BEIJING, May 7 (Xinhua) -- China initiated a level-four emergency response on Friday to cope with the chaos caused by storms sweeping its southern provinces.Heavy rain has poured down in south China since Wednesday, including provinces of Guangdong, Sichuan and Guizhou, causing floods, mountain torrents and mud flows, said the Office of State Flood Control and Drought Relief Headquarters in a statement on its website.As of Friday, the storms had affected up to 2.55 million people and 100,000 hectares of arable land, leaving 65 people dead, 14 missing.  Villagers receive relief materials in Tianxin Village, Egong Town of Dingnan County in east China's Jiangxi Province, May 7, 2010. BEIJING, May 27 (Xinhua) -- Two spokespersons have been named for China's Information Office of the State Council, or Cabinet, and the International Communication Office of the Communist Party of China (CPC) Central Committee.The two spokespersons are Guo Weimin, director of the press bureau under the two offices, and Li Wufeng, director of the offices' Internet affairs bureau, according to a press release on the office's official website.In December last year, Wang Chen, director of the State Council Information Office, said the establishment of a spokesperson system for the CPC committees would be a major task for 2010.The system would be promoted in departments of the CPC Central Committee and provincial-level committees to enable them to release information on Party-related affairs by holding press conferences and providing interview opportunities, he said.

  

BEIJING, May 10 (Xinhua) -- China's Health Ministry on Monday vowed to ban smoking in all its offices in four months, part of an arduous campaign to curb public smoking around the country.Yang Qing, director with the ministry's community health department, told reporters that hospitals, clinics and other medical institutes nationwide should follow suit to impose strict smoking ban by 2011."No Smoking" signs will be placed in the ministry's conference rooms, lavatories, car parks and stairways while a designated smoking area will be set up outside the office building, the official said.He said the ministry also bans its employees from giving tobacco as gifts -- a rooted tradition in China's office culture. Employees who break the ban will be punished, while those who quit smoking in a year can expect cash rewards.Though Yang did not elaborate how hospitals and clinics under the ministry's supervision should go tobacco-free, it is widely believed that similar policies will be imposed soon among the country's medical institutes.Data from the ministry show China has more than 350 million smokers, mostly men influenced by a macho culture. Doctors with smoking habit have become a prime target of China's tobacco control campaign.Yang said smoking should be banned in all public venues, workplaces and public transport vehicles by 2011, according to the World Health Organization Framework Convention on Tobacco Control, which took effect in 2005.It was signed by the Chinese government in 2003 and ratified by the country's top legislature in 2005. National and local governments ramped up anti-smoking campaigns in recent years, but these were not effective as expected because no strict laws are in place, observers said.Yang said the ministry is now coordinating with the country's lawmakers to push for such legislation.

  

BEIJING, April 8 (Xinhua) -- The People's Liberation Army (PLA) and the Ministry of Education plan to open an online recruitment service for the first time to mobilize college graduates this year, a move seen as an effort to sharpen the army's high-tech edge.The PLA plans to recruit some 150,000 college graduates this year, according to a statement released after a meeting held Thursday by the PLA General Staff Headquarters and the ministry.Last year, China announced a series of preferential policies to encourage more young people with higher education to serve in the army, including a one-off payment of up to 24,000 yuan (3,500 U.S. dollars) for the student-turned soldiers. The money, paid by the central government, roughly equals the tuition cost of a four-year university education in China.Some 130,000 college graduates applied to join the army in 2009 and more than 100,000 were recruited, statistics from the statement show.Moreover, the age limit has been extended to 24 for those with a bachelor degree. The PLA recruits usually recruits men aged between 18 and 20 and women aged 18 or 19.
