BEIJING, March 1 (Xinhua) -- China has issued a circular Sunday "stoutly" ordering officials at all levels not to spend public money on sightseeing overseas.     The circular was jointly issued by the General Office of the State Council and the General Office of the Communist Party of China Central Committee amid a situation where many Chinese officials have been using public money to pay for their personal travel disguised as business trips.     The Chinese government hoped officials at all levels to set an example for other people to cope with the financial crisis and overcome the obstacles in economic development.     According to the circular, all overseas business trips should be arranged strictly. The expenses and number of officials for such trips should be kept as low as possible. And related departments should include all those expenses into their budget and get them approved beforehand.     Officials should not add more countries or cities to their travel schedules at will and extend their stay aboard. And they should not claim reimbursement for personal trip costs or resort to companies or inferior departments to cover their travel spending.     Xinhua reported in last December that two officials were removed from their posts in east China's Jiangxi Province for being implicated in overseas sightseeing disguised as study tours earlier in 2008.     Liu Zhongping, who was on an 11-member delegation to the United States and Canada in April, was ousted from the dual posts of Party secretary and Chief of the Office for Foreign and Overseas Chinese Affairs of Xinyu City. Also ousted was Liu Qun, a deputy of Liu Zhongping's office.     Liu's office reportedly fabricated the delegation's agenda to get approval by higher authorities, prolonged the trip against rules, and taking kickbacks while buying air tickets for officials.     China urged discipline inspection departments at all levels to tighten supervision and auditing over funds used for overseas business trips and expose and punish violators severely

MEXICO CITY, Feb. 10 (Xinhua) -- Chinese Vice President Xi Jinping said here Tuesday that new efforts are needed to further promote China-Mexico economic and trade cooperation amid the current global financial crisis.     Xi, who is here for a three-day official visit to Mexico, made the call in a speech at a luncheon hosted by Chinese and Mexican entrepreneurs.     Xi hailed the rapid development of bilateral economic and trade cooperation, saying it plays an important role in China-Mexico ties and has brought tangible benefits to the people of both nations.     China and Mexico should make new efforts to maintain the good momentum of such cooperation in order to tackle the challenges brought by the ongoing financial crisis, he said.     To this end, Xi proposed promoting bilateral economic and trade cooperation from a strategic perspective, improving the service of both governments, promoting cooperation in key fields, bringing into full play the dominating role of enterprises, and expanding cooperation in world economic affairs.     Mexican Secretary of Foreign Relations Patricia Espinosa Cantellano said in her opening speech at the luncheon party that both Mexico and China are facing new challenges under the current financial situation, thus "solidarity and closer cooperation" are very important for the two countries.     She also called for more bilateral exchanges in all fields, "not only political and economical, but also social and civilian."     The luncheon party was held on the sideline of the 19th Plenary Meeting of the Mexico-China Business Committee, which was started here Tuesday and brought together representatives from big companies in Mexico and some 20 Chinese companies.     The meeting aims to boost bilateral investment and commercial exchanges between China and Mexico, according to Fernando Ruiz, technical director of the COMCE.     Ruiz said mutual investment between China and Mexico has large room for improvement.     "There are great opportunities for Chinese investors in Mexico in different sectors, like automobile, construction and energy."     In November, at the Asia Pacific Economic Cooperation Forum held in Lima, Peru, Mexican President Felipe Calderon said China had offered great possibilities for his country as the global financial crisis unfolded.     Mexico registered an economic growth rate of only 1.8 percent in 2008, the second worst performance among Latin American countries after Haiti.     The United States was Mexico's largest exports destination, taking 89 percent of all its exports. But the ongoing crisis has forced the Mexican government to seek alternative markets.     In December, Mexico's Deputy Foreign Minister, Lourdes Aranda, said his country was concerned about its declining exports to the United States, and its ties with China "were very important."     According to data from the Chinese Commerce Ministry, commercial exchanges between China and Latin America grew 50.9 percent from January 2008 to January 2009.

DAKAR, Feb. 5 (Xinhua) -- Chinese President Hu Jintao will pay a state visit to Senegal on Feb. 13-14, during which the two countries will sign new agreements on economic and technical cooperation, the Chinese ambassador in the West African country announced here on Thursday.     At the invitation of his Senegalese counterpart Abdoulaye Wade, President Hu will make the visit to further enhance the friendly ties between the two countries since diplomatic relations were resumed in October 2005, Chinese Ambassador Lu Shaye told a press conference.     The visit is part of the Chinese president's five-nation trip on Feb. 10-17, which will also take him to Saudi Arabia, Mali, Tanzania and Mauritius.     The Chinese Foreign Ministry said on Tuesday that Hu's visit is aimed at further consolidating China's friendship and cooperation with these countries, strengthening China's cooperation with the Cooperation Council for the Arab States of the Gulf, and promoting the implementation of the measures announced at the 2006 Beijing Summit of the Forum on China-Africa Cooperation.

