Students were required to create a PSA about an issue schools deal with, like bullying or substance abuse.Tim Fraher's 40-second PSA addressed school shootings, raising awareness about the ways it's easier to get a gun than a driver's license. He also wants people to take notice if a friend or classmate is getting bullied or seems depressed.Fraher says he wants people to take school shootings seriously."We need to do something. We can't just sit around and pray that it will go away because it won't. We need to actually get out there and actively reform and make changes so that this won't happen," said Fraher.Fraher won the competition, and his PSA will air on television in the San Diego region this June. SAN DIEGO (KGTV) — Several business sectors will be cleared to reopen indoor activities with modifications next week in San Diego County under the state's new guidance, according to local health officials.Under California's new blueprint for reopening amid the coronavirus pandemic, starting Monday, Aug. 31, San Diego County can reopen indoor operations at the following businesses with modifications:Restaurants for dine-in, places of worship, museums, and movie theaters at a maximum of 25% capacity or 100 people, whichever is less;Gyms, yoga studios, and fitness centers at a maximum of 10% capacity;Hair salons, barbershops, nail salons, and body waxing studios;Libraries and bookstores at a maximum of 50% capacity;Shopping malls at a maximum of 50% capacity, with closed common areas, and reduced food court capacity;Aquariums and zoos at a maximum of 25% capacityBusinesses that have been reopened under their safe reopening plans may have to be modified to meet the state's new percentages on capacity, according to Gary Johnston, the county's Chief Resiliency Officer on Reopening."The safe reopening plans, you need to modify those and express on those plans how you're going to adhere to the requirements that came out with the state," Johnston said.California's new rules for reopening are based on a four-tier, color-coded system that counties will move through based on their number of cases (case rate) and the percentage of positive tests. SAN DIEGO (KGTV) - Sea World employees went on a rescue mission Saturday to free a Sea lion pup from a plastic ribbon wrapped around his neck on Boomer's Beach.The timing is poetic, on World Oceans Day. A day that "provides a unique opportunity to honor, help protect, and conserve our world’s shared ocean," according to WorldOceansDay.org.Sea World Animal Care Specialist Brooke Hubbard said they had been monitoring the pup and received another call Saturday. This time it sounded like the 2-3-year-old sea lion was in an area where they could safely remove the ribbon.A rescue that saved the mammal's life, "when there is lining around it's neck it can constrict it's airways and it's esophagus making it so they can't breathe or eat over time," Hubbard said.Video from her supervisor's perspective shows what it was like when the team snuck up on the sea lion, threw their net and cut the ribbon off with a pair of ordinary scissors.When they released the Sea lion, he scooted back to the ocean, "that's the best feeling in the world, especially since we didn't have to bring it back here and rehabilitate it," she said.Hubbard said this is is completely preventable, "please don't litter at the beach. SAN DIEGO (KGTV) — San Diego Sheriff's Department released data Friday giving insight into coronavirus-related enforcement over the past month in the department's jurisdictions.From June 10 to July 9, SDSO reported 673 COVID-19 related disturbances, violations, and citations — broken down into two citations, 74 disturbances, and 597 ordinance violations. SDSO says group disturbances and ordinance violations are calls made to the department and deputy-initiated incidents. Citations include Government Code 8665 and Health and Safety Code 120295, which both make violations of health orders a misdemeanor with possible fines and jail time. 650
