BEIJING, Oct. 13 (Xinhua) -- Chinese top political advisor Jia Qinglin Tuesday urged more efforts to perfect the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China(CPC).     Speaking at a seminar to mark the 60th anniversary of the founding of the Chinese People's Political Consultative Conference (CPPCC), CPPCC Chairman Jia said the system is an inevitable choice for China to press ahead with its social and political development.     Efforts should be made to give full play to the unique advantages of the CPPCC, the top political advisory body, he said. BEIJING, Sept. 14 (Xinhua) -- China is to launch a two-year campaign to fight corruption and misconduct in the construction sector, the Supreme People's Procuratorate (SPP) said Monday.     The move aimed to crack down on offences such as embezzlement, bribery and misconduct in the construction sector and improve the system to prevent offences.     Zhang Geng, SPP deputy procurator general, said the procuratorates nationwide had investigated 16,830 bribery cases in the sector from January 2006 to June 2009, accounting for 46 percent of all commercial bribery cases during that time.     The campaign will focus its efforts on offences such as corruption resulting in substandard construction and giving the green light to construction without a permit.

BEIJING, July 20 (Xinhua) -- China's Central Military Commission (CMC) conferred the rank of general on three senior military officers here on Monday, bringing the total number of generals to 174. CMC Chairman Hu Jintao awarded the officers certificates of command at the promotion ceremony. An order for the promotion was announced by CMC Vice-Chairman Guo Boxiong.     The senior officers are deputy chief of the General Staff of the People's Liberation Army (PLA) Ma Xiaotian, political commissar of the PLA's Academy of Military Sciences Liu Yuan, and political commissar of Chengdu Military Area Command Zhang Haiyang. Since then, 118 senior military and police officers have been promoted to the rank of full general.     Hong Xuezhi, who became a member of the CMC in 1988, was the only officer to receive the honor twice in 1955 and 1988.     The PLA recognizes 10 military ranks for officers in active service: general, lieutenant general and major general; senior colonel, colonel, lieutenant colonel and major; captain, first lieutenant and second lieutenant.

SHANGHAI, July 30 (Xinhua) -- China would firmly stick to its moderately easy monetary policy and concrete the recovery momentum of the country's economy, said vice governor of China's central bank on Wednesday. Su Ning, Vice Governor of the People's Bank of China (PBOC) made the remarks in a meeting held in the bank's Shanghai-based headquarter, saying a proactive fiscal policy and moderately easy monetary policy were crucial for sustained growth.     Despite an initial economy recovery resulted from the government's stimulus efforts in the first half, the country still faced severe difficulties and challenges from both domestic and abroad.     In the second half, the PBOC would use a set of monetary policy mix to coordinate a "reasonable" credit structure based on market rules, and to ensure more loans to major infrastructure construction and technology innovation, Said Su.     China's economy rebounded to grow 7.9 percent in the second quarter driven by a surge of fixed-asset investment backed by government's 4-trillion-yuan stimulus package on last September.     Chinese banks lent a record 7.37 trillion yuan in the first half to shore up the economy, which sank to 6.1 percent in the first quarter.

CHANGCHUN, Sept. 8 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged more efforts to ensure grain production and improve rural livelihoods to ensure fast and steady rural development.     Hui made the remark at an agricultural products fair in Changchun, capital of the northeastern Jilin Province on Tuesday, saying the government will continue to see maintaining a fast and steady rural economic development as a top task.     He called for promotion of agricultural technology and products to increase the competitiveness of China's agricultural enterprises and their products in the global market.     "The overall situation about the country's agriculture and rural development is good, and China has seen a summer grain output growth for six straight years this year", he said.     He also urged more efforts to fight drought in parts of China and "try every means" to ensure harvest this fall and a continuous rise in farmers' income.     As of Sept. 8, a severe drought has affected 19.72 million mu (1.31 million hectares) of crops in seven provinces of Hunan, Guizhou, Jiangxi, Hubei, Guangdong, Guangxi Zhuang Autonomous Region and Chongqing, according to data from the Office of State Flood Control and Drought Relief Headquarters.     About 2.75 million people and about 1.20 million livestock had difficulties getting adequate water supply.
