BURBANK, Calif. (AP) — Traffic was backed up for miles for thousands of drivers Friday night on a busy Los Angeles-area freeway after a chase that lasted well over an hour and saw the driver repeatedly back into police cruisers. At one point after backing into a cruiser, the man gestured from his window with what appeared to be a knife. The man drove onto Interstate 5 in Burbank the wrong way, eventually passed a police barrier and rammed into several cars before stopping.Police evacuated drivers from their cars while they had their guns trained on the car. The driver eventually got out. It appeared that officers used a stun gun on him, prompting him to get back into the car.A standoff pursued and eventually ended after the man got out of the car, laid down for a while and tried to run away. He was arrested. 825

BUFFALO, N.Y. (WKBW) — It’s a conversation no one wants to have, but for many it’s necessary.“You don’t know what’s going to happen if one of us is left alone,” said Amy Paoletti of Williamsville.Getting life insurance in a COVID-19 world has Paoletti and her husband looking at their options.“You see so many people of all ages dying and no one has anything covered because it just happened,” she said.Paoletti says with owning her own business, Amy’s Fine Jewelry in Williamsville, New York, and her husband working in healthcare, they’re both in contact with many people daily. They’re looking at their life insurance options in case something were to happen to either.“They look at your age, your health and your lifestyle,” said Demetrius Mack, owner of MackBarr Group. Mack helps people with financial literacy and sells life insurance.“We’re in a situation where it’s important that we’re proactive instead of reactive,” he said.Mack says the COVID-19 pandemic has made it harder for people to get life insurance, partly because the underwriting process is taking longer. He says If you’ve had COVID-19 or have a risk for COVID-19, insurers don’t consider you as healthy as someone else, and that could mean if you are approved for a policy, you’ll be paying more.“If you’re more suspect to COVID-19, you’re going to have to fit a certain criteria in order to get said policy,” he said.A lot of people are looking to get life insurance to protect their loved ones if something were to happen.“Making sure you save that money and that you have life insurance,” he said. “The only guarantee we have in life is death, and unfortunately when that time does come you leave people you care about in a really tough situation,” he said of those who do not have the insurance.Mack says if there ever were a time to look into financial planning and your financial future, to make sure you and your family can make ends meet, the time is now. This article was written by Hannah Buehler for WKBW. 1996

CARLSBAD, Calif. (KGTV) -- As a way to deal with San Diego’s growing roadway congestion, more communities are installing mini-roundabouts to slow speeding drivers. Yet some neighbors in North County are calling them death traps. If you take a drive down Cassia Road in Carlsbad, you’ll see mini-roundabouts, also known as mini-circles, that are causing a big fuss. Fire Captain Nick Valenzuela lives in the neighboring community. “I've come down [to the road] because I’ve heard traffic accidents from my house and come down and helped people,” he tells us.“I've seen the aftermath of at least two accidents,” adds neighbor Mark Bua, who is also a police officer. Bua says the mini-circles are so small that drivers blow right past them without yielding for oncoming traffic. He shared photos of debris from some of the collisions. The mini-circles on Cassia Road were installed at the end of 2016 as a way to slow traffic in bustling North County.Mini-circles have had great success in other booming cities like Seattle, which now has more than 1,000 of them with a 90% reduction in collisions.Dan Burden is a renowned traffic expert. He was once named one of the most important civic innovators in the world, according to TIME Magazine. We asked Burden to review photos of the Carlsbad mini-circles. “[They’ve] got some design issues,” he told us. “In this case the circle is so small and there's no consequence in getting close to it. They're designed in a way that a motorist could go much too fast,” he adds.Burden is a fan of mini-circles, if they're done right. He says they're easier on cars than speed bumps and create better flow than stop signs. "They slow traffic down to 15 to 20 miles per hour upon entry,” he adds. However, Carlsbad neighbors claim they’re playing chicken with speeding drivers and lives are at risk.10News submitted a request with the City of Carlsbad to review the number of recent collisions Cassia Road. According to reported incidents, collisions actually appear to have dropped since the mini-circles were installed.Nearby Leucadia is hoping to soon install mini-circles along the congested North Coast Highway 101. A few years ago, the mini-circles were installed in the Bird Rock community of La Jolla, where motorists are now driving half as fast as they used to. On Harbinson Avenue in La Mesa, the circles were removed a few years after neighbors complained about safety concerns. The City of Carlsbad is reportedly monitoring and making refinements to the mini-circles on Cassia Road, but is aware of residents’ concerns and will consider making more changes in the upcoming months.“This is Carlsbad. Things are supposed to be done right. This is not right. This [was] not done right at all,” adds Valenzuela. 2782

CAMP PENDLETON, Calif. (KGTV) - Instead of planning for a wedding, loved ones of a Camp Pendleton marine were holding a funeral this Memorial Day weekend. From the moment Kathleen Bourque met Conor McDowell off a dating app last summer in Washington D.C., it was electric."Insane, crazy, passionate ... He has a huge heart and always puts others before himself, and I was really drawn to that," said Kathleen.Four days later, the graduate of The Citadel asked her to move to San Diego as he reported for duty at Camp Pendleton. She said yes. During the cross-country trip, she wondered aloud, 'What are we doing?'""He said, 'Kathleen, trust is a choice ... We're both insane, but at least we're insane together, and give them something to talk about," said Kathleen.Together, they moved into an apartment in Cardiff and their love grew. Just before Conor, 24, left for a 10-day training maneuver earlier this month, he called his mother and told her the engagement ring made with grandma's diamond's was almost ready."He said,'When I return from maneuvers, I'm going to formally propose to Kathleen, I said that's so wonderful,'" said Susan Flanigan, Conor's mother. That proposal would never happen. During an exercise at Camp Pendleton on May 9th, the light armored reconnaissance vehicle he was riding in flipper over, injuring six other Marines and killing Conor.Conor's father, Michael McDonwell, says his son pushed another Marine into the vehicle to safety but couldn't save himself."It's devastating ... He was a person who lived his life to the fullest with great kindness, love and integrity," said Flanigan."I am shattered. My heart has been ripped out of my chest. I was his life and he was mine. I have lost a part of myself in losing him," said Kathleen. This weekend, loved ones held a funeral in Conor's hometown in Maryland. The bagpipes he had wanted for his wedding played instead at his service."He was the strongest person I knew. He taught me how to find the strength I didn't know I even had," said Kathleen.A memorial will be held at Camp Pendleton in early June, before a ceremony at Arlington National Cemetery. Conor's parents say the ring he never got to give to Kathleen will be hers when it's ready. 2235
