KUNMING, Aug. 22 (Xinhua) -- Chinese local officials were ordered to carry out pre-emptive evacuations to avoid heavy casualties in geological disasters after a series of mudslides left nearly 2,000 people dead or missing in less than two weeks. In a work conference held in southwest China's Yunnan Province, Minister of Land and Resources Xu Shaoshi ordered local officials not to hesitate in forcing residents in disasters-threatened zones to move."As long as there is a sign of geological disasters looming, officials should take it seriously and carry out the evacuations," Xu said. "It is better to hear the people's blames than their cries."Xu also ordered local offcials to strengthen monitoring efforts by using advanced technologies and mobilizing the public.China has been suffering from a string of rain-triggered disasters recently as the country battles its worst floods in more than a decade.Yunnan is the latest to be hit by massive mudslides. As of Sunday, 29 people were killed and 63 remained missing after mudslides hit the remote, mountainous town of Gongshan in the province on Wednesday. In the northwestern province of Gansu, at least 1,435 people were killed and another 330 are reported missing after an avalanche of mud and rocks hit the center town of Zhouqu County at mid-night Aug. 7.Rain-triggered mudslides also killed more than 18 people in Wenchuan and Qingchuan counties in southwest China's Sichuan - which was devastated by a massive earthquake in 2008.

CHANGCHUN, July 30 (Xinhua) -- Civilians were mobilized Friday to join exhausted soldiers and emergency workers struggling against mounting difficulties to retrieve thousands of chemical-filled barrels that were swept into a major northeast China river by flood waters two days ago. Some 3,000 full barrels and 4,000 empty ones were swept into the Wende River and on to the Songhua River after floods hit warehouses of two chemical factories in Jilin City, Jilin Province, early Wednesday. As of 6 p.m. Friday, 3,700 of the about 7,000 containers have been retrieved, according to a statement from the provincial government.Provincial authorities vowed to retrieve all the containers before they flow out of Hadashan Reservoir on the lower reaches of Songhua River in Jilin's Songyuan City. However, salvage workers fear some of the barrels, many filled with 170 kilograms of flammable liquid, may have sunk to the bottom of the Songhua River, raising serious risks of lingering water contamination.Chemical barrels were also spotted lying unattended in the debris of flood-devastated villages. At 2 p.m. Friday, the Fengman Reservoir, on a tributary of the Songhua River and 24 km southeast of Jilin City, opened floodgates to discharge flood waters. The water flow at each gate peaked at 800 cubic meters per second around 4 p.m., and at least thousands of residents had been evacuated over Thursday night and Friday morning.Workers said the move might help speed up salvage efforts by washing away floating debris, such as trash, weeds and tree branches, which had hampered the work.

BEIJING, June 18 (Xinhua) -- Chinese Vice Premier Hui Liangyu on Friday urged local governments to strengthen flood control efforts and try all means to save the people endangered by the disaster. The official asked the Ministry of Water Resources and local governments to pay close attention to the development of the flood and prevent dam breaks.Government authorities should also pay more attention to rain-triggered landslides and other disasters brought by flood, Hui said.Soldiers transfer an old man trapped by the flood water at Songxi Town of Qingliu County, southeast China's Fujian Province, June 18, 2010. The Ministry of Civil Affairs said, by 4 p.m. Friday, the heavy rains that began pounding south China Sunday had left 69 dead, 44 missing and forced the evacuation of 493,000 people in Fujian, Jiangxi, Hunan, Guangdong, Sichuan and Guizhou provinces as well as Guangxi Zhuang Autonomous Region.About 5.65 million people in 172 cities in seven southern regions were affected by the heavy rains, namely Fujian, Guangdong, Hunan, Jiangxi, Guangxi, Guizhou and Sichuan, the ministry said in a statement.Further, the rains and ensuing floods and landslides have engulfed roughly 300,000 hectares of crops, of which 27,500 hectares of crops have been destroyed, it said, adding that about 98,000 homes have collapsed or been damaged. Also, the heavy rains are being blamed for direct economic losses of 6.5 billion yuan (about 950 million U.S. dollars). The State Flood Control and Drought Relief Headquarters initiated a level-III emergency response plan, sending work teams to guide the flood control efforts in the worst-hit regions - Fujian, Jiangxi, Hunan and Guangxi.
