(KGTV) -- A dramatic arrest of a man following a police pursuit that started in San Juan Capistrano and ended in Oceanside.The California Highway Patrol said it all started around 11 p.m. Sunday night when officers attempted to pull over a silver car that was weaving and traveling with no lights on Interstate 5. The driver never stopped, leading officers on a pursuit for about 20 minutes.When the chase entered San Diego County, CHP officers used a spike strip to slow down the car near Camp Pendleton, with the Carlsbad Police Department's help.The car eventually pulled into the center divider at Oceanside Blvd., but the driver refused to come out. Officers used munitions to break the back window and had a K-9 drag the man out.The driver was resisting arrest and had to be wrestled onto a gurney and taken to the hospital.No officers were injured. OLATHE, Kan. — Court documents released Monday say a Johnson County, Kansas mom was nearly successful in killing at least two of her children last month.Therese Roever faces three counts of attempted capital murder for allegedly drugging her three children on February 19.It wasn’t until her ex-husband arrived to pick up the kids that anyone knew something was wrong.Court documents indicate the ex-husband tried to get into the house for more than an hour but Roever did not open the door or answer the phone.When Roever finally let the ex-husband inside, he found his ex-wife “drugged and groggy.”First responders arrived to find the couple’s 7-year-old daughter on a bed not responding. Their 5-year-old initially got up from the bed but then stumbled to the ground. A third child, 7, was found in the bathroom crying.While the kids were en-route to the hospital, paramedics used Narcan – a drug commonly used to reduce the symptoms of opioid overdose – on two of the kids.Doctors told investigators that had police not arrived when they did, two of the children would have died.Roever remains in the Johnson County Jail on a million bond. OMAHA, Neb.  - The DEA is warning police and parents to be on the lookout for marijuana and methamphetamine laced candy this Halloween.The DEA and police agencies throughout the country have seen an increase of seizures of drug-laced edibles, including but not limited to chocolates, suckers and gummies. The DEA's Omaha Division has not identified any specific threats but issued an advisory.The items are often professionally packaged and can easily be mistaken for regular candy or baked goods. Last year the DEA found marijuana-laced candies sold in packages labeled; Munchy Way, 3 Rastateers, Twixed, Keef Kat and Rasta Reese's; had been collected during Halloween.Signs of marijuana or meth-laced candy include unusual wrapping, appearance, unusual colors, odd smell, misspelled candy labels, or candy or food that is unwrapped or unmarked.Parents and caregivers should seek immediate medical attention if a child ingests drug-laced candy and then contact local police. 988

(KGTV) — San Diego's Board of Supervisors voted to enter into an agreement with Tri-City Healthcare District to build a new psychiatric health facility in Oceanside.The county will contribute .4 million to build a 16-bed facility on a piece of vacant land at Tri-City Medical Center in Oceanside. Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million.The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. Patients had to instead be taken to Palomar Hospital in Escondido or San Diego County Mental Health off of Rosecrans Street.Not only did it make emergency situations a longer drive for patients, but officers would be removed from their jurisdictions for 5 to 6 hours.“Getting Tri-City Health into the behavioral health business has been a top priority,” said Supervisor Jim Desmond, whose district includes the hospital. “The biggest winners are the residents of San Diego County, residents and families who count on and rely on the needed behavioral health services.”The facility could take up to three years to open. 1645
