MANATEE COUNTY, Florida — Manatee County leaders are changing an EMS policy after a heart attack victim’s body was left sitting in a public park for three hours, while his widow was forced to sit with his body.Ty Ross was walking his dogs at the Palma Sola Marina when he dropped to the ground and from a heart attack. Deputies and EMS quickly responded, and pronounced him dead just before 8:45 a.m.Per county policy, EMS left after life-saving attempts were no longer needed — leaving the body behind.A Manatee County deputy kept the public away while they waited for the funeral home to arrive. The sheriff's office was not able to transport the body anywhere since it wasn't involved in a crime. When officials were able to get ahold of Julie Ross, who had her cell phone turned off, she rushed to the scene. When she arrived about 90 minutes later, she was forced to wait next to her dead husband's body for another hour and a half until the funeral home was able to come pick up her husband's body."If the ambulance is there, they shouldn't just go off and leave him!" You know? They should do something," Ross said. "I'm just thinking there must have been something else that could've been done besides just leaving him there. That seems so cold."Family members expressed concerns over EMS leaving the deceased at the scene with only a sheet to cover him. Wondering why they did not transport his body to a funeral home or morgue."Sitting over there with an umbrella over him, worried about red ants, it seemed forever," Ross said. Manatee County Sheriff’s spokesperson Dave Bristow says the Sheriff along with the EMS Chief are changing the county’s policy after this incident. A nationwide pediatric group is urging local leaders, parents and education systems to collaborate and create policies that allow for as much in-person learning this fall as possible.The American Academy of Pediatrics released guidance on their website based on in-person attendance at schools being not only fundamental to children’s mental, social and physical development, but also playing “a critical role in addressing racial and social inequality … it is critical to reflect on the differential impact SARS-CoV-2 and the associated school closures have had on different races, ethnic and vulnerable populations.”The recommendations include masks, physical distancing, and outdoor play, with more specifics. Such as, the AAP recommends placing desks 3-to-6 feet apart as long as it allows children to attend school; the 3-foot distance can be used when face coverings are also being worn.Middle and high schools should avoid groupings of students inside doing activities involving exhalation, i.e. singing, exercising, etc. according to the recommendations. The AAP also encourages limiting locker use and moving from room-to-room for classes.The guidance extends to school faculty and staff, with the AAP urging districts to make sure adults in schools get the support they need to set a good example and stay healthy.“In the same way that students are going to need support to effectively return to school and to be prepared to be ready to process the information they are being taught, teachers cannot be expected to be successful at teaching children without having their mental health needs supported.The U.S. Centers for Disease Control and Prevention last updated their guidance to schools and care facilities in April and it is focused on quickly stopping an outbreak, cleaning facilities and maintaining continuity in education and meal accessibility.AAP acknowledges any school policy this fall should be flexible and nimble, able to respond to new information about the coronavirus and specific needs in each school, district and region.“Although schools should be prepared to be agile to meet evolving needs and respond to increasing knowledge related to the pandemic and may need to institute partial or complete closures when the public health need requires, they should recognize that staff, students, and families will benefit from sufficient time to understand and adjust to changes in routine and practices.” 2591

Andy Beshear and state public health officials.The Derby is set to take place on Saturday, Sept. 5 after being postponed from its original date, Saturday, May 2.Churchill Downs says its plan was developed in conjunction with advice and counsel from the Louisville Metro Health Department and Kentucky’s Healthy at Work guidance.Some of the steps that will be taken to ensure guest and employee safety include:Venue capacity reductions to limit overall crowd density, including general admission, outdoor reserved seating, premium dining and suites. More information on ticketing and seating areas will be released in the coming days and also will be sent directly to ticket holders.Access throughout the facility will be severely limited.Credentials for employees, media and guests will be reduced.Barn area access will be restricted to essential personnel. Guests and parties in the barn area for morning workouts and during race days will be eliminated.Changes in venue operations to limit person-to-person touchpoints.Team member protocols established to protect employees and guests.A revised "Fan Code of Conduct" will also be in place that establishes expectations for guests coming to the Derby:Guests will be consistently and frequently encouraged to wear a mask at all times unless seated in their reserved seat or venue, including when riding on a shuttle, traveling through the venue, going to the restroom, placing an in-person wager, and purchasing food or beverages from a concession stand.
