CHULA VISTA, Calif. (KGTV) -- The perfect storm. A lack of oversight, massive spending and an even larger deficit. Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. CHULA VISTA (KGTV) -- Chula Vista Police have arrested six suspects in an assault with a deadly weapon and robbery of a 16-year-old boy that occurred at a Chula Vista restaurant last Thursday, law enforcement officials announced.Police officials said that four juveniles and two adults, all of whom are suspected of participating in the April 11 attack, were taken into custody on Wednesday. Four of the suspects, aged between 15- and 17-years-old, attended Morse High School and have since been suspended.The two adult suspects, Kent Pasunting, 18, and Aldrin Uy, 19, attended Mark Twain High School, an alternative/continuation high school with a campus located at Morse High School. "On April 11th the victim and his girlfriend were sitting at the Cotixan restaurant when the suspects walked-in unexpectedly," Collum said. In the lot on Main Street and Fourth Avenue, visitors can buy anything from fish tacos and flowers to Mexican food and coffee.Just Coffee opened up about two weeks ago and owner Tyler Detweiler said he knew it was a bold move to start a new business in the middle of a pandemic, but it’s been successful so far.“People come here with the best moods. They’ve been making their own coffee for three months, four months now, and they want to go get a coffee that tastes like real coffee from a real espresso machine,” said Detweiler.He said another draw has been thanks to his business partner, the owner of Keto Dessert Company. James Baum usually delivers his sugar-free desserts to various locations in the Chula Vista area, so the partnership means one central place for locals to find his treats.Baum said his drive to sell keto dessert comes from his personal background.“They just thought I was a slow learner and then I got older and took this super long test of hundreds and hundreds of questions and realized I’m autistic,” said Baum.He said a sugar-free diet can benefit people with autism so he started the company as a way to bring dessert to keto diets. Then a "thank you" bonus.Now, Kroger employees will have to be satisfied with gradual increases in wages and benefits.CEO Rodney McMullen said Thursday that Kroger will not re-instate the popular hazard-pay benefits it announced in March and continued into June.This despite continued calls by union officials to bring back the -per-hour wage boost that Kroger and other grocery chains had been paying their essential workers.Kroger held its annual meeting Thursday, an event in which McMullen usually fields questions from local reporters. This year, McMullen agreed to talk by phone, saying that the company will see some permanent changes from the global pandemic that caused food shortages, surging revenue, binge buying and changes in consumer spending habits.Kroger's local employment increased 33% to 20,000 since the pandemic began, while the company hired 100,000 people nationwide.McMullen expects Kroger’s total employment — which peaked at 560,000 — to remain above 500,000 going forward. He also expects digital sales to remain at higher levels than the company achieved prior to COVID-19.And he believes the company will benefit from a permanent shift toward eating at home.“What we’re finding is people enjoy cooking more than they thought they would — at least, that’s what they’re telling us,” McMullen said. “They especially enjoy doing it with their kids, because it gives you a reason to spend time together.
