SAN DIEGO (KGTV) — Three women were rescued from a Blacks Beach cliff early Thursday. The three women, all from East County, were stuck on a cliff in the Box Canyon area of La Jolla just after 8 a.m., according to San Diego Fire-Rescue and lifeguards. Fire crews said the women became stuck just above the beach, prompting crews to use a rope system to hoist them down."As you can see, even using a rope system to get down to the beach is challenging because of the steep and slippery cliff conditions," SDFD said in a Facebook post. 540

SAN DIEGO (KGTV) — The San Diego Board of Supervisors announced Monday that the county will close bars without a license to sell food ahead of the July 4 weekend in an effort to slow rising coronavirus cases.San Diego Supervisor Nathan Fletcher said the county will close all bars, wineries, and breweries that do not have a license to serve food. California took a similar stance with several counties over the weekend."Bars are purely social settings where different people and groups often mix. It's a simple reality that alcohol consumption impairs judgment and may lead to less compliance with physical distancing guidelines," Fletcher said. "People often spend more time in a bar than other establishments like a restaurant for eating."RELATED: Gov. Newsom shuts down bars in Los Angeles, six other counties amid surge in COVID-19 casesAccording to the county, there have been seven community outbreaks in the last week. Of those, two outbreaks were traced back to restaurants/bars. During Monday's press conference, the county wasn't able to specify how many of the region's total cases had visited bars.Fletcher added that the county is reinstating an order that alcohol can only be consumed while customers are simultaneous eating meals and can't be ordered alone. A third measure was added that anyone who does go to a bar, brewery, or winery that serves food can only consume their food and drinks while seated at a table. The new measures take effect on July 1.Fletcher said in addition to the actions, they anticipate "instituting additional changes to our public health order, and additional dialing back and guidance that are a part of our efforts to slow the spread of COVID-19."RELATED: At least 6 companies working on COVID vaccines in San DiegoThe county is also pausing any further business reopenings until after Aug. 1, even if given guidance by the state.County officials and health officials are scheduled to meet with hospital CEOs Monday to look at what steps they recommend taking. Fletcher added that the county will also be looking at stepping up enforcement and education of the health orders."We are strongly encouraging San Diegans to be responsible and avoid gatherings, avoid indoor gatherings," Fletcher said. "The most patriotic thing we can do on the July 4 weekend is adhere to the public health orders and work to save lives."The announcement comes as San Diego County set a new record for positive coronavirus cases at 498, bringing the region's total to 13,832 total cases. No new deaths were reported on Monday. 2560

SAN DIEGO (KGTV) -- The San Diego Police Lieutenant serving as the department's LGBT liaison has announced he is stepping down from the role. In an open letter posted to LGBTQ San Diego County News, Lt. Daniel Meyer explained why and how he made the decision to leave his position as the liaison. Lt. Meyer has been the liaison for 10 years. The news comes after San Diego Pride organizers sent a letter to the mayor announcing no law enforcement contingents would be allowed in the parade or festival, until policing changes are made, to show support for the Black LGBTQ community. The LGBT Community Center announced it would no longer allow armed, uniformed officers at its facilities and events. In his letter, Lt. Meyer says he found himself at a cross roads, proud of the work he's done to make SDPD a more inclusive and understanding agency. Meyer says he recognizes a need for change on a national level within community relations with law enforcement. Meyer continues, explaining that he cannot support the decisions because it "simply negates the amazing work done over decades."To read Lt. SAN DIEGO (KGTV) - The trial for a former San Diego County sheriff's deputy accused of sexual misconduct while wearing his uniform began Monday in Vista.More than a dozen women claim Deputy Richard Fischer made unwanted advances."I think he's a bad guy," a San Marcos woman, who filed ,000,000 claim against the County, said. She said in August of 2017 two sheriff's deputies knocked on her door in the middle of the night for a welfare check. There was no problem and they left but she said Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."I was stunned shocked, it was very fast and confusing...I felt very vulnerable, intimidated, felt weak. I felt little." She said, next to tears. "It's just a mess! Everything is a mess! This is hard to do. He shouldn't have come back to my house and I don't ... Everything's a mess!"Similar instances were described by other women. In October of 2017, near the entryway of a 64-year-old woman's condo, Fischer took her report for a domestic violence incident and then made his move."His hands went all the way down to her butt and he squeezed both of her buttocks... he took her hand and pulled it down to his groin area," Lawyer Dan Gilleon said. He represents several women who filed claims against Fischer.Gilleon made a theme apparent, "he knows that she's alone, and she's vulnerable, and she's scared." Another victim called him a predator. Some women who came forward claim Fischer became more brazen, forcing sexual acts.Wednesday a plea deal fell through. The deal would mean Fischer would plead guilty to four felony charges -- down from more than 12 felonies -- and serve no more than five years in prison.10News learned that Fischer would also have to register as a sex offender for life under the plea deal.Fischer faces more than 25 years in prison if convicted of all charges. He has emphatically denied the allegations.Read Related:7th woman accuses San Diego County Sheriff's Deputy Richard Fischer of inappropriate behavior5th accuser accuses San Diego Sheriff's deputy of inappropriate behaviorSecond woman accuses San Diego Sheriff's deputy of inappropriate behaviorSan Diego County sheriff's deputy accused of sexual misconduct pleads not guilty 2300
