SAN DIEGO (CNS) - County health officials announced Thursday that flu activity remained steady over the last week but confirmed flu cases are still three times what they were at this time last year.The county's Health and Human Services Agency confirmed only 36 flu cases over the last week, bringing the county's 2019-2020 flu season case total to 335. The county had confirmed 109 cases at this time last year.Only two residents have died due to flu complications since the county's flu season started July 1. At this time last flu season, the county had not recorded a flu death.County health officials expect flu cases to spike as the year approaches the holiday season and gets deeper into autumn and winter."The holiday season is right around the corner," said Dr. Wilma Wooten, the county's public health officer. "With family and work gatherings coming up and people taking part in holiday activities, now is the time to get your flu shot to make sure you avoid getting sick and spreading the virus to others."County health officials and the U.S. Centers for Disease Control and Prevention strongly advise the annual flu vaccination for everyone 6 months and older, especially in demographics with a heightened risk of serious complications like pregnant women, people with chronic medical conditions like lung disease and people age 65 or older.Residents can take precaution against contracting the virus by frequently washing their hands, cleaning commonly touched surfaces and avoiding contact with sick people. SAN DIEGO (CNS) - A man who was a 17-year-old gang member when he killed a San Diego police officer in 1978 has been granted parole, but District Attorney Summer Stephan said today that she is hopeful Gov. Gavin Newsom will reverse the decision. Jesus Cecena, 59, was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range. The officer died in the street, his hand still on his service revolver.Cecena was granted parole Wednesday during a video-conferenced hearing at Valley State Prison in Chowchilla. He was previously granted parole in 2014, 2015 and 2017, but each time the decisions were reversed.Cecena's latest parole hearing -- his 18th -- included a discussion of his criminal record, psychiatric factors, parole plans, and statements by representatives of the victim's family.``We are deeply disappointed that the killer of one of San Diego's finest officers was granted parole,'' Stephan said. ``This crime impacted the entire San Diego community and caused great pain for the family of Officer Archie Buggs.`` This fallen officer was so respected by the law enforcement community that a substation was named after him,'' she said. ``We are hopeful that Governor Newsom will review this parole grant and reverse it once again to keep this killer incarcerated.''In 1979, Cecena was sentenced to life in prison without the possibility of parole, but the sentence was reduced to a seven-year-to-life term in 1982 due to him being underage at the time of the shooting. 1708

SAN DIEGO (CNS) - In-state University of California students got a financial reprieve Thursday, with the system opting to forego a vote on a proposed tuition hike in favor of pushing the state for more funding."Raising tuition is always a last resort and one we take very seriously," UC President Janet Napolitano said. "We will continue to advocatewith our students, who are doing a tremendous job of educating legislators about the necessity of adequately funding the university to ensure UC remains a world-class institution and engine of economic growth for our state."The Board of Regents had been expected to consider a 2.7 percent boost in base tuition. While that vote will no longer happen, the regents could revisit the issue "depending on the outcome of budget negotiations in Sacramento."UC officials said they will look to secure an additional 0 million in state funding above what was already proposed for the coming year in the governor's budget proposal.The announcement echoed a decision announced last week by California State University Chancellor Timothy White, who said the CSU would also focus on lobbying the state for additional funds rather than pursuing a tuition hike."In light of California's strong economy, California's students and their families should not be saddled with additional financial burden to attain public higher education," White said. SAN DIEGO (CNS) - A would-be carjacker who didn't know how to drive a stick shift was foiled when he tried to steal a car with a manual transmission in San Diego's Fox Canyon neighborhood, police said today.Two teenagers were sitting in the car around 10:45 p.m. Thursday in a hilly residential area near Auburn Drive and Wightman Street when a young man approached the window and demanded the victims' phones, San Diego police Officer Robert Heims said. The man then demanded the victims, an 18-year-old man and 17-year-old boy, get out of the car."They got out and the suspect got in and tried to drive away,'" Heims said. "He revved the engine several times but the car did not go. It appeared the suspect did not know how to drive a manual and got out and ran away." 783

SAN DIEGO (CNS) - A parolee accused of sexually assaulting an 88-year- old woman at a Hillcrest nursing home just days after being released from jail for an unrelated drug offense was charged Wednesday with rape, elder abuse and other felonies.Lusean Arline, 48, was arrested Monday in connection with the alleged Oct. 27 sex assault at the Balboa Nursing & Rehab Center. Deputy District Attorney Scott Pirrello alleged that Arline entered the nursing home around 3 a.m. and was found completely nude on top of the victim in her bed.
