OCEANSIDE, Calif. (KGTV) - Dozens of people packed a room at Surfside Tap Room Thursday night for a well-known patron believed to have been killed in his home.John Roth, 77, was a regular at the bar. More than 50 people came to celebrate his life and drink a final toast.“He served in Vietnam, he was a topographer,” one of his friends, Tom Andrews said. “He crawled through rice paddies to make sure the maps had the right elevations.”“We had some intense conversations, but we would always end up laughing,” he added.Roth’s wife came home and found him dead Tuesday. Police say he suffered trauma to his upper body. (KGTV) — San Diego's Board of Supervisors voted to enter into an agreement with Tri-City Healthcare District to build a new psychiatric health facility in Oceanside.The county will contribute .4 million to build a 16-bed facility on a piece of vacant land at Tri-City Medical Center in Oceanside. Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million.The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. Patients had to instead be taken to Palomar Hospital in Escondido or San Diego County Mental Health off of Rosecrans Street.Not only did it make emergency situations a longer drive for patients, but officers would be removed from their jurisdictions for 5 to 6 hours.“Getting Tri-City Health into the behavioral health business has been a top priority,” said Supervisor Jim Desmond, whose district includes the hospital. “The biggest winners are the residents of San Diego County, residents and families who count on and rely on the needed behavioral health services.”The facility could take up to three years to open. 1645

(KGTV) - As many as 700 wild rats, along with dogs, rabbits, a parrot and a cat were found living in an Ojai home at the center of an elder abuse investigation, Ventura County Sheriff’s deputies said Wednesday. Deputies were first alerted to the situation on Mar. 13, when they responded to a “check-the-wellbeing” call initiated by Ventura County Adult Protective Services. APS officials suspected Catherine Vandermaesen of not properly caring for her 96-year-old father, who lived at the home with Vandermaesen and her 74-year-old sister. Deputies who went to the family’s home said the smell of ammonia and urine was detectable 20 feet away from the house. Vandermaesen, they said, refused to let them into the home. A task force of Ojai deputies and detectives said Vandermaesen allowed her father and the animals to remain in conditions not fit for living. Vandermaesen’s father was taken to the hospital and is now under the care of Ventura County Adult Protection Services. Vandermaesen’s sister was also treated at the hospital for unknown reasons and gained temporary housing. Animal Control officials impounded the animals, including 55 rats, but estimated as many as 700 more rats were still loose in the two-bedroom home. Ojai Code Enforcement officials yellow-tagged the residence as a danger to occupants. Vandermaesen was arrested on suspicion of felony elder abuse and misdemeanor failure to care for animals. 1446