  

SANYA, April 17 (Xinhua) -- Chinese Premier Wen Jiabao met here Friday with Kazakhstan's President Nursultan Nazarbayev and discussed the measures to withstand the impact of the global financial crisis.     The two leaders, who were in the city of Sanya for the 2009 meeting of the Boao Forum for Asia (BFA) in south China's Hainan Province, expressed willingness to make concerted efforts to cope with the crisis. He said the two countries should:     -- take effective measures to maintain the growth of bilateral trade;     -- fulfill previous agreements and give priority to the cooperation in the energy and resources sectors;     -- reinforce financial and investment cooperation to ensure smooth implementation of major cooperation projects;     -- promote cooperation in the non-resources field, such as infrastructures, so as to forge a more dynamic bilateral trade relation.     Nazarbayev said the two countries had signed a series of cooperative documents during his visit, which fully reflected the common will of the two nations to jointly resist the financial crisis and China's strong support to Kazakhstan.     He believed that China would certainly be able to cope with the challenges, which was crucial for strengthening the international effort in combating the crisis.     Kazakhstan agreed with China's tentative plan on enhancing economic and trade cooperation between the two countries and was ready to work with China to boost cooperation in such sectors as oil and gas, agriculture, technology innovation, finance and transportation, he said.     The BFA, established in 2001, is a high-level forum where governments, businesses and scholars promote regional economic integration and bring Asian countries closer to their development goals.     Under the theme "Asia: Managing Beyond Crisis," more than 1,600participants will discuss how to cope with the international financial crisis.

  

BEIJING, March 21 (Xinhuanet) -- Against backdrop of world's financial crisis, China will play a vital role in world's economic recovery, said Murilo Portugal, Deputy Managing Director of the International Monetary Fund (IMF) on Saturday in Beijing. I think China's role is very important. Its fast growth has already made important contribution to the world economy, and it will continue playing that vital role in world's economic recovery, Portugal said on the first day of the three-day China Economic Forum 2009.     China's financial policy has long been very self-regulated and prudent. Besides, China has large quantity of foreign exchange reserves and debts equaling to 20% of its GDP. Based on that, China can make great contribution to the world economic recovery, Portugal added. Over fifty leaders of multinational corporations, senior officials of international organizations and well-known scholars are invited to attend the 3-day forum this year which focus on the topic of China's development and reform in the global financial crisis    He went on to say that the economic stimulus plan that China unveiled last November, stipulating that the investment from 2008 to 2010 will equal 13% of its GDP, is undeniably a huge contribution to the world growth.     Portugal said that he is confident that China will achieve high positive growth this year though the growth rate will lower than last year.     China has announced a 4 trillion-yuan (585 billion U.S. dollars) two-year economic stimulus package to boost growth and domestic demand, 1.18 trillion yuan of which will be funded by the central government.     The stimulus package plan has four major components, including large-scale government spending, industrial restructuring and rejuvenation, scientific research and social safety net.     Economic recovery depends on effective measures     The IMF predicted that world economic recession will further deepen in 2009 with world's per capita GDP probably dropping 2% or even lower, and World's total GDP also slumping and other related indexes further going down, Portugal said in his speech at the forum.     He said that the economic recovery, to a large extent, depends on whether the governments of different countries can take effective measures to reform their financial institutions and systems.     He added that if the financial and monetary conditions were improved, then the world would jump out of the current crisis at an earlier date. If the signs of recovery could appear in the second half of this year or in this summer, then the world could gradually walk out of this financial crisis.     In another report, the IMF said on Thursday that the world economy is expected to contract in 2009 for the first time in 60 years as advanced economies will shrink sharply.     Global activity will contract by 0.5 to 1 percent on an annual average basis, the first such fall in 60 years, the IMF said in an analysis provided to the Group of 20 (G20) industrialized and emerging market economies.     Advanced economies will suffer deep recessions in 2009, while the United States will contract 2.6 percent, the assessment said.     Capital injection into IMF at G20     Responding to the question of capital injection into the IMF at the upcoming G20 summit in London, Portugal said the IMF had enough resources to manage the problems the world economy is facing now.     From the start of economic crisis, our credit capability is 250 billion U.S. dollars, among which we have used 50 billion dollars, so we still have 200 billion dollars left, said Portugal, adding that we hope to prepare for the worst to come, if more countries need our financial support. So far, we have got some commitments on capital injection from some countries.     He said that Japan is the first country to make such commitment. The IMF has signed the agreement with Japan, which has pledged to add 100 billion U.S. dollars to IMF's funds. We can lend the money out, said Portugal.     Ahead of the G20 summit, the United States is calling for trebling of the IMF's resources to help countries facing financial and economic problems.     In preparation for the summit, finance ministers and central bankers from the G20 agreed last weekend to boost the IMF's funding capacity, but gave no figures.
