BEIJING, Sept. 20 (Xinhua) -- Floods and landslides triggered by recent heavy rains in eight of China's provincial-level regions have left 70 people dead and 32 others missing this month.Heavy downpours, floods and other related disasters have affected Sichuan, Shaanxi, Henan, Chongqing, Hubei, Shandong, Shanxi and Gansu, the National Disaster Reduction Commission said in a statement released on Tuesday.As of Tuesday, these disasters have affected 21.56 million people and caused an estimated 26.09 billion yuan (4.08 billion U.S. dollars) in direct economic losses, the statement said.

KATHMANDU, Aug. 7 (Xinhua) -- Ban on smoking in public places will be enforced from Sunday with the Tobacco Control and Regulatory Act-2010 coming into effect.Those smoking in public places will be fined and civil servants will be liable to departmental action.Government offices, corporations, educational institutions, libraries, airports, public vehicles, orphanages, childcare centres, cinema halls, homes for the elderly, cultural centres, children's gardens, hotels, restaurants, resorts, girls' and boys' hostels, department stores, religious sites and industries have been designated no-smoking zones.Health Secretary Sudha Sharma said mass awareness campaign highlighting punishment will be carried out. She also said an inter-ministerial coordinating committee has been formed to enforce the law to ensure people's right to health. Pasting no- smoking notices at every public place will be mandatory.According to The Himalayan Times daily, the ban covers sale of tobacco products and single sticks within a 100-meter radius of educational and health institutions, children's homes, child care centers and home for elders.Anyone selling tobacco products to persons under the age of 18 years and pregnant women will be fined.The Act also prohibits advertising and sponsoring programs in the name of tobacco-related products through media. Offenders will be fined.The government's mass awareness campaign will cover the entire country to ensure effective implementation of the Act.

WASHINGTON, Sept. 13 (Xinhua) -- The U.S. Department of Agriculture (USDA) announced Tuesday it will begin testing next year for six more kinds of E.coli bacteria in raw ground beef and tenderized steaks in order to protect the safety of the American food supply.The U.S. currently tests for one strain of E.coli O157:H7 in beef. According to the USDA, from March 5 next year, if the E. coli serogroups O26, O103, O45, O111, O121 and O145 are found in raw ground beef or its precursors, those products will be prohibited from entering commerce.Like E.coli O157:H7, these serogroups can cause severe illness and even death, and young children and the elderly are at highest risk."The Obama Administration is committed to protecting our food supply and preventing illnesses before they happen," said Agriculture Secretary Tom Vilsack in a statement. "Today's announcement does exactly that by targeting and eliminating contaminated products from the market.""Too often, we are caught reacting to a problem instead of preventing it. WARSAW, June 2 (Xinhua) -- A possible second E. coli infection patient has been hospitalized in Szczecin, northwestern Poland, Health Minister Ewa Kopacz said Thursday.The man, who recently returned to Poland from Germany, has been diagnosed with exudative diarrhea and is currently being tested for E. coli bacteria.Poland's first E. coli case, a 29-year-old woman permanently residing in Germany and diagnosed with the bacteria over a week ago, is currently in the same hospital.Kopacz said sanitary teams were running E. coli checks countrywide, especially on marketplaces and in warehouses.The E. coli epidemic originated in Germany, where it has taken 17 lives. One death has so far occurred in Sweden, bringing the total death toll to 18.

BEIJING, July 25 (Xinhuanet) -- More than one in three births in the U.S. are  delivered by C-section, which is an all time high and an increase of 25 percent over seven years, according to news reports Monday quoting a new study.Based on data from 19 states, C-section, or Cesarean, deliveries shot up from 27 percent of all births in 2002 to 34 percent in 2009, said the study by HealthGrades.  HealthGrades is an independent health care ratings organization with information on physicians, dentists and 5,000 hospitals in the nation.The study noted that the states with the highest rates are Texas, New Jersey and Florida while Utah, Colorado and Wisconsin are the lowest.Experts hold C-section deliveries are most suitable when vaginal delivery puts the health of the woman or child at risk, but also attributing the reason of increase to convenience, less risk, fertility and general attitudes.However, Divya Cantor, MD, MBA and HealthGrades Senior Physician Consultant. cautioned, "C-sections are rising, and there needs to be a little bit more scrutiny from the person who is having the C-section as well as doctors and hospitals."
