OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674

On Wednesday, Facebook announced that it launched a million grant program to support Black-owned businesses.Back in June, the social media giant committed a 0 million investment that was aimed at helping U.S. Black-owned businesses, creators, and nonprofits.On Wednesday, the company began accepting applications for the grants.To apply for a grant, the company must be a majority Black-owned for-profit business, have less than 50 employees, been in business for over a year, and experienced challenges from COVID-19, Facebook said.The grants comprise of ,500 in cash and ,500 in optional advertising credits to use on Facebook. One hundred people have been charged in connection with a large-scale fentanyl, carfentanil, heroin, and cocaine trafficking ring that has operated between Cuyahoga and Columbiana counties in Ohio since 2014.According to Ohio Attorney General Mike DeWine, the amount of fentanyl and carfentanil that was allegedly trafficked into the area "was enough to kill every single person in Columbiana County, plus every man, woman, and child in 11 other nearby counties."Investigators say the people charged are responsible for funneling the equivalent of approximately 1 million potentially fatal doses of carfentanil and approximately 350,000 potentially fatal doses of fentanyl into Columbiana County alone.Authorities began serving arrest warrants as part of "Operation Big Oak" on Monday.Three Cuyahoga County men, who are the alleged ringleaders of the operation, are accused of operating the drug ring as part of the “Down the Way” criminal street gang.  The men are all facing multiple charges related to the trafficking of fentanyl and the trafficking of heroin and/or cocaine.A fourth Cuyahoga County man, who was also identified as an alleged ringleader of the organization, is accused of trafficking carfentanil, fentanyl, heroin, and cocaine as part of the drug operation.According to investigators, the four suspects allegedly sold the drugs to dozens of mid-level traffickers who then sold the drugs across Columbiana County.A total of 51 alleged mid-level traffickers from Columbiana, Cuyahoga, Tuscarawas, and Mahoning counties are also facing one or more charges related to the trafficking of fentanyl, carfentanil, heroin, or cocaine. Forty-five lower-level suspects were also indicted after investigators found that they allegedly contributed to the actions of the drug trafficking organization.Two suspects are charged with felony assault for allegedly exposing East Liverpool Police Officer Chris Green to fentanyl during a May 2017 traffic stop conducted as part of the investigation into this drug trafficking ring.
