SAN DIEGO (KGTV)— The man accused of raping and torturing a woman in his home in Rancho Penasquitos faced a judge today. 32-year-old Uber driver, Seyed Hassan Kaboli pleaded not guilty to 12 counts of sexual crimes. Kaboli peaked through his holding cell, as the judge announced his fate. San Diego Police said Kaboli bound, raped, and tortured a woman, multiple times at his home in Rancho Penasquitos on May 19th and 20th. Sky10 footage showed the victim being consoled by the police on Monday, and she said she ran naked to escape 24 hours of brutal misery. The next day, Kaboli was arrested just north of National City. 10News obtained a copy of the criminal complaint, explaining Kaboli’s 12 felony charges. But Kaboli’s defense attorney said she was not his Uber customer. “There is no prior relationship,” Kaboli’s attorney, Ryan Tegnelia said. “He is not denying that they came into contact with each other on the date of the incident. But before that, they did not have any relationship.”Tegnelia said Kaboli’s family describes him as an introverted man who keeps to himself. They said they are shocked at his arrest. “This obviously came completely out of left field for them, caught everybody by surprise,” Tegnelia said. The judge set Kaboli’s bail amount at 0,000. SAN DIEGO (KGTV)- On Wednesday, San Diego County health officials reported seven new COVID-19 related deaths, bringing the regions total to 406.Healthcare workers witness this firsthand; many have been by their patients' side during the final moments."We hold their hands, we let them talk to their loved ones through electronic devices," said Dr. Salam Yatooma, an internal medicine physician at Sharp Grossmont. "It's very painful, actually the most stressful thing for us doctors and especially nurses."In his twelve years at the hospital, Yatooma said he has never witnessed anything like this.Yatooma has been on the frontlines since the pandemic began, and while many people have let their guards down, he reminds everyone the virus hasn't gone anywhere. Healthcare workers haven't had a break."There has been an increase, a significant increase, in the number of patients of hospitalizations that we see," he said. "It's definitely correlated with the relaxing of restrictions that the state and county are implementing. People were not wearing masks. People continued to have large gatherings, especially indoors, and people were not socially distancing. Unfortunately, this is going to start to show more and more now."Dr. Wilma Wooten, the county's public health officer, said in the last seven days, there have been 24 community COVID-19 outbreaks.The latest outbreaks reported happened in a healthcare setting, a restaurant or bar, a gym, a daycare, and a resort or spa.The outbreaks in community settings are defined as three or more positive COVID-19 cases in people from different households.To date, there have been 17,842 positive cases locally, about 11 percent have required hospitalization, according to the county health officials.Yatooma said while most hospitalized patients he has seen are older in age with underlying health issues, over the last several weeks, there has been a new trend."We did notice there's been an increasing number in the younger people," he said. The city wants to add housing and retail to the area to help meet new goals for housing, transportation and climate change.To do that, they're looking to add density to the neighborhood.The website identifies eight areas of Clairemont that could be redeveloped. It asks users to make changes to at least three areas while adding 5,000 new homes. At least 40% of the houses need to be near the trolley.To help, it offers basic renderings of what different development could look like in each neighborhood."We wanted to try to find something that allowed people to get into the weeds if they wanted to," says Tait Galloway, the Program Manager who helped design the website. "But, this still allows them to do it within 15-20 minutes."The website will be available until March 14th. After that, the answers will be collected and used as the city devises the new Clairemont Community Plan. San Diego (KGTV)- Tenants in Oak Park say they soon won't be able to pay their rent if it continues to go up. Some have seen two increases this year, and they're already living on a fixed income. Tenants held a rally Thursday morning and are pushing for a rent control bill to be signed into law. Assembly bill 1482 would put a cap on rent for tenants in apartments and single-family homes. "My sense of security is pretty much gone," says Sara McTimmonds. "We don't know if we're going to be in or out." McTimmonds has been living at the Olive Wood Gardens Apartment complex for 12 years. It's a low-income housing complex for seniors and those who are disabled. McTimmonds says she's already had her rent increased twice. "In February, and then in July my rent was going to go up from 550 to 900."Renters are hoping for rent protection. Assembly Bill 1482 would do just that. The bill would make it illegal for property owners to raise rents more than 7 percent in one year. Not everyone is in favor of the bill. The California Apartment Association and the California Association of Realtors say they state underbuilt housing for so many years, and that's why rent is so high. "The five percent, plus the CPI may be enough if you don't have significant operational costs if you don't need a new roof, but that's not a certainty," says Molly Kirkland with the Southern California Rental Housing Association. The Senate Appropriations Committee will hear Assembly Bill 1482 Friday and decide whether or not to move it out of suspense file status for the rest of 2019.
