SAN DIEGO (KGTV) - Interstate 15 Express Lane signs are being changed from white to green, with other improvements, at a cost of .5 million, the San Diego County Association of Governments said Thursday.A research effort determined that the existing signs could be difficult for drivers to read, and that information about toll rates and permission to use the lanes was unclear, according to SANDAG."There's quite a bit of confusion on the motorists part, trying to understand, can I actually get in there as a carpool or not?" said Ray Traynor, SANDAG's director of operations. "Having a system that's clear to the end users is vitally important so that the lanes operate effectively."A spokesman for Caltrans says research showed a green sign with white text was more difficult to read, with the amount of information on the sign. The I-15 Express Lanes stretch for 20 miles between SR-78 in Escondido and SR-163 in Kearny Mesa. There are more than 16 access points where drivers can move in or out of the lanes.WHAT WILL CHANGEThe upgraded signs were designed to address the concerns from I-15 commuters.Improvements include: 1153

SAN DIEGO (KGTV) — It's something many of us do in San Diego: We see a picturesque sunset. Rummage around for our phone and open up its camera. Snap a photo and post it to social media. One San Diegan who did just that could see her photo named the Smithsonian's mobile photo of the year.Jacqueline Mckune was walking along the Pacific Beach boardwalk with a group of friends when they stopped to notice the serene orange glow of the evening's sunset."It happened to be a really good sunset too, we just took some previous pictures before with the whole group," McKune said, and that's when she noticed a particular subject against the scenic backdrop.RELATED: Where to capture the most picturesque scenes of San DiegoThe silhouette of man creating massive bubbles with rope strung between two poles against the soft glow of the sunset."So this guy’s making these huge bubbles … and I saw the colors with the sunset behind it," McKune said. Snap. She posted her photo to Facebook and soon, commentators suggested she submit it to a photo contest. After a quick search, she came across the Smithsonian's 16th Annual Photo Contest.RELATED: Convoy Street rooster mural highlights efforts for future neighborhood archwayThat was in June of 2018. McKune's photo would slowly climb with interest: First being a photo of the day, then an "editor's pick.""It was really, really exciting," McKune says. Now, it's a finalist in the mobile category against 9 other finalists picked from thousands of submissions from hunderds of countries. And locals can help make sure it takes home the prize by voting on the Smithsonian's website here."I’m hoping to get at least the photo category," McKune said. "I’m usually a dramatic person so [if I win] there’s probably a scream in there."Voters can submit one vote per day until March 29 at 2 p.m. for McKune's photo. 1855

SAN DIEGO (KGTV) — In 2004, San Diego taxpayers approved a transportation tax increase that earmarked 0 million for bike projects for more bike lanes, safety features on the roads for cyclists and foot traffic, and new walking trails.Friday, SANDAG said it's going to need more. Officials said rising construction costs have called for an additional million for the projects, many of which have been started. The money would come from funds already allocated for these types of projects.RELATED: Compromise proposed for 30th Street bike lanes in North ParkCritics of the increase in funding argue only one percent of San Diegans use bikes and costs of .5 million per mile built for these bike lanes is unjustified. The San Diego Bike Coalition says the funding is needed to provide San Diegans with more transportation options, reduce auto dependency, and increase safety of bicyclists. They add that an expanded bike network will help the county move closer toward greenhouse emissions goals.SANDAG has been working toward the biking goals since 2013, when the agency approved a 0 million Bike Early Action Plan. The plan, funded by the region's half-cent tax on public transit fares, includes 40 projects totaling 77 new miles of bikeways and paths around the county.Crews broke ground on the first phase of the project last December and expects to complete two projects by early 2022. 1405

SAN DIEGO (KGTV) — It's a challenge chickens around the world hope you don't attempt.A Rancho Bernardo man has set a new record for eating Chick-fil-A the most consecutive days in a row — barring the company's usual Sunday closure.Even before the challenge, Mark Mendenhall was a regular at the Carmel Mountain Ranch Chick-Fil-A, with employees dubbing him "Mayor of Chick-fil-A.""I have eaten everything on the menu, except the coffee and tea, I don't like coffee or tea, I've had every sauce," said Mendenhall.RELATED: Chula Vista Chick-fil-A employee saves man's lifeBy day he's a realtor, by dinner he's Mayor. "The food is great don't get me wrong, but it's the people here that make you feel good!" Mendenhall says.Several months ago, he heard about a Georgia man successfully eating Chick-fil-A 100 days in a row, excluding days when the restaurant is closed. "I thought to myself, I could do that! I could totally do that!" said Mendenhall.RELATED: San Diego County woman believes ultrasound image resembles late fatherHis wife, reacting differently."At first, I thought it was a little crazy, and I didn't think he'd stick with it, but then I could tell he was serious about it," said Mendenhall's wife, Laura. On a family trip to Disneyland, Mendenhall actually drove from Disneyland to his Chick-fil-A, ordered his meal, and then went back to Disneyland. "My dear wife asked me, when is all of this going to end?!" Mendenhall laughs. He decided he'd end the challenge when they went on vacation, so his wife promptly planned one to Palm Springs. Throughout the journey, Mark took a picture each day with employees, friends, and strangers, proof of his amazing streak. But his mission had another cause. Mendenhall also helped raise nearly ,000 for the Poway Unified School District Adopt-a-Family program through the challenge. 1846
