Milwaukee is seeing an unexpected spike in cases of HIV and other sexually transmitted diseases, according to health officials.There are high incidence rates in communities with larger vulnerable populations, including men who have sex with men, ethnic minorities, injection drug users and women, especially those who have been trafficked or who work in the sex trade, city Health Commissioner Dr. Patricia McManus said this week.Three Milwaukee children born with syphilis were identified in 2017, McManus said. "It rarely occurs," she said, and "the last known single case was in 2012." This "sentinel event" -- an unexpected and dramatic occurrence -- is a cause for concern, she said.Syphilis is the most serious bacterial STD. Left untreated, it can affect the brain, heart and other organs, ultimately leading to death.Angela Hagy, director of Disease Control and Environmental Health for the City of Milwaukee Health Department, reported the preliminary number of new diagnoses of sexually transmitted disease in 2017 for the Wisconsin city: 117 cases of HIV, 53 cases of syphilis, 4,401 cases of gonorrhea and 9,725 cases of chlamydia.The numbers represent a 13% increase in new cases of HIV compared with 2016, a 29% increase in syphilis, a 12% increase in gonorrhea and a 0.5% increase in chlamydia, according to Clarene Mitchell, a spokeswoman for the department of health.Gonorrhea and chlamydia are both bacterial infections. Gonorrhea can cause severe and permanent health problems, including long-term pain and infertility, and chlamydia can lead to pelvic inflammatory disease, which can affect fertility in women and cause testicular pain and swelling in men.For 2016, the Milwaukee metropolitan statistical area was already ranked first in the nation for gonorrhea and fourth for chlamydia, she said.The US Centers for Disease Control and Prevention, which is not involved in the Milwaukee investigation, reported the highest-ever number of sexually transmitted diseases in America in September in its annual Sexually Transmitted Disease Surveillance Report.Americans were infected with more than 2 million new cases of gonorrhea, syphilis and chlamydia in 2016, the most recent data available, the CDC reported.Syphilis has been out of the spotlight for decades, and many physicians don't have it on their radar, according to the CDC. It is also likely that many doctors have not been trained in STDs since medical school.Additionally, in recent years, more than half of state and local STD programs have experienced budget cuts, resulting in staff layoffs, reduced STD clinic hours and increased patient copays, according to the CDC, all of which could be contributing factors to the rise in STDs.Another concern in Milwaukee: Late last year, the city health department identified 76 connected people who tested positive for HIV, syphilis or both, Hagy reported. 2890

MINNEAPOLIS (AP) — A Minneapolis commission says it needs more time to review a City Council amendment to dismantle the Police Department in the wake of George Floyd's death, ending the possibility of voters deciding the issue in November. The Charter Commission has expressed concern that the process to change the city's charter was being rushed. Some commissioners said they were more concerned with making the right changes rather than making them fast. The amendment would have replaced the Police Department with a "Department of Community Safety and Violence Prevention" that backers said would take a more "holistic" approach. Most Americans will spend more to heat their homes this winter, according to the US Energy Information Administration, part of the Department of Energy.As coronavirus pandemic safety measures continue around the country, more Americans will be spending more time in their homes this winter compared to previous years. Spending more time in the home for work and school plus the projected forecast for a colder winter, could combine for an increase in natural gas, electricity and propane heating costs.“EIA generally expects more space heating demand this winter compared with last winter based on forecasts from the National Oceanic and Atmospheric Administration (NOAA) that indicate colder winter temperatures. U.S. average heating degree days in this forecast are 5% higher than last winter,” the agency stated.The EIA is projecting households will spend about 6 percent more than last year if they use natural gas, 7 percent more if they use electricity and between 12-18 percent more than last year if using propane for heat this winter.Those using heating oil could see a decrease of about 10 percent this year over their heating bills last year, according to the agency.In their short-term energy outlook report, the EIA also said renewable sources of electricity will grow in 2020 and into next year.“EIA forecasts that renewable energy will be the fastest-growing source of electricity generation in 2020. EIA expects the U.S. electric power sector will add 23.3 gigawatts (GW) of new wind capacity in 2020 and 7.3 GW of new capacity in 2021,” the report stated.They also expect a 26 percent decrease in US coal production in 2020.“COVID-19 and efforts to mitigate it along with reduced demand from the U.S. electric power sector amid low natural gas prices have contributed to mine idling and mine closures,” they stated.The agency is also projecting a 10 percent decrease in US energy-related carbon dioxide emissions in 2020, as a result of reduced consumption of fossil fuels. MULBERRY, Fla. — Polk County Fire Rescue responded to Mulberry Middle School in Mulberry, Fla. on Thursday after several students suddenly became sick after they reportedly consumed THC laced gummy bears. Five of the ill students were taken to the hospital and one was picked up by their parents. A spokesperson with Polk County Schools tells us the students consumed gummy bears that contained THC. The Sheriff's Office said one 12-year-old supplied the gummies. That child is being charged with seven felonies and a misdemeanor charge.The Polk County Sheriff says the students had a negative reaction to the THC laced gummy bears they ingested. The Sheriff's Office is investigating how the students got the candy in the first place.  764
