Avenida del Rio, a popular exit route for the mall south of Friars Road, was closed Thursday and Friday due to rising water levels in the San Diego River. A lifeguard river rescue crew was nearby, along with fire trucks. Before the vote, the ordinance only addressed underage drinking, but not drugs.
