BEIJING, Oct. 11 (Xinhua) -- China on Monday vowed to continue its financial support to reconstruction projects in areas ravaged by the major Wenchuan earthquake in 2008, promising lower rates on loans and demanding an easier deposit reserve requirement ratio from banks in the regions.The new pledge came in a joint statement on the website of the People's Bank of China, or the central bank, which announced the continued financial support along with the China Banking Regulatory Commission, the China Securities Regulatory Commission and the China Insurance Regulatory Commission.Banks in the quake-hit areas should continue to provide financial support and services to reconstruction projects in the regions, as post-earthquake reconstruction is still in a critical period, the statement said.The magnitude-8.0 quake, with its epicenter in Wenchuan in southwest China's Sichuan Province, left more than 87,000 people dead or missing and more than 374,640 injured. Millions of houses were also flattened during the major quake."We should keep the continuity and stability of our financial support to the regions and make our financial services better targeted and more effective," it said.According to the statement, local banks in the quake-hit areas will continue to enjoy a lower deposit reserve requirement ratio, compared with elsewhere, until June 30, 2011, and such banks will also be exempt from any hike of the reserve requirement ratio during this period.The statement ordered local bank branches in the quake-hit areas to provide prioritized financial services to projects in fields of infrastructure facilities, agriculture, medium and small enterprises, as well as ecological and environmental protection in the region.China's central bank and banking, securities and insurance regulators encourage eligible companies in the quake-hit regions to widen their finance channels through inter-bank short-term bond issuances, bills and other financial instruments, according to the statement.Also, local banks' preferential policies on loans to home reconstruction would remain unchanged in the quake-hit regions, it said.However, loans to projects with high consumption of energy and heavy pollution must be strictly controlled in a bid to facilitate energy-savings and reduce carbon dioxide emissions in the region, according to the statement.Chinese lenders had extended 172.4 billion yuan (25.35 billion U.S. dollars) loans for relief and reconstruction in regions devastated in the earthquake by the end of the first quarter, according to the central bank's figures released in May this year.Outstanding loans at banks in quake-hit provinces, including Sichuan, Shaanxi and Gansu, surged 34 percent year on year to 2.29 trillion yuan at the end of March.

These charges come amidst worries that U.S. protectionist measures against its trade partners might be on the rise due to its sluggish economic recovery.However, Lin Shunjie said government subsidies in the United States to protect its clean energy industry were more extensive than those in China, adding the United States should reevaluate its subsidy policies and to especially benefit small and medium-sized companies.Further, Lin suggested the U.S. government increase the channels of financing for these small-scale companies in order to improve their competence in trade, rather than accuse other countries."The competence of small and medium-sized renewable energy companies in the United States is far behind those in Europe, Japan, and even Australia," said Lin, "while the Chinese market is open and is willing to import more products from overseas."Lin added that China had a trade platform for imported goods exhibitions in Shanghai, but so far very few U.S. companies have reached deals. "The U.S. government has not done enough in helping its enterprises increase their exports."The next five to 10 years would be the period when China and the United States see technology transfers and heightened inter-dependence of markets, Lin said while attending a conference held in Beijing on Wednesday.

  

DAMASCUS, Oct. 31 (Xinhua) -- China's top political advisor Jia Qinglin on Sunday vowed to promote political, economic ties and people-to-people contact with Syria.Jia, chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, made the pledge when holding talks with Suleiman Kaddah, vice chairman of the National Progressive Front.Jia hailed the traditional friendship and current cooperation between China and Syria in political, economic, cultural and education sectors and on international affairs, saying the similar experience of the two states in history helped to facilitate mutual understanding and support.China appreciates Syria's adherence to the one-China policy and its support to China on issues related to China's core interests and major concern, Jia said.China also supports the just cause of Syria for safeguarding its national sovereignty and territorial integrity, and backs Syria in resuming the exercise of full sovereignty on the Golan Heights at an early date, Jia said.Jia suggested the two sides strengthen political exchanges and mutual trust, and expand economic and trade cooperation."China encourages qualified Chinese enterprises with good credits to invest or set up factories in Syria, and supports Syria to export more to China," he said.Jia also proposed the two sides increase consultation on regional and international affairs, jointly safeguard the legitimate rights and interests of the two states and of other developing countries, push for a new, fair and reasonable international political and economic order, and promote the friendly cooperation between China and Arabian and Islamic countries.Jia suggested the two nations boost exchange at people-to-people and local levels, and promote cooperation in such fields as media, culture, education, academy and tourism.Kaddah, in his turn, applauded Syria's friendship and cooperation with China, saying China is playing an important role in safeguarding the world peace.Syria appreciates China for its long-standing position of settling international disputes through dialogue and enhancing mutually beneficial cooperation among all countries, he said.Kaddah reiterated Syria's stance on issues that concern China's core interests, saying Syria will constantly abide by the one-China policy.Jia and Kaddah both pledged to promote exchanges and cooperation between the CPPCC and the National Progressive Front.

  

GUANGZHOU, Oct. 12 (Xinhua) -- Chinese President Hu Jintao lit the Asian Games torch from a specially designed cauldron in Beijing's Temple of Heaven Tuesday morning, marking the official start of the month-long relay for the 16th Asian Games.The torch relay will cover Beijing, Harbin, Changchun, Shandong's Haiyang, and 21 cities in southern Guangdong Province before arriving at the Asian Games opening ceremony in Guangzhou on November 12.Guangzhou, capital city of Guangdong, has been preparing itself for the games for the past six years, after it won the bid to host the Games in July 2004.The construction of the venues and the Asian Games Village has been completed. The Asian Games Village, covering 622,000 square meters, will house more than 40,000 athletes, officials, media personnel and volunteers.The garden-style village boasts a treasure trove of ancient Chinese architecture and tranquil natural sceneries, which are meant to provide the athletes with a serene getaway from the hustle and bustle of the competitions."The rooms for the athletes are not equipped with telephones, TV sets or cooking facilities, so the athletes can enjoy a quieter and safer environment," said Fan Haoran, a staff member in charge of housing services in the Village.To ensure the safety of the Games, more than 100 security checkpoints have been set up at highway toll stations and ferry terminals in the provinces of Guangdong, Fujian, Jiangxi, Hunan, Hainan and Guangxi Zhuang Autonomous Region.The public security divisions at all levels nationwide will be involved in a series of safety measures, such as increasing efforts to investigate and handle legal disputes, cracking down on violent crimes, and monitoring public security, according to the public security bureau of Guangzhou Municipality.Guangzhou Public Security Bureau has distributed security awareness pamphlets to bus and car drivers, introducing them to measures designed to prevent and cope with crimes and terrorist attacks, said Zhu Xuqin, an official at the Guangzhou Public Security Bureau.The Special Force of Chinese People's Armed Police Forces of Guangdong Province has already undergone a strict 100-day counter-terrorism attack training program."We have been studying the security incidents that took place in the Munich Olympics and the Atlanta Olympics, and have discussed ways to cope with emergencies as well as acquainted ourselves with the sports venues," said Li Hejun, a general of the special force.As for the accusations about the safety hazards of Guangzhou's subway Line Three which were posted online by a local engineer, Guangzhou Metro Corporation announced Tuesday that Line Three was safe enough, despite the fact that the compressed strength of the concrete in some parts of the line was below the planned standards.As an integral part of the preparation for the Asian Games, the local government of Guangzhou has been building additional sports infrastructure for the public.Currently, Guangzhou has more than 20,000 sports venues and facilities and 9,000 green spaces for morning and evening exercises."We want to make the Asian Games a holiday for all.
