UNITED NATIONS, Aug. 25 (Xinhua) -- China on Wednesday voiced its support to the efforts to counter Somali piracy in accordance with the international law and the relevant Security Council resolutions.The statement came as Li Baodong, the Chinese permanent representative to the United Nations, was taking the floor at an open Security Council meeting on piracy off the Somali coast. The 15-nation Council began the meeting on Wednesday morning to discuss a report by UN Secretary-General Ban Ki-moon on how to prosecute and imprison Somali pirates."China supports the activities carried out to combat Somali piracy in accordance with the international law and the resolutions of the Security Council," Li said. "At present, naval operations of the countries concerned to combat piracy and to protect navigation have played a very positive role in safeguarding the safety of international navigation.""At the same time, the issue of how to prosecute the pirates caught has come to the fore," he said. "China supports strengthening international cooperation in prosecuting the Somali pirates under the framework of the existing international law, and appreciates the work carried out by the countries concerned, particularly coastal states.""We also call upon international community to provide the necessary support to the coastal states to enhance their legal capacity, and China welcomes their report in this regard and will join others to further study the legal framework," he said."Recently, although pirate attacks off the coast of Somalia have continued, threatening the safety of international navigation, their success rate has started to decline, reflecting the initial success of counter-piracy international cooperation," he said."However, at the same time, the root causes that give rise to the piracy off the coast of Somalia have not been eradicated, and these pirates remain and their behavior is starting to change with elaborate organization and more covert methods of attack, and they have expanded their scope of operations into the Indian Ocean," he said. "This has shown that the task for combating piracy is still very arduous, and it calls for further comprehensive efforts by the international community so as to eradicate the Somali piracy both from its phenomenon and root cause."

LUOYANG, July 11 (Xinhua) -- Chinese President Hu Jintao has stressed economic restructuring, agricultural production and the role of grass-root party organizations during his visit to the city of Luoyang in central Henan province.Hu visited state-owned enterprises, research institutes and talked with local farmers during this trip from Friday through Sunday.At Citic Heavy Industries Co., Ltd., the largest manufacturer of mining machinery in China, Hu learned that the company had shifted focus from manufacturing to research and development. He said innovation is the lifeblood of a company.He also visited a tractor manufacturing plant and a bearing producing company, both enjoying rapid growth thanks to restructuring. Hu asked officials at the two companies to continue with their restructuring and their ongoing expansion through innovation.Hu also visited two research institutes. At China Aviation Lithium Battery Research and Development Center, Hu asked the center to seize the opportunity as the new energy industry is booming and the market demand for lithium batteries is expanding.At another research institute, Hu stressed the role of talent in scientific and technological research.Hu also urged the province to to do a good job in agricultural production this year, as Henan contributes the largest share of crops in China.Hu urged village-level party organizations to serve the interests of farmers while visiting a local village.Hu visited farmers at a corn field and asked about the yields and price of corn. Hu told farmers that supporting grain production is a long-term policy and the state will again boost such support in the future so farmers can earn more and increase their wealth by planting grain.Hu said China would continue to give priority to the development of rural areas, agriculture and farmers during the 12th five year plan, China's development blueprint for the next five years.Hu noted that China's grain yields have increased for 6 consecutive years, and this year the summer yield of grain is another good harvest, despite earlier bad weather.Hu said, however, that Henan, as China's bowl of grain, should take on the responsibility to safeguard the nation's food security and enhance its agricultural production capacity.While visiting a local village, Zhouli village of Mengjin county, Hu requested village-level party organizations to work for the interests of farmers.Hu added that the party organization plays a critical role in improving the standards of living for farmers.Zhouli village was relocated to its present site to make way for a water conservation project in the Yellow River in 1995. Since then, the per capita annual income of local farmers rose from 680 yuan (100 U.S.Dollar) to its current 4,950 yuan now, and farmers now have access to running water, cable TV as well as other public services.Hu said the government would continue providing favorable policies to farmers so they might lead better lives.At the end of his visit, Hu urged continuing efforts to transform the economic growth pattern, adjust the economic structure, increase the amount of indigenous innovation, continue to promote energy conservation, emission reduction and environmental protection as well as reform and opening up.

BEIJING, Aug. 13 (Xinhua) -- Chinese Vice President Xi Jinping met with Ecuadorian Foreign Minister Ricardo Patino here Friday, the two vowing to increase bilateral cooperation and party-to-party exchange.Xi hailed the smooth development of China-Ecuador ties over recent years, citing frequent high-level exchanges and enhanced political trust.The Chinese government highly values its relations with Ecuador, he said, adding that strengthening bilateral ties is in the common interest of both nations and peoples."We hope to take the opportunity of the 30th anniversary of diplomatic ties this year to expand cooperation with Ecuador to push bilateral relations to a new stage," Xi said.He also urged more exchanges between the Communist Party of China (CPC) and the ruling party of Ecuador.Patino extended his condolences to the family members of the victims of the mudslides in northwest China's Gansu Province.He also said Ecuador hopes to cement cooperation with China in political, trade and cultural areas.Patino is visiting China from Aug. 10 to Aug. 16 at the invitation of his Chinese counterpart, Yang Jiechi.In talks with Patino earlier Friday, Yang said China and Ecuador maintained good coordination in international affairs. BEIJING, Aug. 4 (Xinhua) -- China continued a five-day military exercise on Wednesday as the country's air defense forces carried out reconnaissance, early warning, electromagnetic interference and ground-to-air attack drills.More than 12,000 Chinese military personnel, along with seven types of military aircraft divided into Red and Blue rivals, took part in the exercise code-named "Vanguard-2010,"-- which started on Tuesday in seven cities across Henan and Shandong Provinces.On Wednesday morning, the Blue forces used reconnaissance planes and electronics warfare aircraft to conduct surveillance and jam the network systems used by the Red forces for command and communications as well as reconnaissance and early warning.A ground-to-air attack drill began at Wednesday noon, as the Blue forces launched unmanned aerial vehicles, fighters and helicopters to attack their rivals.The ground-to-air attack drill will last overnight till 6 a.m. Thursday, military sources said.
