DETROIT — Insulin is the difference between life and death for people with Type 1 diabetes. They say they are tired of watching the cost of the drug continue to increase in the United States. WXYZ went to Jillian Rippolone’s home as she met with diabetics. They spoke about their struggles getting the insulin they need. It's a struggle Rippolone first experienced when, as a child, her parents lost their health insurance. “We were turned away because we didn’t have the money at the time to afford our insulin, which is this little bottle right here," she said. "This was 0 in the '90s. I needed three of them.”Rippolone says she feared for her life as her parents worked to get the money needed. Now, she says the situation is worse for many patients because the cost of insulin has increased in the United States. “For my 30 day supply, it is ,020,” Rippolone said. Michele Busticker, a woman meeting with other diabetics at Rippolone’s home, said she thought she was covered because she had health insurance. Then she dropped a vile on the floor. Insurance wouldn't cover a replacement.“I had to actually admit myself to the emergency room to get insulin to survive,” Busticker said. Mike Cowan says he turned to Rippolone for help when an Uber passenger stole his medicine as he drove.“Insurance isn’t going to make up for that, so I had to seek it out on the black market,” Cowan said. The black market he turned to is a vast network of people who offer insulin online. Rippolone is a leader in it. “Because when there is a diabetic in need you get it. Because if you don’t get insulin you are going to die,” Rippolone said.Diabetics use different amounts of insulin each month, based on their blood sugar. Rippolone runs a 1748

Commerce Secretary Wilbur Ross violated his ethics agreement and submitted a financial disclosure form that "was not accurate," according to the Office of Government Ethics.Emory Rounds, the director of the Office of Government Ethics, wrote that Ross reported in his annual financial disclosure that he sold bank stock that other reports indicate he did not sell. That meant "the filer was therefore not in compliance with his ethics agreement at the time of the report," Rounds wrote. The watchdog group that drew attention to the report, Citizens for Responsibility and Ethics in Washington, said OGE declining to certify a report "does not normally happen.""With OGE declining to certify, that's a pretty giant red flag," the group's spokesman, Jordan Libowitz, told CNN.Richard Painter, a former ethics attorney for President George W. Bush, told CNN he has never seen a Cabinet member's financial disclosure form rejected in this way.Instead, he said, agencies sometimes send a draft financial disclosure form to OGE for review. If issues arise, they are dealt with behind the scenes. Painter believes the fact that the Ross matter wasn't handled this way is a sign OGE is trying to send a strong message to Ross. The document is a routine financial disclosure form posted online by OGE. The decision to decline it is dated February 15.In a letter to the Commerce Department's in-house ethics official, Rounds wrote the 2018 financial disclosure report is "not accurate" and that Ross is "not in compliance with his ethics agreement at the time of the report." Rounds also wrote that it is his understanding that Ross's paperwork was being sent to the inspector general's office for review.Ross said in a statement, "While I am disappointed that my report was not certified, I remain committed to complying with my ethics agreement and adhering to the guidance of Commerce ethics officials." 1906

DETROIT — It’s a video of the unknown that is posing many questions: What is it? Is it real? And what is it doing there?A family in Highland, Michigan, believes their house is haunted and what's even more disturbing is that whatever is haunting the home is doing harm to their little girl.Heather Brough and Joshua Higgins say they couldn't believe what they saw on their nanny cam."It’s almost like she sees something that we don’t," Brough said. It’s an image she and Higgins say is haunting their home."It was chilling," Higgins said. "It was literally a chill down your spine, like that 'what if' factor — is this what I just saw?"Caught on the couple's nanny cam video a few weeks ago is what appears to be something moving in front of the baby crib. The couple says it appears to be a ghost."I freaked out," Brough said. "I stopped what I was doing and I ran upstairs and grabbed my daughter."She says this so-called ghost scratched her daughter Lily and attacked her too."It scares us that it could do something else," Brough said. "I mean, there was a morning I woke up and I felt like someone’s hands were around my neck."A team of paranormal investigators came in and tried to answer some of the couple's questions and concerns. Higgins' father Jim says it may be someone who lived in this house before."The gentleman that lived here originally committed suicide apparently by jumping out this window, which is one story down," said Joshua's father, Jim Higgins, while recalling a story he was told about the home. The couple says they don’t know why this so-called ghost is targeting them, but say they don’t want any part of it."It’s not physically just going after her, it feels like it’s going after myself too," Brough said."I couldn’t get an explanation out of it, so it’s freaky is what it is," Higgins said. The couple says for now they are staying at the home in a room together with Lily until they have enough money to move. 1956
