarious condition of its pipes and that it has done nothing," Walker added.
